REGISTRATION OF PRIVATE ENTREPRENEURSHIP: IN THE
CONTEXT OF NAVOIY REGION

Abstract.
This article analyzes the procedures, processes, and features of
registering private entrepreneurship in the Navoiy region of the Republic of
Uzbekistan. It examines the opportunities created for the development of
entrepreneurship in the region, the legal framework, and existing challenges. In
addition, recommendations are provided for further development of
entrepreneurship in the region.

Introduction.
In the modern world, entrepreneurial activity is considered
a fundamental pillar of any country's economy. In Uzbekistan, particularly in
recent years, comprehensive reforms have been carried out to promote the
development of private entrepreneurship. As a result of these reforms, business
procedures have been simplified, new opportunities have been created for
entrepreneurs, and overall economic activity has significantly increased.
Navoiy region is one of the most economically promising areas of
Uzbekistan, distinguished by its mineral resources, industrial capacity, and
agricultural potential. In such an environment, supporting private
entrepreneurship and facilitating its development contributes to the sustainable
growth of the region's economy. Therefore, the efficiency and transparency of
the registration process for private entrepreneurship hold particular
importance.
This article analyzes the legal framework, current procedures, existing
challenges, and solutions related to the registration of private entrepreneurship
in Navoiy region. Additionally, based on international experience,
recommendations are provided for further improving the registration process of
entrepreneurship in the region.
Legal foundations for the registration of private entrepreneurship
.
Legislative Framework

entrepreneurial activity is regulated by a number of legislative acts. These
include:
The Law of the Republic of Uzbekistan “On Guarantees of Freedom of
Entrepreneurial Activity”
The Law of the Republic of Uzbekistan “On Private Enterprises”
The Decree of the President of the Republic of Uzbekistan “On Improving
the System of State Registration and Accounting of Business Entities”
The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan
“On the Procedure for State Registration of Business Entities”
These legal documents define the main principles, procedures, and conditions
for the registration of business entities. In particular, the reforms introduced
between 2021 and 2024 have focused on further simplifying and digitalizing the
registration process, as well as eliminating barriers.
Authorities Responsible for Registering Business Entities in Navoiy
Region
. In the Navoiy region, the registration of business entities is mainly
carried out by the following authorities:
Public Service Centers
Tax Authorities
The Business Entity Registration Portal
Each of these bodies has its own responsibilities, and cooperation between
them ensures the effective operation of the business registration process.
Special attention is paid to reducing human involvement and ensuring
transparency in the registration process through the use of digital technologies.
The process of registering private entrepreneurship in navoiy region
.
Types of Business Entities and Their Registration Features.
In the Navoiy
region, the following types of business entities can be registered:
Sole proprietors
Limited liability companies (LLCs)
Family enterprises
Dehkan and farming households
Private enterprises
Joint-stock companies
Foreign and joint ventures
Each type of business entity has its own specific registration features. For
example, registering a sole proprietor is relatively simple, requiring a small
number of documents and a quick process. Registering a joint-stock company,

on the other hand, is more complex, requiring more documentation and more
time.
Stages of the Registration Process
. The process of registering private
entrepreneurship in the Navoiy region consists of the following stages:
1.
Preparation of the application and documents:
Depending on the type
of business entity, a set of required documents is prepared. This may include the
founding documents, copies of passports, and information about the business
name and type of activity.
2.
Submission of application and documents:
The prepared documents
are submitted either to the Public Service Center or electronically via the portal
fo.birdarcha.uz.
3.
Payment of state fee:
A state duty is paid according to the established
amount for the registration of the business entity.
4.
Review of documents:
The submitted documents are reviewed by the
relevant government authorities and checked for compliance with legal
requirements.
5.
Decision on registration:
If the documents comply with the legal
regulations, a decision is made to register the business entity.
6.
Entry into the State Register:
Information about the registered business
entity is entered into the Unified State Register.
7.
Issuance of registration certificate:
After the registration is complete,
the entity is issued a certificate confirming its official registration.
8.
Tax registration:
The registered business entity is automatically
registered with the tax authorities and assigned a Taxpayer Identification
Number (TIN).
Registration Deadlines and Fees
. In the Navoiy region, registration
timelines are regulated by law. Sole proprietors are usually registered within
one working day, while legal entities are registered within a maximum of three
working days.
Registration fees vary depending on the type of business entity. As of 2024,
the registration fee for sole proprietors is 10% of the minimum monthly wage,
while for limited liability companies it is 50% of the minimum monthly wage.
However, when the application is submitted electronically, the state fee is
reduced by 10%.
Specifics of business registration in navoiy region.
Unique Features of the
Regional Economy Navoiy region is one of the largest industrial centers in
Uzbekistan. The region's economy is primarily based on the mining industry,

metallurgy, chemical industry, construction materials production, and
agriculture.
In such an environment, special attention is given to business entities
operating in these sectors during the registration process.
One of the distinctive features of Navoiy region is the presence of the
"Navoi"
Free Economic Zone
. Business entities registered within this zone are granted
various tax and customs privileges, which in turn provides additional incentives
for entrepreneurial activity in the region.
Regional Programs and Incentives
. A number of regional programs and
incentives have been introduced to support entrepreneurship in Navoiy region,
including:
Loan programs:
Preferential loans are available for business entities
operating in the region.
Tax incentives:
Certain types of entrepreneurial activities are granted tax
benefits.
Infrastructure support:
Programs are being implemented to develop
necessary infrastructure for business entities.
Entrepreneur training and consulting:
Centers for training and
consulting entrepreneurs have been established in the region.
Analysis of Statistical Data
. In recent years, the number of registered
private business entities in Navoiy region has significantly increased. Between
2020 and 2024, the number of registered business entities in the region grew by
nearly 30%. This growth is mainly attributed to entities operating in agriculture,
the service sector, and manufacturing.

Uzbekistan, including the Navoiy region, significant efforts are being made to
digitalize the process of private business registration. Through the electronic

registration system (fo.birdarcha.uz), business entities can now be registered
online.
This system offers the following advantages:
Time-saving:
The registration process is much faster compared to
traditional methods.
Cost reduction:
Lower state fees are required for electronic registration.
Transparency:
The registration process is monitored electronically,
which reduces the risk of corruption.
Convenience:
Business entities can apply for registration from any
location at any time.
Implementation of the "One-Stop Shop" Principle
. The business
registration process has been simplified through the introduction of the "One-
Stop Shop" principle. Under this system, business entities can submit all
required documents in one place and obtain all necessary permits from a single
location.
In the Navoiy region, "One-Stop Shop" service centers have been
established, offering the following services:
Business entity registration
Opening a bank account
Tax registration
Statistical registration
Obtaining required permits for business activity
Thanks to the efficiency of these centers, the business registration process
in the Navoiy region has become significantly simpler and faster.
Advantages and Challenges of Digital Technologies
. The use of digital
technologies has brought several benefits to the business registration process in
Navoiy region. However, there are also some challenges associated with this
transition.

There are certain barriers to business registration in the Navoiy region.
These include:
Bureaucratic obstacles:
In some cases, the registration process
requires excessive documentation and procedures.
Lack of information:
Business entities often lack complete
knowledge about registration procedures.
Infrastructure issues:
In remote areas, internet connectivity
problems exist.
Shortcomings in the operation of public service centers:
In some
cases, public service center staff lack sufficient qualifications, or there are
issues with long queues at these centers.
Mechanisms for Protecting Entrepreneurs’ Rights
. The following
mechanisms have been introduced in the Navoiy region to protect
entrepreneurs' rights:
The Institution of the Business Ombudsman:
This institution protects
the rights of entrepreneurs before state authorities.
The Council of Entrepreneurs of the Navoiy Region:
This council
represents the interests of entrepreneurs and defends their rights.
Hotlines:
Entrepreneurs can file complaints through dedicated hotlines if
their rights are violated.
Judicial protection:
Entrepreneurs may turn to the courts if their rights
are infringed.
Recommendations for Improvement
. To improve the business
registration process in the Navoiy region, the following recommendations are
proposed:
Further simplification of the registration process:
Reduce excessive
documents and procedures, and shorten registration periods.
Enhance information systems:
Develop resources that provide complete
information about registration procedures for business entities.
Develop digital infrastructure:
Expand internet access in remote areas.
Improve the operation of public service centers:
Increase staff
qualifications and address issues related to long queues.

Strengthen mechanisms for protecting entrepreneurs’ rights:
Expand
the powers of the Business Ombudsman and enhance the activities of the
Council of Entrepreneurs in the Navoiy region.
Conclusion.
In recent years, the process of registering private
entrepreneurship in the Navoi region has significantly improved. The
introduction of digital technologies, the implementation of the "one-stop shop"
principle, and the reduction of bureaucratic barriers have simplified and
accelerated the registration process.
However, certain systemic problems still remain relevant. These include
excessive bureaucratic procedures, lack of information among entrepreneurs,
insufficient digital infrastructure in remote areas, and some shortcomings in the
activities of public service centers. To address these issues, the following
measures are recommended: further simplification of registration procedures,
improvement of information delivery systems, development of digital
infrastructure, enhancement of service quality, and strengthening of
mechanisms for protecting entrepreneurs' rights.
Additionally, drawing on the experience of developed countries, it is
advisable to implement innovative approaches in the region. These include the
use of blockchain technologies, artificial intelligence, mobile applications, and
cloud technologies, which can further improve the efficiency and transparency
of the registration process.
In conclusion, improving the system for registering private
entrepreneurship in the Navoi region can contribute to sustainable economic
growth in the region. In turn, this will help increase the well-being of the
population and enhance the attractiveness of the entrepreneurial environment
