technological progress, reform, university.
In the modern world the process of globalization has affected all spheres of society,
including education. Despite the ongoing changes in the education system, the essence of the
education process remains unchanged: to educate a developed personality.
The social role of education has increased significantly in society. Today education is
becoming one of the most important factors in the formation of a new quality of the economy and
society; the prospects for the progressive development of mankind largely depend on its direction
and effectiveness. Overcoming the crisis of civilization, solving the most complex problems,
overwhelmingly of a global nature, is directly related to the development of education, which can
and should provide dialogue through its intellectual communication resources.
The rapid development of scientific and technological progress and the widespread
dissemination of information technologies have radically changed the nature of production, which
in turn affected the requirements for the qualifications of a modern specialist. Today's worker
should not only have certain special knowledge, but be as mobile and analytical as possible. In
addition, the active development of technology and the rapid obsolescence of knowledge in many
areas of science and technology require constant professional development of a specialist.
In today's constantly changing information world, it is no longer possible to consider
education only as a theoretical set of knowledge. In conditions when the most important value and
the main capital of society is a person, the goal and product of the educational system should be the
human intellect and personality.
The development of the education system in our country has been elevated to the rank of
state policy. The tasks of reforming this most important sphere in which the future of the state is
concentrated are being solved in stages. One of the seven priority areas of the New Uzbekistan
Development Strategy for 2022-2026 [1] is the development of human capital.
A program of action is being implemented in the Republic of Uzbekistan. The practical,
consistent and systematic measures taken fully contribute to the implementation of reforms and
social transformations aimed at creating broad opportunities for the comprehensive realization of
the professional, intellectual and spiritual potential of not only the citizen and society as well.
The work on attracting leading foreign universities to open their branches in Uzbekistan
does not stop. An increase in the number of universities, including branches of foreign and local
universities, as well as of non-state universities will help to increase the coverage of youth with
higher education and its quality.
The purpose of these transformations carried out in the education system is to create
conditions for the formation of a harmoniously developed personality. This is due to the fact that
the ultimate success of reforms in the country largely depends on the education and upbringing of
40
young people, the formation of their worldview based on modern knowledge, spirituality and
enlightenment.
The modern system of higher education is represented by higher educational institutions, the
effective functioning of which is due to complex relationships with individuals and communities
around the world. The main principle of the modern mechanism of university management is the
internationalization of education, covering almost all aspects of educational activity.
In the conditions of the modern global world, internationalization of education is one of the
factors of ensuring international educational cooperation, the driving force of which is the
promotion of the national interests of the interacting parties and the increasing competition in the
global education market. Analyzing the best foreign practices, adapting them to the needs of the
national economic system makes it possible to ensure comparability of education levels,
qualifications and educational standards of partner countries.
Internationalization of education includes:
- Development and implementation of joint educational programs;
- Introduction of double diplomas;
- Academic mobility of students, doctoral students, teachers and administrative staff;
-Holding of international forums;
- Export of educational services;
-Implementation of joint research projects, etc.
The existing modern management mechanisms of universities are innovative processes.
Internationalization is an innovative management technology in the field of education. It can be
applied at various levels: national, regional and institutional levels. Through the use of this
technology, the goals, functions and mechanism of providing educational services acquire an
international character.
Currently, the internationalization of education is included in the policy of our country,
focused on solving national, political, social and economic problems. Traditionally, a significant
role in the educational process belongs to the classical university. The future of the university and
its students depends on the effectiveness of the management technology of the classical university,
its involvement in international activities, on the elaboration and success of the implementation of
the goals and objectives of international cooperation.
The education of harmoniously developed youth is a priority task of the New Uzbekistan.
The Republic of Uzbekistan is taking important steps to introduce international experience in
reforming the educational process, improving its quality and integrating it into the international
educational community.
Integration into the international educational community can give a lot to the society. The
emergence of new branches of foreign universities contributes to the provision of high-quality
training of professional personnel for Uzbekistan. Internationalization of education expands the
possibilities of individual choice in obtaining knowledge, increases competition and leads to an
improvement in the quality and effectiveness of education in the country.
