Interdisciplinary dialogue of science and society in the era of ecological transformation

This thesis examines the potential for implementing judicial mediation in resolving sectoral disputes, with a particular focus on the sports sphere in Uzbekistan. The research analyzes the theoretical and legal foundations of mediation, international practices in pre-trial settlement of sports conflicts, and the prospects for institutional development of judicial mediation in the national context.
The study explores the specific nature of sports disputes, existing challenges in their resolution through judicial and extrajudicial means, and proposes legal and organizational measures to integrate mediation procedures into the dispute resolution system among athletes, clubs, and federations. Special attention is given to the possibility of establishing specialized structures for sports mediation in Uzbekistan.

Today, there is a need for legal regulation of groundwater. Pollution of groundwater, its unfitness for consumption, is a result of natural and human activities, which leads to environmental threats. In order to eliminate such deplorable situations, the process of measuring and determining the actual state of groundwater, its quantity, composition, and degree of pollution is called monitoring. Full and effective monitoring reveals detailed information in the field and determines the need for additional work on any shortcomings.

Abstract. This article offers a comparative examination of the legal and technical mechanisms used to safeguard copyright on social-media platforms in the European Union, the United States and Japan. The study is motivated by the growing incidence of copyright infringement in social media and by the divergent legal approaches to intermediary liability. Although the three jurisdictions differ in their rules-most notably the "notice-and-takedown" regimes of the US and Japan versus the EU's more proactive upload-filter obligations-global practice is gradually converging through a combined reliance on legal norms and technical enforcement tools.
Findings show that the United States and Japan retain a limited-liability model in which platforms remove infringing content after notice, whereas the EU has adopted a hybrid system that imposes an affirmative duty to filter user uploads. Despite these regulatory variations, major global platforms have standardised their compliance practices by deploying similar technical solutions, effectively narrowing the gap between jurisdictions.
The conclusions confirm that a blend of legal safe-harbour regimes and proactive algorithmic control is becoming the dominant trajectory worldwide. Sustainable copyright protection will require deeper international coordination, transparent notice-and-counter-notice procedures and the continual refinement of technologies that reduce the risk of over-blocking.

This article examines performance evaluation tools that allow determining how well enterprise management aligns with the achievement of strategic goals, particularly in strengthening and growing the company's market value. The aim of the KPI system is to transform the company's strategy into a comprehensive set of performance indicators that define the main parameters of the measurement and management system. This set of indicators creates the foundation for shaping the enterprise's strategy and includes quantitative characteristics to inform employees about the key factors of current and future success.

Natural light shapes spatial perception and emotional response in architecture. Light and shadow enhance both form and atmosphere of architectural space. Case studies reveal light as a compositional and symbolic design tool. Regional analysis shows the underutilization of sunlight in Uzbek architecture. Daylight can improve design quality and reduce energy dependence.

This article presents a comprehensive analysis of the concept of religious extremism, the factors contributing to its formation, and its negative impact on modern society. It examines the ways in which extremist ideas are disguised as religious beliefs and exert psychological and ideological influence on youth, posing a threat to social stability. The main reasons for the spread of religious extremism are identified as religious illiteracy, social inequality, and the active dissemination of radical ideas through the internet. Special attention is given to the mechanisms for countering religious extremism in the legislation of the Republic of Uzbekistan, including measures stipulated in the Criminal Code and the Code of Administrative Responsibility. The conclusion offers proposals and recommendations aimed at strengthening educational efforts, ensuring information security, and implementing social preventive measures to curb the spread of religious extremism.

In the context of global environmental challenges and the transition to a sustainable development model, a new trend is emerging in international legal practice - the greening of international commercial arbitration. Increasingly, investment disputes involve environmental aspects, and ESG provisions are being applied in arbitration agreements. Arbitration institutions and tribunals are gradually adapting to new standards, including the principles of sustainable development and international climate commitments. The article examines the key manifestations of this trend, its impact on investment relations, as well as potential mechanisms for adapting arbitration practice in Uzbekistan.

The aim of the study was to analyze the dynamics of heart rate (HR) changes in medical students under standardized moderate physical activity and to evaluate the recovery rate. Thirty students (15 males, 15 females) aged 18-23 were examined. HR was measured at rest, immediately after 1 -minute squats, and after 5 minutes of rest. A significant HR increase after exercise (72 ± 8 bpm -> 125 ± 10 bpm; p < 0.001) and partial recovery (85 ± 7 bpm; p < 0.05) was observed. Recovery speed correlated with physical activity level (r = -0.62; p < 0.01). This test may serve as a screening tool for cardiovascular fitness.

Статья посвящена всестороннему анализу влияния инновационных технологий на устойчивое развитие аграрного сектора Узбекистана и стран Центральной Азии. На основе систематизации научной литературы, статистических данных ФАО, Всемирного банка и национальных аграрных ведомств выявлено, что цифровизация производственных процессов, точное земледелие, биотехнологии и устойчивые агропрактики значительно повышают ресурсную эффективность, снижают экологический след и стимулируют долгосрочный экономический рост. Методологически работа опирается на комплексный подход, включающий сравнительный анализ, эконометрическое моделирование и экспертные интервью. Полученные результаты подтверждают, что интеграция инноваций способствует росту урожайности на 15-25% и снижению затрат на 12-18%. Для масштабирования эффекта автор предлагает пакет политик, направленных на развитие институциональной среды, поддержку НИОКР и расширение доступа фермеров к финансированию.

Abstract. This paper provides a comprehensive analysis of various forms of corruption prevalent in scientific and academic activities, examining their profound effects on research integrity and public trust. Drawing upon a comparative study of the robust anti-corruption frameworks and best practices implemented in France and Germany, the analysis identifies key legislative and institutional mechanisms designed to foster integrity and combat malfeasance within their respective academic sectors. Based on this comparative and contextual analysis, the study concludes by offering tailored, actionable legal and institutional proposals aimed at strengthening Uzbekistan's framework for safeguarding academic integrity and combating corruption effectively

This article explores the prospects of introducing the "first to use" principle into the trademark law system of Uzbekistan. The current "first to file” regime is analyzed and compared with international practices, particularly those of common law countries. It is argued that the adoption of a use-based priority could better protect good-faith brand users and help prevent bad-faith registrations. However, such reform requires legal, judicial, and administrative adjustments. The article proposes gradual measures, including opposition procedures, unfair competition claims, and public awareness strategies. The study aims to balance legal certainty provided by registration with the equitable protection of actual brand creators.

This article analyzes the global distribution characteristics of hymenolepiasis and the epidemiological situation in the territories of Uzbekistan and the Republic of Karakalpakstan. The etiology of the disease, transmission routes, and spread factors are examined. Epidemiological observations conducted in Karakalpakstan reveal a higher prevalence of the disease among children compared to other groups. Based on the research results, the high incidence of hymenolepiasis is attributed to the population living in unfavorable sanitary and hygienic conditions, failing to seek timely medical care, and consequently, the inability to diagnose the disease in a timely manner. The article has practical significance in developing preventive measures against this parasitic infection.

В статье проанализирована перспективы и направления развития платёжной системы Узбекистана, подчеркивая их важность в современных экономических операциях. В заключении сформулированы научные предложения и практические рекомендации.

Статья представляет сравнительно-правовой анализ электронных тендеров Республики Узбекистан в сопоставлении с практиками Европейского союза и Республики Корея. После принятия Закона «О государственных закупках» (2021 г.) Узбекистан запустил несколько цифровых платформ (Xarid.uzex.uz, Etender.uz, Exarid.uz), однако система остаётся фрагментированной и недостаточно интегрированной с государственными реестрами. На примере директивы 2014/24/ЕС и корейской платформы KONEPS автор выявляет дефицит прозрачности, сложности доступа для МСП и иностранных поставщиков, а также слабые механизмы обжалования. Рекомендуется создать единый национальный портал, расширить межведомственную интеграцию, внедрить автоматизированную аналитику и гармонизировать нормы с соглашением GPA ВТО, что повысит конкурентность и эффективность публичных закупок.

Парламентская дипломатия представляет собой особую форму международных отношений, при которой члены парламентов осуществляют внешнеполитические связи, дополняя традиционную дипломатию исполнительной власти. Другими словами, парламентарии разных стран выстраивают прямой диалог, обмениваются идеями и опытом, чтобы совместно продвигать взаимовыгодные решения глобальных проблем и укреплять взаимопонимание между народами. В современном мире, где ни одно государство не в состоянии в одиночку справиться с глобальными вызовами - от изменения климата до пандемий и терроризма - парламентская дипломатия приобретает все большее значение. Она обеспечивает более широкий диалог «от народа», привносит демократическую легитимность во внешне политический дискурс и усиливает многостороннее сотрудничество на мировой арене.

Цель исследования - оценить современные тенденции и ключевые детерминанты профилактики инфекционных и неинфекционных заболеваний (НИЗ) в Узбекистане, а также разработать интегрированную модель вмешательств. Использованы данные национальных регистров 2015-2024 гг. и отчёты ВОЗ 2024-2025 гг. Показано, что заболеваемость туберкулёзом снизилась на 37,5 %, гепатитом А - на 50 % при одновременном росте распространённости артериальной гипертензии до 25,5 % и сахарного диабета до 8,5 %. Наиболее значимый вклад в смертность от НИЗ в 2024 г. внесли курение (30 %) и низкая физическая активность (25 %). Разработанная интегративная модель включает усиление программ ИПК, расширение охвата вакцинацией до > 95 % и мультисекторальную политику по снижению факторов риска НИЗ. Результаты демонстрируют необходимость синергетического подхода для достижения целей устойчивого развития в секторе здравоохранения.

This article discusses crimes committed through information technologies and legal mechanisms for countering cybercrime, identifies problems in defining the legal status of cyber threats, and proposes improvements in legislation and digital law enforcement systems.

В настоящем тезисе рассматриваются актуальные вопросы гражданско-правового регулирования риэлторских услуг в Республике Узбекистан. Автор анализирует правовую природу договоров, заключаемых между потребителями и риэлторами, и выявляет пробелы в законодательстве, в частности отсутствие специального закона, регулирующего данный вид деятельности. Освещаются положения Гражданского кодекса Республики Узбекистан, Закона «О защите прав потребителей», Закона «О лицензировании, разрешительных и уведомительных процедурах», а также приводятся примеры судебной практики. В работе предлагаются конкретные меры по совершенствованию правового регулирования, в том числе принятие специального закона, внедрение системы профессиональной сертификации, обязательное страхование профессиональной ответственности и цифровизация риэлторских услуг. Делается вывод о необходимости комплексной правовой реформы для надёжной защиты прав потребителей и устойчивого развития рынка недвижимости.

Статья посвящена теоретическому анализу феномена цифровой коррупции как новой формы коррупционной деятельности, возникающей на стыке классических злоупотреблений властью и современных информационных технологий. Автор раскрывает сущностные признаки цифровой коррупции, включая использование криптовалют, невзаимозаменяемых токенов (NFT), анонимных электронных кошельков, цифровых игровых активов и других виртуальных объектов, затрудняющих выявление и доказывание преступлений. Рассмотрены наиболее распространённые формы извлечения незаконной выгоды: получение взяток в криптовалюте, передача доступа к доменам и аккаунтам, маскировка вознаграждений под оплату фиктивных цифровых услуг. Отмечена высокая латентность, транснациональность и сложность правоприменения при расследовании таких деяний. Автор акцентирует необходимость законодательного закрепления термина «цифровая коррупция», включения цифровых активов в перечень предметов взятки, а также разработки методик выявления и расследования киберкоррупционных схем. Подчёркивается, что цифровая коррупция является долгосрочным вызовом современному государству и требует системного, научно обоснованного противодействия.

O'zbekiston Respublikasida "Elektron hukumat" tizimi 2013-yildan boshlab bosqichma-bosqich joriy etilib, bugungi kunga kelib my.gov.uz, EPIGU, Yagona interaktiv davlat xizmatlari portali (YIDXP) kabi platformalar orqali yuzlab xizmatlar ko'rsatilmoqda. 2024-yil yakunlariga ko'ra, mamlakatda 400 dan ortiq elektron davlat xizmati joriy etilgan bo'lib, ularning 70% dan ortig'i onlayn tarzda to'liq amalga oshiriladi.

The article explores the development of pre-trial dispute resolution mechanisms in the field of intellectual property as an effective alternative to establishing a specialized court. It analyzes international practices (WIPO, EU, USA, China, Japan, Korea), current conditions in Uzbekistan, and offers legal and institutional reform proposals. The study concludes that ADR mechanisms provide strategic benefits for the national legal system.

English literature is rich with examples where humor is not simply used for entertainment but functions as a sarcastic reflection. This paper highlights the relationship between humor and satire in English literature, particularly George Orwell's Animal Farm, arguing that satire uses humor to both mask and amplify its critique. The goal of this paper is to understand how humor functions in a literary satirical work Animal Farm written by a British profound writer George Orwell.

O'zbekistonda bozor iqtisodiyotiga o'tish jarayoni davlat boshqaruvi va iqtisodiy munosabatlarda chuqur islohotlarni amalga oshirishni taqozo etdi.
