PATRIOTIC EDUCATION IS AN IMPORTANT TASK OF TRAINING CADETS
AND STUDENTS IN EDUCATIONAL INSTITUTIONS OF INTERNAL AFFAIRS
AGENCIES

Аbstract: The article analyzes the issues of patriotic education of youth,
examines the opinions of foreign scientists, including the author, about
educating the younger generation in the spirit of loyalty to the Motherland,
patriotism, respect for national traditions and values.

Patriotic education of the young generation plays an important role in
shaping such feelings as love for the Motherland, loyalty to the ideas of
national independence, respect for national traditions and values.
Under the leadership of our President Shavkat Mirziyoyev, special
attention is paid to the education of young people in the spirit of patriotism.
Military-patriotic education is carried out in higher educational institutions
of internal affairs agencies, and the activities of academic lycées under the
Ministry of Internal Affairs agencies in line with the military direction are
being improved. Defending the Motherland is a matter of honor. Our
ancestors have always adhered to this principle. The testimony of this is the
glory of the great statesman and commander Amir Temur, who fought for
his homeland, the freedom of the people. In accordance with the Decree of
the President of our country "On Measures to Increase the Effectiveness of
the State Youth Policy and Support the Activities of the Youth Union of
Uzbekistan" of June 5, 2017, Considering that such qualities of the great
statesman and commander of Sahibkiran Amir Temur, As devotion to the
Motherland, care for the people, courage, dedication and justice, Are an
example for the younger generation, with all the country 's military
academic lycées named "Temurbeclar mactabi."
Education of cadets and students in higher educational institutions in
the spirit of military patriotism is an important stage of preparation of young
people for service in internal affairs bodies.
It should be noted that education begins in the family, then this process
continues in the pre-school educational institution, school, college, institute,
army ranks. Thus, various forms and methods of military-patriotic
education are widely used in all schools. Thus, such subjects as "Sense of the
Motherland," Ethics, "Idea of national independence and the basis of
spirituality" have been introduced, military sports competitions, sports

festivals, intellectual competitions, review competitions, quizzes are
regularly held among students. "Lessons of courage" with the participation
of specialists of the military sphere, propagandists of spirituality, advanced
teachers and mentors serve to explain to schoolchildren the importance of
such issues as preservation of territorial integrity of the country, ensuring
peace and tranquillity, the role of reforms carried out in the sphere of law
enforcement agencies. At each stage, the evolving consciousness of young
people must be protected from alien ideas. The concept approved by the
decision of the Cabinet of Ministers of the Republic of Uzbekistan of 23
February 2018 serves to solve this task.
Thus, military-patriotic education should be combined with legal
education in general and should consist in knowledge of all laws of the State,
as well as in unconditional performance by each employee of his/her official
duty - "Serve the interests of the people." Legal education is based on the
strengthening of the role of the law, the awareness of cadets and students of
its importance as an independent factor of objective reality and meets the
requirements of the construction of a democratic State governed by the rule
of law, the strengthening of the rule of law and the protection of public order.
As the Head of State rightly noted at the video segment meeting... "It is a
matter of concern that young people are involved in the commission of 30
percent of all crimes recorded in the past 6 months of this year. The reason
for this is not the cohesion of young people around a single idea and goals,
there are many systemic problems in education and employment. For
example, more than 600,000 young men and girls graduate from schools,
lycées and colleges during the year. Only 10-15 per cent of them enter higher
education. Therefore, it is necessary to think about what will happen to the
others. Without the creation of decent conditions for young people, no one
has the moral right to demand something from them. Therefore, the State
program "Yoshlar - kelajagimiz" was adopted, 800 billion sum was allocated
for youth entrepreneurship and employment. Responsible persons should
go home, talk to young people and, on this basis, ensure the full
implementation of the programme. "
It is impossible to solve the numerous problems facing the internal
affairs agencies without improving the entire legal system, updating the
current legislation, increasing the legal awareness and legal culture of the
staff of the internal affairs agencies, cadets and students. But the mere
streamlining and improvement of legal information is unlikely to develop
into a legal culture or a stable legal awareness of cadets and listeners,
because legal awareness itself does not guarantee the implementation of
this knowledge in practice in a positive way. As a result, it is necessary not
only to transform and improve the legislation, but also to restore the
morality on the basis of which the legal culture of the staff of the internal

affairs agencies will be built. According to foreign scientist Baranov P.P. in
the system of human education, only moral education is directly connected
with legal education, and all other types of education are of a background
nature, are secondary to this connection.
Like other activities, the activities of law enforcement agencies and the
training of its personnel, as a person of the State, are constantly under public
supervision. Legal education of cadets and students of educational
institutions of internal affairs agencies should imply not only professional
training, but also a relationship with spiritual morality.
Thus, in order to increase the efficiency of educational work among the
personnel of the internal affairs agencies; Among cadets and students of
higher education institutions:
First, when teaching disciplines, it is proposed to declare every Friday
of the week "Day of Legal Education," Where patriotic education of cadets
and students of internal affairs agencies will be introduced, Strict
observance of human rights and freedoms is essential for achieving the
objectives of the major reforms being carried out for the further socio-
economic development of the country, Improving the well-being of the
population, building a democratic State governed by the rule of law and
ensuring a oriented professional service, Whose activities should be aimed
at providing timely and quality assistance to the population, Unconditional
performance by each employee of his/her official duty - "Serve the interests
of the people."
Secondly, an in-depth study of the historical experience of the legal
provision of training. Historical and legal analysis of experience of
development of internal affairs agencies of its genesis and evolution of
professional training, to identify peculiarities of legal regulation of
personnel provision, to use lessons of the past in modern conditions, as
knowledge of historical reality is an important prerequisite for
understanding of modern state of education and one of the foundations of
definition of stages of its development, forecasting of activities for
improvement and management. The historical and legal approach to
learning about social phenomena involves describing events that have a real
impact on subsequent development.
Thirdly, to encourage the staff of the internal affairs agencies, taking into
account the nature and conditions of service, professionalism and class, and
to tighten the requirements of applicants for vacant seats. This will increase
the prestige of activities in the internal affairs bodies, will allow to influence
their consciousness on the motivation of the arrival to work in this structure,
will help to develop an active legal position,
It should be noted that the President of our country Shavkat Mirziyoyev
pays special attention to such important tasks as patriotic education of

young people, further increasing the sense of responsibility among citizens
for the fate of the Motherland.
