Abstract

 Enterprises must have high economic potential to effectively implement their socio-economic mission and goals and for sustainable development. This shows that the economic potential of construction industry enterprises depends primarily on the effectiveness of the state's innovation policy and is reflected in the mechanisms of the country's national innovation system.

SCENARIOS FOR THE FORMATION OF ECONOMIC POTENTIAL OF

CONSTRUCTION INDUSTRY ENTERPRISES

Abstract

: Enterprises must have high economic potential to effectively implement their socio-

economic mission and goals and for sustainable development. This shows that the economic

potential of construction industry enterprises depends primarily on the effectiveness of the

state's innovation policy and is reflected in the mechanisms of the country's national innovation

system.

As we know, the mission of an enterprise is a long-term strategic direction for the development

of its activities. By the mission of a construction enterprise, we can understand the set of

features that are its strengths and allow it to succeed in the market. The mission of a

construction enterprise, in turn, is a platform for setting strategic goals, which determines the

general vector of its activities and allows you to correctly choose priority areas. The

effectiveness of innovation processes in enterprises is achieved by improving the level of

economic potential, their organization and management mechanisms. This requires the

development of medium and long-term strategies that ensure the implementation of innovative

activities in enterprises. Of course, the state's policy in the innovation sphere depends on the

interdependence of science, education and production, as well as the level of synergistic effect

obtained from them. Based on the above, on September 21, 2018, the Decree of the President of

the Republic of Uzbekistan No. PF-5544 “On approval of the Strategy for innovative

development of the Republic of Uzbekistan for 2019-2021” was adopted. This decree

specifically stated that an important condition for the country's rapid development is the rapid

introduction of modern innovative technologies into economic sectors, social and other areas,

with the widespread use of scientific and technical achievements. The existence of problems in

the development of the national innovation system in the country has negatively affected

Uzbekistan's full participation in the Global Innovation Index rating compiled by authoritative

and reputable international structures in recent years. Therefore, the aforementioned decree sets

the task of achieving the inclusion of the Republic of Uzbekistan in the Global Innovation

Index rating among the 50 most advanced countries in the world by 2030. For this, it is

necessary not only to conduct an innovation policy in the country by the government, to

improve its institutional aspects, but also to carry out systematic work in this area at enterprises.

Therefore, in this paragraph, in the formation of the economic potential of enterprises in the

construction industry, the task is set to develop scenarios for increasing the efficiency of their

innovative, management and potential potential and developing it. Because the economic

potential of enterprises in the construction industry operating in the country is determined by

the presence of the following problems:

1. Slow modernization and diversification processes in construction industry enterprises of

various forms of ownership operating in the country;
2. Lack of innovative and investment projects implemented in the activities of construction

enterprises;
3. Work to increase the competitiveness of products manufactured by construction industry

enterprises and expand the range of products is not being carried out systematically to the

necessary extent;
4. Lack of unified indicators for assessing the economic potential of construction enterprises;
5. A national rating system that assesses the level of economic and innovative development of

construction industry enterprises has not yet been developed;
6. The lack of flexible innovation strategies aimed at the medium and long-term development of

priority sectors that respond to the emergence of global economic threats in the world and the

rapid growth of the technological revolution in the construction industry;
7. Lack of qualified specialists who can develop scenarios aimed at the systematic development

of the economic potential of large construction enterprises;
8. Lack of development of mechanisms for the systematic functioning of mutually beneficial

cooperation between enterprises in the construction industry and scientific institutions and the

higher education system.
To solve the problems listed above, we believe that the following should be done:
First, to develop contacts between construction industry enterprises and entities engaged in

scientific, research and experimental activities to conduct scientific research and experimental

design work;
Secondly, to evaluate the management process, conduct business based on market principles,

and adapt the management apparatus to the characteristics of each construction industry

enterprise;
Third, by clearly defining management tasks, finding the most optimal solution to current and

strategic problems that arise in innovative development;
Fourth, develop programs, operational and strategic plans aimed at developing innovative

processes in accordance with the goals of construction industry enterprises;
Fifth, to rapidly develop construction clusters based on the broad development of mutual

cooperation between construction industry enterprises;
Sixth, provide broad opportunities for the import of new technologies, information and

communication devices, production tools, and modern management methods from foreign

countries;

Seventh, to ensure that young qualified specialists go to developed foreign countries for short-

term training in order to establish the production of goods and services that meet international

standards;
Eighth, it will be necessary to develop economic, financial, organizational, managerial and legal

instruments for state support in the implementation of programs for the development and

implementation of a national construction system.
According to the results of the conducted research and analysis, economic potential is expressed

as a set of various resources, taking into account the financial, intellectual, scientific and

technical and other resources necessary for the implementation of material production at the

enterprise. Further intensification of the efforts being made in Uzbekistan to modernize the

economy is characterized by ensuring the continuity and increasing the scale of innovative

processes in the construction sector. This is determined by the fact that the efficiency of

construction industry enterprises is directly determined by the introduction of developments,

inventions and projects based on scientific achievements, the production of products with a high

scientific content. According to these approaches, economic potential is the sum of all socio-

economic subsystems that provide access to various resources and provide one type or another

of support to participants in economic activity.
