Abstract:
The activities of the heads of pre-school educational organizations is a complex and
multifaceted process that requires effective cooperation with employees. Personal and professional
competencies of the leader, including psychological knowledge and skills, directly affect the effectiveness
of the organization. This article analyzes the need to develop psychological characteristics in personnel
management, existing problems and ways to solve them.
Keywords:

Аннотация:
Деятельность руководителей дошкольных образовательных организаций –
сложный и многогранный процесс, требующий эффективного взаимодействия с работниками.
Личные и профессиональные компетенции лидера, в том числе психологические знания и навыки,
напрямую влияют на эффективность организации. В данной статье анализируется необходимость
развития психологических характеристик в управлении персоналом, существующие проблемы и
пути их решения.

Annotatsiya.
Maktabgacha ta'lim tashkilotlari rahbarlarining faoliyati murakkab va ko'p qirrali
jarayon bo'lib, xodimlar bilan samarali hamkorlikni talab qiladi. Rahbarning shaxsiy va kasbiy vakolatlari,
shu jumladan psixologik bilim va ko'nikmalar tashkilotning samaradorligiga bevosita ta'sir qiladi. Ushbu
maqolada xodimlarni boshqarishda psixologik xususiyatlarni rivojlantirish zarurati, mavjud muammolar va
ularni hal qilish yo'llari tahlil qilinadi.
Kalit so‘zlar:
ider uchun muhim psixologik fazilatlar, psixologik bilimlarning etishmasligi,

If we look at the example of the decision
of the President of the Republic of Uzbekistan
on May 8, 2019 "On approval of the concept
of development of the preschool education
system of the Republic of Uzbekistan until
2030", this concept aims to further improve the
preschool education system, ensure children's
equal access to quality preschool education,
develop preschool education services, in a
word, it covers the target tasks of the
development of the preschool education
system and determines the priorities and stages
of the process [1].
The economic power of each country, the
rise in the level of social and spiritual life is
determined by the competitiveness of the
educational system and the development of
science. In the current globalization, the
problems related to the education of the young
generation and their solution have been put on
the agenda as the main issue of state policy.
Therefore, in the Strategy of Actions for the
further development of the Republic of
Uzbekistan, fundamental improvement of the
education sector, improvement of the quality
of education, formation of a generation with
intellectual potential and physical fitness, in-
depth teaching of specific sciences and
training of qualified personnel for various
sectors of the economy are defined as priority
tasks, ultimately meeting the requirements of
today's era. It was envisaged to create an
educational system capable of providing [2].
In the current process of globalization,
many reforms are being carried out in the field

of preschool education as the main ring of the
Third Renaissance.
In order to develop and implement a
unified state policy in the field of preschool
education, to ensure gradual full coverage of
children with preschool education, by the
Decree of the President of the Republic of
Uzbekistan dated September 30, 2017 "On
measures to fundamentally improve the
management of the preschool education
system" Ministry was established [3].
More than a year after the approval of the
concept, a new law was adopted in the
preschool education system, new projects and
reforms are being implemented step by step. In
particular, in 2019, the Law of the Republic of
Uzbekistan "On Preschool Education and
Training" was adopted [4].
This law defines the main principles of
preschool education and upbringing, the
directions of state policy in this field, as well
as the powers of the Cabinet of Ministers, the
Ministry of Preschool Education, the Ministry
of Health, state and economic management
bodies
that
own
preschool
education
organizations,
and
local
government
authorities.
The psychological approach to personnel
management ensures that the leader correctly
manages the emotional, communication and
motivational processes of working with
employees.
In
preschool
educational
organizations, this approach is aimed at
ensuring the emotional well-being and
professional development of employees.
Important psychological qualities for a
leader:
1.
Empathy:
Understanding
the
emotional state of employees and reacting
accordingly.
2. Ability to manage stress: Protecting
oneself and the team from stress.
3. Ability to motivate: To interest and
motivate employees.
4. Communication culture: Effective
communication and conflict management
skills.
Problems facing the heads of pre-school
educational organizations
1. Lack of psychological knowledge
Insufficient psychological knowledge of
many managers makes it difficult to
understand the individual needs and problems
of employees. This has a negative impact on
work efficiency.
2. Stress and emotional exhaustion
The pressure of leaders to make constant
decisions and manage the team increases their
stress and emotional exhaustion. This situation
may be the reason for the leader's indifference
or harshness towards his employees.
3. Insufficient motivation system
In many cases, leaders cannot use
motivational tools correctly or are limited only
to financial incentives. This reduces employee
interest in work.
4. Difficulties in communication and
conflict management
If the leader's communication skills are
low, this will lead to increased conflicts in
working with employees.
3. Ways to develop psychological
characteristics
1. Improving the psychological literacy
of the leader

Organization
of
psychological
trainings and seminars for leaders.
• Recommend psychological literature
and
educational
materials
for
self-
development.
2. Formation of stress management skills
• Learning stress-reducing techniques
(such as mindfulness or relaxation exercises).

• Development of the leader's personal
time management skills to ensure comfort in
the work environment.
3. Improvement of the motivation system
• Introduction of non-material incentives
(recognition, social support).

Organization
of
motivational
interviews that increase the interest of
employees in work.
4. Development of communication skills
• Training on effective communication.
• Develop and teach conflict resolution
strategies.
4. Model of psychological development
for leaders
The
model
of
psychological
development
for
leaders
of
preschool
educational organizations can consist of the
following stages:
1.
Diagnostics:
Identifying
the
psychological strengths and weaknesses of the
leader.
2.
Training
and
development:
Implementation of targeted programs for
formation of necessary knowledge and skills.
3.
Practice:
Application
of
psychological knowledge and skills in the
daily management process.
4.
Monitoring
and
evaluation:
Monitoring
the
leader's
changes
and
continuing self-development.
Development
of
psychological
characteristics
of
heads
of
pre-school
educational
organizations
in
personnel
management is important for increasing the
overall efficiency of the organization. To solve
these problems:
• Development of programs aimed at
improving the psychological literacy of
leaders.
• Organization of special trainings on
stress management and motivation.
• Introduction of practical training for
formation of communication and conflict
management skills.
• Providing constant consultation and
psychological support services for leaders.
These approaches serve to establish
effective relations between managers and
employees, improve the working environment,
and increase the quality of education.
