THE PRACTICE OF FORMATIVE ASSESSMENT IN UZBEKISTAN AND
INTERNATIONAL EXPERIENCE

Abstract.
This article, is importance of formative assessment in the
education system. It examines the practice of formative assessment in
Uzbekistan and its impact on changes in the teaching process. As an example of
international experience, formative assessment methods in the U.S. education
system are analyzed, highlighting approaches aimed at monitoring students'
knowledge levels and fostering their development. The article also discusses
ways to enhance the effectiveness of formative assessment in the educational
process by comparing the experiences of both countries.

Introduction.
The education system is a crucial sector that determines the
future of any society, and efforts to improve its quality have always been an
integral part of social and economic development. A modern education system
not only focuses on imparting knowledge but also on developing the skills
necessary for students to succeed in society. This, in turn, necessitates the
introduction of innovative approaches and modern assessment methods in
education. Assessment methods play a vital role in improving the quality of
education and help develop students' knowledge and skills.
Today, there are numerous approaches, methods, and techniques in the
education system. Among these, formative assessment (or developmental
assessment) is recognized as an effective tool aimed at enhancing the quality of
education by strengthening the interaction between teachers and students,
monitoring students' progress regularly, and providing them with feedback. The
primary principle of formative assessment is that it does not rely solely on final
exams or tests but involves continuous monitoring aimed at improving students’
self-development and the learning process. In this approach, teachers
consistently track students' achievements and assist in their development,
thereby managing the educational process more effectively.

Feedback plays a crucial role in formative assessment. Feedback refers to
the evaluations or remarks provided by the teacher to the student, guiding them
towards improving their future performance. Through feedback, students can
identify their shortcomings and determine the necessary steps to address them.
This method is also significant in helping students develop self-assessment and
independent thinking skills.
The application of formative assessment in Uzbekistan has become one of
the key directions in recent educational reforms. Based on international
experience and modern pedagogical approaches, the reforms in Uzbekistan's
education sector aim to improve the quality of education and promote the
comprehensive development of students. The introduction of formative
assessment has provided teachers and students with more opportunities to
participate actively in the learning process. In this process, teachers
continuously monitor students' progress, assist in their development, and strive
to engage them actively in the learning process.
However, there are still several challenges in fully implementing formative
assessment in Uzbekistan. One of the major issues is the methodological
preparedness of teachers and the need for effective implementation of formative
assessment. The effectiveness of formative assessment depends significantly on
the qualifications of teachers and their pedagogical approaches. Additionally, the
transparency of assessment and the systematic organization of methodological
approaches impact the successful implementation of the educational process. It
is necessary to enhance teachers' understanding of assessment methods, expand
their perspectives, and enrich their pedagogical approaches with new
methodologies.
In terms of international experience, formative assessment is widely used
in the United States. The main goal of formative assessment in the U.S. education
system is to help students strengthen their knowledge and continue their
learning process. The assessment system based on this method provides
students with timely and precise feedback. Teachers guide students by
identifying areas for improvement and assisting them in making the learning
process more effective. For example, during teacher training in the U.S.,
methodologies and techniques incorporating formative assessment are
introduced, enabling teachers to evaluate students more effectively, provide
appropriate guidance, and support their learning development.
The key principles of formative assessment in the U.S. are not only to
encourage students to achieve academic success but also to motivate them to

think creatively and develop self-growth. Teachers help students succeed by
providing continuous feedback and fostering self-assessment skills. Additionally,
the use of technology and online platforms is widespread in implementing
formative assessment in the U.S. Students are provided with opportunities to
assess their knowledge online, participate actively in lessons, and observe
progress through video analyses and assessments.
Utilizing international experiences in implementing formative assessment
on a larger scale in Uzbekistan is essential. Analyzing the methods of formative
assessment used in the U.S., adapting them to the Uzbek education system, and
developing these methods could be significant steps toward improving the
quality of education in Uzbekistan. Moreover, there is a need to improve the
methodology and pedagogical approaches of formative assessment during
teacher training.
The core idea of formative assessment is that students' outcomes should
not be evaluated solely through final exams or tests but should be assessed
continuously throughout the process, with feedback on achievements and
shortcomings provided by teachers. Such a method enables students to evaluate
themselves and ensures their active participation in the learning process.
Formative assessment not only enhances the effectiveness of students' learning
but also provides them with opportunities to assess themselves, determine their
goals, and overcome challenges on the path to achieving their success.
The Experience of Formative Assessment in Uzbekistan:
In Uzbekistan, educational reforms, particularly in recent years, have
focused on improving the quality of education, introducing innovative methods,
and enhancing pedagogical techniques. The implementation of formative
assessment methods has been a significant step in these reforms. This method is
designed to improve education quality, strengthen students' interest in learning,
and support their successful development.
In the Uzbek education system, formative assessment emphasizes self-
evaluation and implementing changes by the students themselves. Key elements
in implementing formative assessment include preparing teachers with
methodological training, ensuring transparency in the assessment process, and
systematically monitoring results. Currently, the effective application of this
method depends on the skills and experience of teachers, as some schools still
face challenges in fully understanding and implementing this approach.
To effectively utilize formative assessment in Uzbekistan, several practical
steps are required, such as providing teachers with methodological training,

integrating technology more extensively into the educational process, and
developing clear and systematic standards for assessment. Additionally, creating
pedagogical resources to support teachers in implementing formative
assessment and using these resources effectively in the learning process is
essential.
International Experience: Formative Assessment in the USA:
Formative assessment systems are widely implemented globally, and in the
USA, this method is considered one of the most advanced and effective. In the
USA, formative assessment is viewed not only as a tool for evaluating students'
academic results but also as an important means of helping them reinforce and
develop their knowledge. The US education system aims to enhance student
development and foster independent thinking and creative approaches, which in
turn leads to the effective implementation of formative assessment methods.
The formative assessment system in the USA has distinct features. Teachers
manage the educational process by providing timely feedback and support to
students, which helps elevate students' success levels. In the process of
formative assessment, teachers apply individual approaches based on the
unique characteristics of each student. In this way, teachers are able to develop
students' specific abilities, deepen their knowledge, and address their
weaknesses.
Formative assessment is widely used in many large countries and
educational institutions in the USA. Teachers regularly provide feedback to
students through tests, surveys, short-answer questions, and other assessment
methods, helping improve their learning process. Moreover, to make formative
assessment even more effective, online platforms and digital technologies are
extensively used. Students are given opportunities to evaluate their knowledge
online, actively participate in classes, and track their progress through video
analysis. This creates opportunities for students to engage in self-assessment,
monitor their results, and implement changes.
Comparing the Experiences of Uzbekistan and the USA
Although there are numerous challenges in implementing formative
assessment in Uzbekistan’s education system, this process can be made more
effective by drawing from the advanced practices of the USA. In the USA,
approaches such as widespread use of technology and providing students with
opportunities for self-assessment are key elements that can also be applied in
Uzbekistan. Additionally, it is crucial to enhance teachers' methodological

preparation, develop their pedagogical skills, and integrate new technologies
into the learning process.
To implement formative assessment on a broader scale in Uzbekistan, it is
important to utilize international experiences and adapt them to local
conditions. Teaching advanced methodologies and pedagogical approaches
during teacher training is essential for ensuring the effective introduction of
formative assessment in the process of educational reforms.
Conclusion.
Formative assessment is an effective educational method
aimed at developing students' knowledge and skills through continuous
evaluation and providing feedback during the learning process. This approach
allows teachers to monitor students not only based on final exams or tests but
also through ongoing observation, enabling the early identification of their
strengths and weaknesses. Formative assessment helps students consolidate
their knowledge, make improvements, and also develops their independent
thinking and self-assessment skills.
In Uzbekistan, the system of formative assessment is transitioning to a new
stage. For its effective implementation, it is essential to improve teachers'
methodological preparedness, ensure the availability of educational resources,
and establish systematic assessment standards. Although Uzbekistan's
education system has not yet fully adopted this approach, the ongoing efforts are
aimed at enhancing the quality of education, increasing students' engagement in
learning, and fostering their self-development.
