Avariya deganda bajariladigan ishni birdan tо‘xtab qolishi yoki sanoat

korxonalarida ishlab chiqarishning izdan chiqishi, transportlarda va boshqa obyektlarda moddiy

boyliklarning buzilishi, yо‘q bо‘lishi tushuniladi.

Avariyalarning kelib chiqishiga quyidagi omillar sababchi bо‘lishi mumkin:

tabiiy ofat tufayli;

inshootlarni loyihalashda yoki uni qurishda qо‘yiladigan xatoliklar tufayli;

ishlab chiqarish texnologiyasining buzilishi natijasida;

transport, mexanizm, jihozlardan notо‘g‘ri foydalanganda;

agressiv moddalarni (portlovchi, tez alangalanuvchi zaharli moddalarni) notо‘g‘ri

saqlanishi va uni ishlatilish qoidalarining buzilishi oqibatida;

texnika xavfsizlik qoidalarining buzilishi va boshqalar.

Mana shunday xatoliklar tufayli ishlab chiqarishlarda katta avariyalar sodir bо‘ladiki,

oqibatda kо‘pdan-kо‘p insonlar jabrlanadi va moddiy boyliklar yо‘q bо‘lib ketadi. Kо‘pincha

kimyo, neftni qayta ishlovchi sanoat, qog‘oz ishlab chiqarish sanoati, gо‘sht-sut, oziq-ovqat,

metallurgiya, konchilik va boshqa sanoat korxonalarida avariyalar tez-tez uchraydi. Ayniqsa,

KTZM ta’sirida bо‘ladigan avariyalar: kimyo, neftni qayta ishlovchi, qog‘oz-sellyuloza gо‘sht-

sut, oziq-ovqat sanoati, suv tozalash inshootlarida hamda temir yо‘llarda KTZMni tashishda kо‘p

uchraydi.

KTZM kо‘rsatilgan konsentratsiyadan ortiq bо‘lganda odamlarga, qishloq xо‘jalik

hayvonlariga, о‘simliklarga, tashqi muhitga ta’sir etib, turli darajada shikastlantiradi. KTZM

qatoriga texnologik jarayonlarda qо‘llaniladigan ammiak, xlor, sulfat kislotasi, vodorod ftorid,

azot va oltingugurt oksidlari va boshqalar kiritish mumkin.

Ba’zi bir KTZMlarni fizik-kimyoviy va zaharli xususiyatlari jadvalda keltirilgan.

Shulardan sanoatda kо‘p ishlatiladigani ammiak.

Ammiak

– nashatir hidli rangsiz gaz. Uni sanoatda sovutgich vositasi sifatida, azotli

о‘g‘itlar olishda va boshqa maqsadlarda ishlatiladi. Agar ammiak havo bilan 4:3 nisbatda aralashsa

portlaydi. Ammiak suvda yaxshi eriydi.

Uning yuqori konsentratsiyasi insonning markaziy asab tuzumini izdan chiqarib, asablarni

Ammiak ta’sirida zaharlanishda birinchi yordam:

Ochiq havo, 10 foizli mentolni

xloroformdagi iliq eritmasini hidlash, issiq sodali sut ichish, agar kо‘zga tushgan bо‘lsa 0,5-1 foizli

qо‘sh tuzlarning eritmasi bilan yuvish, sо‘ngra suv bilan yuvish; teri shikastlanganda – toza suv

bilan yuvish, 5 foizli sirka, limon yoki xlorid kislota shimdirilgan lattani qо‘yish va boshqa omillar

bajariladi.

Ammiakdan saqlanishda: «K» yoki «M» markali filtrlovchi sanoat gazniqobi, agar ammiak

vodorod sulfid bilan aralashgan bо‘lsa «KD» markali gazniqobi ishlatilib, juda yuqori

konsentratsiyada izolatsiyalovchi gazniqoblar va himoya kiyimlari ishlatiladi.

Xlor -

о‘tkir hidli, sariq rangli gaz. U havodan 2,5 barobar og‘ir bо‘lib, 34

suyuq holatga о‘tadi. U suvda, organik erituvchilarda yaxshi eridi. Xlor qog‘oz-selluloza,

tо‘qimachilik sanoatida, xlorli ohak ishlab chiqarishda, suvni zararsizlantirishda va boshqa

sohalarda ishlatiladi.

Xlor bо‘g‘ish xususiyatiga ega. Uning havodagi miqdori 0,01 mg/l bо‘lganda inson

organizimiga salbiy ta’sir etadi, miqdori 0,1 mg/l dan yuqori bо‘lganda о‘limga olib keladi.

Birinchi yordam.

Shikastlangan hududlarda gazniqoblarni kiyish kerak. Nafas organlari

izdan chiqqanlar nashatir spirtini, ichimlik sodasini hidlashi, 2 foizli sodali eritma bilan kо‘zni,

burunni va tomoqlarni yuvishi, issiq borjomli yoki sodali sutdan, kofedan ichish kerak.

Himoyalanish

. «V» va «M» markali filtrlovchi sanoat gazniqoblari, GP-5 fuqarolar

gazniqobi, bolalar gazniqobi va himoya komplektidan foydalaniladi. Agar uning konsentratsiyasi

yuqori bо‘lsa (8,6 mg/l.dan yuqori) izolatsiyalovchi gazniqoblar qо‘llaniladi.

Oltingugurt oksidi

- о‘tkir hidli, rangsiz gaz bо‘lib, yonmaydi. Bu modda oltingugurtli

rudalarni yondirganda hosil bо‘lib, u sulfat kislota ishlab chiqarishda asosiy xom-ashyo

hisoblanadi. Undan tashqari bu gaz tо‘qimachilik sanoatida oqartiruvchi sifatida, oziq-ovqat

sanoatida konservatsiya qiluvchi modda sifatida ishlatiladi. U suvda, spirtda, sirka va sulfat

kislotalarda, xloroformda va efirda yaxshi eriydi.

Oltingugurt angidridi nafas yо‘llarini ishdan chiqarib, kо‘zni xiralashtiradi. Kichik

konsentratsiyada inson kuchsiz yо‘talish, tomoqda va kо‘krakda og‘riq, kо‘zdan yosh oqish, katta

dozada esa qusish, hushdan ketish alomatlari kuzatiladi.

Birinchi yordam:

toza havo, kislorod ingalatsiyasini ta’minlash, kо‘zni, burunni yuvish,

tomoqni 2 foizli sodali eritma bilan chayish, bо‘yinni issiq qilish, issiq sodali, yog‘li, asalli yoki

borjomli sut ichish tavsiya etiladi.

Himoyalanish:

«V» va «M» markali filtrlovchi sanoat gazniqoblari, izolirlovchi fuqarolar

va bolalar gazniqoblaridan foydalaniladi.

Bulardan tashqari, sanoatda ishlatiladigan moddalardan: fosfor (III) xlorid, sinil kislotasi

va boshqalarning xususiyatlari 1-jadvalda keltirilgan. Yuqorida aytilgan tez ta’sir etuvchi zaharli

moddalar ishlatadigan korxonalarda avariya sodir bо‘lganda shu yerdagi va korxona atrofida

yashovchi xalq zaharlanishi mumkin. Albatta, zaharlanish darajasi: uning dozasiga, odamlarning

zaharli moddadan uzoq yaqinligiga, bug‘lanish darajasiga, shamol tezligiga va boshqa omillarga

bog‘liq.

Agar shunday avariya favqulodda sodir bо‘lsa, albatta birinchi navbatda о‘z vaqtida va

sifatli ofat о‘chog‘ini belgilash lozim. Bu vazifani fuqaro muhofazasi xizmat tizimlarining -

razvedka qismlari bajaradilar. Ular avariya joyini, zaharli modda turini, zaharli modda dozasini va

shikastlangan hududdan qanday qilib odamlarni zaharlamasdan olib chiqib ketish yо‘llarini

belgilab beradilar.

Shikastlanish о‘chog‘i aniq о‘rganilgandan keyingina avariya sodir bо‘lgan joydagi va

unga yaqin atrofda yashovchi xalq ogoh etiladi. Buni eshitgan fuqarolar nafas organlarini

saqlovchi (gazniqoblar) va terini himoya qiluvchi kiyimlarni (plash, yopqich) kiyib darhol

zaharlangan hududdan xavfsiz hududga chiqib ketadilar.

Zaharlangan hududdan uzoqroqdagi fuqarolar esa о‘z uylarida, yashash uylarining eshik,

romlarini mahkam berkitib, ularning germetikligini oshirib, isitgich jihozlarini, gaz, chiroq va

boshqalarni о‘chirib о‘z uylarida saqlanishlari mumkin. Albatta, bu bilan ularni kimyoviy

zaharlanishdan tо‘liq qutqarib bо‘lmaydi. Agar zaharli moddaning miqdori juda kо‘p tashqariga

chiqib ketgan bо‘lsa, zararlangan о‘choq atrofidagi hamma yashovchi odamlarni tartib va

osoyshtalik bilan tezda xavfsiz joylarga kо‘chirish zarur.

Avariya sodir bо‘lgan joylarda xizmat qiluvchi fuqarolarning hammasini evakuatsiya qilib

bо‘lmaydi. Ularni ma’lum qismi shu yerda qolib, zaharli moddadan saqlovchi vositalarni kiyib,

tashqariga KTZMni chiqishini tо‘xtatish choralarini kо‘radilar (bunda jо‘mrakni burash, KTZMni

bir joydan ikkinchi joyga haydash, texnologik jarayonni tо‘xtatish, KTZM solingan idishni

tuzatish, texnologik jarayonni va boshqa sababchi omillarni tо‘xtatish ishlari bajariladi).

Avariya tо‘xtatilgandan keyin, ma’lum bir vaqt mobaynida (zaharlovchi moddaning

tabiatiga qarab) avariya о‘chog‘ida xizmat qilgan va zaharlangan hududda qolgan odamlar tibbiy

kо‘rikdan о‘tkaziladi. Agar KTZM nafas yо‘liga ketgan bо‘lsa, ularga dori-darmon beriladi, teriga

tekkan bо‘lsa suv bilan kо‘p marta yuviladi, sо‘ngra zaharlangan joylar, uning atroflari va ishlab

chiqarishda ishlatiladigan jihozlar, uskunalar, inshootni о‘zi degazatsiya qilinadi. Degazatsiya

sifatida zaharlovchi moddani neytrallaydigan (ya’ni ta’sir kuchini kamaytiruvchi) moddalar

ishlatiladi.

Mana shunday avariyalarga quydagi misollarni keltirishi mumkin:

1988 yil Yaroslavl viloyatida Volga daryosi bо‘yida temir yо‘l poyezdining 7 ta vagoni

izdan chiqib ketib, katta avariya yuz bergan. Bunda 3 ta idishda zaharli kimyoyaviy modda bо‘lib,

uning ma’lum qismi atmosferaga chiqib ketgandi. 1988 yilda «Красная Роза» ishlab chiqarish

birlashmasida, avariya sodir bо‘lib, havoga zaharli gazning chiqishi (SO

2

) aniqlanganligini, 1966

yil Gorkiy shahridagi kimyo zavodida 27 t Cl

2

gazi havoga tarqalganligi natijasida 6000 kishi

evakuatsiya qilinib, 1500 kishi har xil dozada zaharlanganligini eslatib о‘tish mumkin.

1984 yili Hindistonda Amerikaning «Yunion Korbayt» kompaniyasiga qarashli Bxopal

kimyo zavodida gaz quvridan 40 tonna о‘tkir zaharlovchi moddaning atrof-muhitga tarqalishi

oqibatda katta talofot rо‘y bergan. Bu halokat 2000 kishining hayotiga zomin bо‘lgan, bunda

80000 nafar fuqaro zaharlanib, salomatligiga jiddiy zarar yetkazgan.

2003 yilda Xitoyning Chxuandonbey gaz konida katta portlash yuz bergan. Portlash

oqibatida 190 kishi qurbon bо‘lgan hamda havoga kо‘p miqdordagi tabiiy gaz birikmalari va

vodorodsulfit gazi tarqalishi natijasida kо‘plab odamlarning zaharlanishiga va о‘limiga sabab

bо‘lgan.

1990 yilda Qoraqalpog‘iston Respublikasining «Yoshlik» stansiyasidan о‘tib borayotgan

kuchli ta’sir etuvchi zaharli modda (95 tonna) yuklangan sisterna nazorat qilinmasligi oqibatida

yо‘l-yо‘lakay tomchilab borgan. Bu holatni о‘z vaqtida sezgan yoshlik stansiyasi xodimlari darxol

tegishli choralarni kо‘rib, baxtsizlikni oldi olingan. Agarda sisternadagi suyuqlik shu yerga tо‘liq

oqib ketganda nafaqat stansiyadagi va uning atrofidagi aholini, balki 13 km olisda yashovsi aholini

ham zaharlagan bо‘lardi. Shunga о‘xshash kо‘plab misollarni keltirish mumkin.

Inson uchun xavfli bо‘lgan zaharli moddalar bilan ishlaydigan korxonalarning ham soni

О‘zbekistonda yildan-yilga kо‘payib bormoqda. Bular «О‘zbekkimyosanoat» uyushmasiga

qarashli korxonalar bо‘lib, ular Toshkent, Samarqand, Farg‘ona, Olmaliq, Chirchiq, Navoiy,

Angren va boshqa shaharlarda (SO

Suv tozalash inshootlari va boshqalar. Hozirgi kunda Respublikadagi kopgina ishlab chiqarish

ko`ra, bunday korxonalarda avariya sodir bo`lib, kimyoviy moddalar tashqariga chiqib ketsa,

xududning zaxarlanish chuqurligi 45-50 km ni (450 km

dan ortiq maydonni ) tashkil etishi

mumkin.

Shuning uchun Respublikamiz aholisi, ishlab chiqarish korxonalarining ishchi-

xizmatchilari favqulodda yuz beradigan vaziyatlarda tо‘g‘ri ish tutishlari, fuqarolar muhofazasi

tomonidan beriladigan har bir yо‘riqnoma, vazifalarni tо‘g‘ri bajarishlari va saqlanish qoidalariga

rioya etishlari zarur. Buning uchun har bir korxonada, ayniqsa, ishlab chiqarish korxonalaridagi

fuqarolar muhofazasi xodimlari avariya va halokatlarni, uning oqibatlarini yо‘qotish chora-

tadbirlarini hamda ofat rо‘y bergan joyda jabrlanganlarga yordam kо‘rsatish qoidalarini

tushuntirishlari lozim.

Kuchli ta’sir etuvchi zaharli moddalar bilan ishlaydigan sanoat tarmoqlarida nafaqat

avariya oqibatidagina fuqarolarga xavf-xatar keltirilishi mumkin, balki shu tarmoqlardan

chiqadigan chiqindi mahsulotlar ham (atmosferaga yoki suv xavzalariga chiqarib yuborilishi)

atrof-muhitni va tabiatni ifloslantirishi oqibatida insonlar hayotiga jiddiy xavf soladi.

Bu borada ayniqsa metallurgiya, kimyo, biotexnologiya, rezina-texnika, neftni qayta

ishlovchi va boshqa sanoat tarmoqlarining salbiy ta’siri juda kattadir. Respublikamizdagi sanoati

rivojlangan ayrim shaharlarda, jumladan, Samarqand, Farg‘ona, Andijon, Qо‘qon, Angren,

Olmaliq, Chirchiq, Navoiy va boshqa shaharlarda havoning ifloslanish darajasi me’yoridan 1,5-2,

hatto ayrim joylarda 3-6 marta ortiq.

Markaziy Osiyoda havoni eng kо‘p ifloslantiruvchi Tojikistonning Tursunzoda shahridagi

aluminiy zavodi 1987 yilda havoga belgilangan miqdordan deyarli ikki barobar ortiq zaharli

modda chiqarib kelgan. Shamolning yо‘nalishiga kо‘ra, ftor birikmasining 80 foizi Surxondaryo

viloyatining Sariosiyo, Denov, Oltinsoy tumanlariga tushadi. Yana u yerlardagi havoning

ifloslanishiga Shargundagi briket fabrikasi va g‘isht zavodining ta’siri ham kattadir. Bulardan

chiqadigan zaharli moddalar insonlarning salomatligiga jiddiy xavf tug‘dirmoqda, hatto uy

hayvonlari ham bundan katta talofot kо‘rmoqda.

Kimyo sanoati korxonalari kо‘p joylashgan Chirchiqdagi «Elektrokimyo», Farg‘onadagi

«Azot», «Farg‘onaneftesintez», Navoiydagi «Elektrokimyomash», «Azot» va boshqa sanoat

birlashmalaridan juda ham xavfli zaharli moddalar (KTZM) tashqariga chiqarib yuborilmoqda.

Dunyo miqyosida yiliga havoga uglerod (II) oksidi - 250 mln. t., yoqilg‘i kukuni-100 mln.

t., uglevodorod - 88 mln. t., azot (II) oksidi-53 mln. t., ammiak - 4 mln. t., oltingugurt vodorodi -

3 mln. t., qо‘rg‘oshin birikmalari - 1mln t., ftor- 0,4 mln. t. chiqariladi.

Bunday sanoat korxonalarining chiqindi mahsulotlari insonlar hayotiga katta xavf solib,

turli xil kasalliklarni keltirib chiqarmoqda, umrni qisqartirmoqda hamda atrof-muhitni, yerlarni,

havoni va suv havzalarini jiddiy zararlantirmoqda.

Tez ta’sir etuvchi zaharli moddalar bilan zararlanganda fuqarolarning xatti-

harakatlari.

Yuqorida aytilganidek, Respublikamiz iqtisodiyot tarmoqlarining kо‘p qismida

zaharli moddalar (KTZM) ishlatiladi, saqlanadi va tashiladi. Shunday korxonalarga birorta ta’sir

kо‘rsatilsa, masalan, dushman tomonidan bо‘ladigan ta’sirlarda, tabiiy ofat oqibatida, ishlab

chiqarish tarmoqlarida bо‘ladigan, temir yо‘l transportlaridagi avariyalar tufayli KTZM tо‘kilishi

yoki tashqariga chiqib ketib, atrof-muhitni, havoni zaharlaydi.

Albatta, bunday favqulodda vaziyatlarda avariya о‘chog‘idagi va unga yaqin bо‘lgan

atrofdagi fuqarolar jabrlanadi va KTZM xususiyatlariga qarab kimyoviy zaharlanish har xil

darajada bо‘ladi.

KTZMning qaynash harorati 20

C gacha bо‘lsa, u tezda bug‘lanib, zaharlash vaqti qisqa,

lekin ta’sir darajasi katta bо‘ladi. Agar KTZMning qaynash harorati 20

0

C dan yuqori bо‘lsa,

bug‘lanish sekinroq ketib, uning zaharlanish vaqti uzoq davom etadi, ammo tarqalish hududi

kichik bо‘ladi.

KTZMlar nafas organlari va teri orqali ta’sir etadi. Shu nuqtai nazardan KTZMlar umumiy

zaharlovchi va holsizlantiruvchi xillarga bо‘linadi. KTZM bilan zaharlanganda bosh og‘rig‘i, bosh

aylanishi, kо‘z tinishi, holsizlanish, kо‘ngil aynishi, qusish, о‘qiy olmaslik kabi alomatlar

kuzatiladi, kuchli zaharlanishda esa о‘lim bilan yakunlanadi. Shuning uchun KTZM bilan

zaharlangan hududlarda xalqning xatti-harakatlari xuddi kimyoviy qurollar bilan zaharlangan

joylarda kо‘riladigan chora-tadbirlarni о‘zginasidir, ya’ni himoya inshootlarida saqlanish, shaxsiy

himoya vositalaridan foydalanish va boshqa omillar qо‘llaniladi.

Lekin bitta asosiy farqi borki, u ham bо‘lsa ba’zi bir KTZMlar (masalan NH

, CO)ni

yutiluvchanlik xususiyati past bо‘lganligidan, ulardan saqlanishda, maxsus sanoat va

izolatsiyalovchi gazniqoblardan foydalanish kerak bо‘ladi. Agar avariya holatda bir qancha gazlar

aralashmasi bо‘lsa, faqat izolatsiyalovchi gazniqoblardan foydalanib, avariya joyini tiklash,

zararlangan о‘choqdan odamlarni evakuatsiya qilish tadbirlari kо‘riladi. KTZM chiqib ketgan

joylarda avariyalarni tiklash ancha mushkul jarayonlardan hisoblanadi. Bunda asosiy ishlar

birlamchi tiklash ishlarini tashkil etish hamda KTZM tarqalgan hududni о‘rash (lokalizatsiya)

qilish hisoblanadi.

Avariyani tiklash ishlarini о‘sha korxonaning shtatli qismlaridagi zaxarli gazlardan

saqlovchi xodimlar olib boradilar. Kerak bо‘lsa, fuqoro muhofazasining qutqaruv, tibbiyot,

yong‘inga qarshi, jamoat tartibini saqlash tizimlari ham yordamga chaqiriladi. Bulardan tashqari

avariyani tiklash ishlariga korxona ishchi xizmatchilarini va о‘sha atrofdagi fuqarolarni ham jalb

qilish mumkin.

Avariyani tiklash ishlarida qatnashayotgan fuqarolar о‘zini va boshqalarni saqlash

qoidalarini bilishi zarur. Ulardan har doim zaharlangan fuqarolarni shikastlangan hududdan olib

chiqish, gazniqoblarini kiydira bilish, sun’iy nafas berish, yurakni massaj qilish, zaharlangan kо‘z,

terilarni neytrallash ishlarini bilishlari talab etiladi.

Sanoat gazniqoblari

. Bunday gazniqoblar zaharli moddalarning (bug‘dan, tuman, gaz

saqlovchi maxsus filtrlovchi qutilardan tashkil topgan. Filtrlovchi qutilar bir-biridan rangiga

hamda turiga qarab farqlanadi.

Fojiali hodisa (katastrofa) lar va ularning oqibatlari.

Fojiali hodisa

- ma’lum bir vaqt oralig‘ida sodir bо‘ladigan halokat demakdir. Fojia – turli

xildagi inshootlarni buzilishi, moddiy boyliklarning yо‘q bо‘lib ketishi hamda odamlarning о‘limi

bilan sodir bо‘ladi. Bundan tashqari, katta avariyalar oqibatida ham fojialar sodir bо‘ladi. Masalan,

atom elektrostansiyalarida va radiоaktiv moddalar ishlatiladigan korxonalarda avariya sodir

bо‘lishi natijasida juda katta hudud zaharlanishi va oxir oqibatda fojia bilan yakunlanishi mumkin.

Mana shunday avariyalar oqibati natijasida sodir bо‘layotgan fojiali hodisalar atom

elektrostansiyalarida tez-tez uchrab turadi. Masalan, 1986 yil 26 aprel Chernobil AESidagi avariya

shunga misol bо‘ladi. Bu AESdagi bitta energoblok buzilib, undan tashqariga juda kо‘p miqdorda

chiqqan bug‘ holdagi vodorod atmosferadagi havo bilan aralashishi natijasida portlab, radiaktiv

chiqindilar atrof-muhitga tarqalgan. Natijada yong‘in sodir bо‘lib, yaqin atrofdagi odamlar о‘lgan

va о‘nlab odamlar turli darajadagi radiatsiya nurini olgan, juda katta hudud radiaktiv moddalar

bilan zaharlangan, 100 mingdan ortiq odamlar evakuatsiya qilingan va fojiadan kо‘rilgan moddiy

zarar esa 8 mlrd. rublni tashkil etgan.

Shuning uchun mabodo AESlarda avariya sodir bо‘lganligini eshitgan har bir fuqaro darhol

saqlanish (boshpana) joylariga berkinishi yoki xavfsiz yerga evakuatsiya qilinishi lozim. Ikkala

holatda ham shaxsiy saqlash vositalarini kiyib, kerakli narsalarni: oziq-ovqat, suv, zarur hujjat, pul

va boshqa buyumlarni olib, aytilgan joyga tezlikda yetib borishi kerak. Agar sharoit juda tig‘iz va

og‘ir bо‘lsa, u holda о‘zi yashab turgan uyda yoki ishxonada, xonalarga kirib hamma teshiklarni

germetik holatda berkitishi zarur. Mana shundagina u ortiqcha miqdordagi nurlanishni olmaydi.

Ma’lumki, g‘ishtli uylar nurlanish darajasini 10 barobargacha, temir beton inshootlar esa

batamom kamaytiradi. Shuning uchun radiatsiyadan saqlaydigan boshpanalar kо‘pincha temir-

betondan quriladi.

Zararlangan hududlarda yurish, mehnat qilish juda qattiq tartib ostida, alohida rejim

asosida olib boriladi. Boshpanadan tashqariga chiqqanda shaxsiy saqlagichlarni kiygan holda, juda

qisqa vaqt mobaynida yurish kerak. Saqlovchi xonalarda yashayotganda ham radiatsiyaga qarshi

ishlatiladigan va yodli preparatlardan ichib turish zarur. Zararlangan hududlarda ishlayotgan

odamlar saqlovchi vositalarni kiygan holatda, ma’lum vaqt oralig‘ida ishlab, hududda о‘tirishi,

biror narsani ushlashi, chekishi, ovqat yeyishi, suv ichishi ta’qiqlanadi. Ishdan keyin butun kiyim

boshi va о‘zi tо‘liq dozimetrik tekshiruvdan о‘tkaziladi.

Katta avariyalar va fojiali hodisalar bо‘lishiga, yong‘in va portlashlar sabab bо‘lishi

mumkin. Ayniqsa kimyo, neft va gaz sanoatida yuz beradigan portlashlar katta fojialar bilan

tugaydi. Masalan, 1989 yil Boshqiristonda siqilgan gaz saqlaydigan omborda portlash yuz berib,

katta talafot kо‘rilgan. Xuddi shunga о‘xshash avariyalar kо‘mir konlarida yо‘ldosh gazlarning

portlashi oqibatida sodir bо‘lib, natijada butun kon о‘pirilib, insonlar qurbon bо‘lishi bilan

yakunlangan hollar ma’lum. Masalan, 1988-95 yillar mobaynida Rossiyaning bir qancha kо‘mir

qazib oladigan konlarida shunday fojiali hodisalar sodir bо‘lib, kо‘plab odamlar nobud bо‘lgan.

Shunga о‘xshash halokat Toshkentdagi lak-bо‘yoq zavodida ham yuz bergan. Bu falokatga

zavodda ishlatiladigan tez alangalanuvchan kimyoviy moddalarni saqlash, tashish qoidalari

buzilishi natijasida katta yong‘in chiqib, avariya sodir bо‘lishiga sabab bо‘lgan va odamlar о‘limi

bilan yakunlangan. Bunday misollarni kо‘plab keltirish mumkin.

Avariya va falokatlar fojiali holatlardan tashqari turli darajadagi jarohatlar: qо‘l, oyoq

chiqishi, et uzilishi, tо‘qimalarning uzilishi, kesilishi, kuyishi, zaharlanishi, tok urishi va boshqa

talofotlarga ham sabab bо‘ladi. Shuning uchun avariya va fojia bо‘lganda turli xil jarohatlarga о‘z

vaqtida, tezlikda yordam kо‘rsata bilish kerak.

bо‘lmasligi, harakatlanuvchi tarkibning kamchilikka ega bо‘lishi, ya’ni boshqarishda texnik

nosozliklarning mavjudligi (signal bо‘lmasligi va b.) yurish qoidalarini buzilishi va boshqa

sabablardir.

Bundan tashqari temir yо‘llarda avariyalar: poyezdlarning izdan chiqib ketishi, bir-biri

bilan tо‘qnashishi, yong‘in chiqishi va vagonlarda olib ketilayotgan portlovchi moddalarning

portlashi bilan ham sodir bо‘ladi. Yana temir yо‘l transportlarida avariya va fojialar tabiiy ofatlar

natijasida ham bо‘lishi mumkin. Masalan, 1988 yil 4-iyunda Arzamas-1 stansiyasida Gorkiydan

Qozog‘istonga olib ketilayotgan yuk poyezdining 3 ta vagonida portlash yuz berib, natijada 2 ta

lokomotiv, 11ta vagon, 250 m temir yо‘li va unga yaqin bо‘lgan inshootlar talafot kо‘rgan. Bu

voqeadan keyin tezlikda qutqarish ishlari olib borilib, vagonlar ag‘darilib bosib qolingan

joylardan odamlar olib chiqilgan va ularga darhol tibbiy yordam kо‘rsatilgan. Sо‘ngra avariya-

texnik, yong‘inga qarshi kurash bо‘linmalari о‘z vazifalarini bajarishga kirishganlar va avariya

oqibatlari tezlik bilan tugatilgan.

Temiryо‘l transportida bо‘ladigan avariyalar oqibatini tugatish tartibi, talofot kо‘rganlar

soniga, ularni holatiga, talafot kо‘rgan transport hajmiga, olib ketayotgan yuk tavsifiga, joyning

relyefiga, ob-havo sharoitiga, kunning vaqtiga va boshqa omillarga qarab olib boriladi. Shuning

uchun favqulodda vaziyat tavsifiga qarab fuqarolar muhofazasi tizimlari о‘z yо‘nalishlarini

amalga oshirishda huquqiy hujjatlarga asoslangan holda olib boradilar.

О‘zbekiston Respublikasi Vazirlar Mahkamasining 558-sonli qaroriga muvofiq

«О‘zbekiston temir yо‘llari» davlat aksiyadorlik kompaniyasiga, temiryо‘l transporti vositalaridan

avariyasiz foydalanish, tashish chog‘ida portlovchi, yong‘in xavfi bо‘lgan va KTZM xavfsizligini

ta’minlash vazifalarini amalga oshirish yuklatilgan.

b) Avtomobil transportida bо‘ladigan avariyalar

ham katta fojiali hodisalarni keltirib

chiqaradi. Bunday ofatlar yuz berishining bir qancha sabablari bor:

Yо‘l qoidalarining buzilishi;

Avtomobilni texnik nosozligi;

Tezlikning haddan tashqari yuqori bо‘lishi;

Avtomobil haydovchining etarli malakaga ega bо‘lmasligi.

Eng yomon sabablardan biri - bu avtomobilni mast holda boshqarilishi. Bulardan tashqari

avtomobilda xavfli yuklarni tashish va ularni tashish qoidalariga rioya qilmaslik oqibatida ham

avariya va fojialar rо‘y beradi.

Avtomobil transportida bо‘ladigan ofatlarda jabrlanganlarga birinchi navbatda tibbiy

yordami kо‘satiladi va og‘irlari kasalxonaga yoki tibbiy yordam kо‘rsatish shahobchalariga

yuboriladi. Avariyaga uchragan avtomobillar tezlikda davlat avtomobil nazoratining maxsus

joyga eltib qо‘yiladi.

v) Aviatsiyada avariya

- aviatexnikani biror elementlarning ishlamay qolishi, bevaqt ob-

havoni о‘zgarishi, uchish-qо‘nish qoidalarini notо‘g‘ri bajarilishi oqibatida sodir etiladi.

Ba’zan katta avariyalar ikkita aviatexnikaning bir-biri bilan tо‘qnashishi yoki yerga,

qushlarga urilishi oqibatida ham sodir bо‘ladi. Aviatsiyada avariyalar kо‘pchilik hollarda fojialar

bilan yakunlanadi.

Aviatsiyadagi avariyalarda qutqarish va tuzatish ishlarini 2 guruhga bо‘lish mumkin:

1) boshqarayotgan ekipaj xodimlari tomonidan kamchilikni tugatish ishlari;

2) yerdagi xizmatchilarning olib boradigan ishlari.

Aviatsiyadagi avariya juda tezlik bilan hal qilinishi lozim. Imkoni boricha aviatexnikadagi

kamchilikni tо‘g‘rilash, iloji bо‘lmasa darhol yerga qо‘ndirish maqsadga muvofiqdir. Bunda

albatta ekipaj komandiri va aerodrom boshlig‘i butun mas’uliyatni о‘z zimmalariga oladilar.

Aviatexnikani qо‘ndirish chog‘ida qidiruv, avariya-qutqaruv, birinchi tibbiy yordami

kо‘rsatish, evakuatsiya hamda fuqarolar muhofazasining boshqa qismlari qatnashadilar. Umuman,

havo transportlarida bо‘ladigan favqulodda vaziyatlarda О‘zbekiston Respublikasi Vazirlar

Mahkamasining 558-sonli qaroriga muvofiq «О‘zbekiston havo yо‘llari» milliy aviakompaniyasi

va unga qarashli «Avariya-qutqaruv» va «Qidiruv xizmatlari»ga parvozlar xavfsizligini ta’minlash

vazifalari yuklatilgan.

Bu xildagi avariyalar yer yuzida tez-tez uchrab turadi. Jumladan, О‘zbekiston aviatsiyasida

ham bunday hodisa rо‘y bergan va mudhish halokat bilan yakunlangan holatlar mavjud. Masalan,

1979 yil avgust oyida «Paxtakor» futbol jamoasi a’zolari tushgan samolyot Minskka ketayotganda

osmonda boshqa samolyot bilan tо‘qnashib, fojia bilan yakunlangan edi. Buni albatta,

Respublikada yashovchi har bir fuqaro yaxshi biladi.

1999 yilda Toshkent-Tо‘rtkо‘l yо‘nalishidagi YAK-40 samalyotining Tо‘rtkо‘l

aerodromiga qо‘nish paytida samolyot shassisining ishlamay qolishi oqibatida favqulodda vaziyat

yuzaga kelib, 2 kishi qurbon bо‘lgan va 8 kishi turli darajadagi tan jarohatini olgan.
