  • Subjects of research: units expressing the meaning of degree in the Uzbek language, peculiarities of realization of the meaning of degree in semantic field.
    Purpose of work: research of units of functional-semantic field expressing graduonomic value.
    Methods of research: analysis based on studying the dichotomy of the speech and language, language and speech in linguistics, systematic and structural research, method of component analysis.
    The results obtained and their novelty: in the work the organization of the field with the meaning of degree as a whole system being the result of complementary each other phonetic, lexical, morphological, syntactic and stylistic features of lexeme containing the concept of degree arc grounded. The structure of field means is defined, linguistic, functional and semantic signs of field arc studied. The morphological, syntactic, stylistic factors of lexemes connected with the concept of degree arc singled out.
    Practical value: Results of the research serve for perfection of studying the grammar category and other linguistic phenomena and they can be used: in teaching vocabulary and morphology, syntaxes of the Uzbek language in higher education; in studying the functional and stylistic fields on special discipline and that of according to choice; in compiling the appropriate parts of linguistics, textbooks and manuals.
    Degree of embed and economic effectivity: the research results can be used in higher education for creation of textbooks on the course "The Modem Uzbek Literary Language.", in compiling manuals, in disclosing the inner possibilities of the Uzbek language and for illustration of new interpretation in teaching the Uzbek language

  • Subjects of research: choose the activity of OJSC “Uzbekistan pochtasi” and its branches.
    Purpose of work: the development scientifically-practical offers on increasing of efficiency of the services of the postal branch in condition of the modernizations of the national economy.
    Methods of research: economic-statistical, ekonomico-mathematical and system, statistical grouping and the comparative analysis, is abstract-logic thinking.
    The results obtained and their novelty: for the first time in republic carried out the complex analysis of factors increase of efficiency of services of a postal service, and showed priority directions increase of efficiency of post services; it is developed a technique, which by a basis to an estimation and increase of efficiency of post services; proceeding from recommended to a technique to an estimation of efficiency of services of a postal service it is developed systems of indicators of efficiency of post services and on the basis of them it is carried out the analysis; scientifically kinds of efficiency of services of a postal service are grouped; the Analysis increase of efficiency of services in Uzbekistan is carried out on a basis - the analysis of marketing and innovative activity, introduction of new services on a basis attraction is information communication technologies, and also degree of qualifications of shots; It is carried out the analysis of a diversification of post services and perfection of management of branch, and also formation of the competitive environment and it is made practical recommendations about their modernisation and development;

  • Subject of the inquiry is the social structure of society in the territory of Uzbekistan and its transformations in conditions of colonial and Soviet regimes.
    Aim of the inquiry: is a complex investigation of transformations of the social stratification of society in the territory of Uzbekistan in close entwinement with political and socioeconomic events during the period from the end of the 19lh century up to the end of the 1930s.
    Method of the inquiry: the research has employed the problcm-and-chronological and retrospective-historical methods, the methods of comparative and of system analyses.
    The results achieved and their novelty: the dissertation is the first to make an attempt of approaching the studying of the problem of social stratification of society in the territory of Uzbekistan and to do a complex, multifaceted research covering a long historical period. The research was pursued from the new conceptual - methodological positions of the theory of stratification of society, what has not been used in domestic historiography until now.
    Practical value: the materials systematized in the dissertation can help and contribute to more profound knowledge of the historical past of Uzbekistan thereby assisting to the formation of the worldview and ideology of the youth.
    Degree of embed and economic efficiency: the material of the disscrtational work is reflected in 38 publications including the monograph, 21 journal articles(including three articles in foreign journals), and three educational books. Currently these publications are used by university students and researchers.
    Sphere of usage: material of the research might be useful to scholars of social and political sciences, to historians in their writing works on the history of Uzbekistan and in writing scientific-methodical study guides for students of higher education establishments and secondary-special educational institutions, as well as for professional training of high-skilled specialists.

  • Subjects of research: associative switching system structure, associative switching system networks, associative switching and routing, their models and design methods
    Purpose of work: research and design of switching node models and designing methods of the broadband multilevel N-dimension associative switching networks.
    Methods of research: researches based on algebraic system of associative switching, probability theory, queueing theory, group theory, z-transform methods, matrix algorithms, parametric analysis of time-probabilistic characteristics and network stricture optimization.
    The results obtained and their novelty: associative switching fabric model based on group theory with alphabet A and substitution system F; switching task solution in the network modules of the associative switching system is represented as multiplication operation of multiplicative algebraic substitution group of matrix elements in RAM and program memory (function domain of Neighbourhood Single Radius NSR); analytical models of associative switching system of the ring and star structures.
    Practical value: Formulas for practical design of associative switching system arc obtained. Formulas allow to choosing associative switching system parameters according specified requirements and initial data. It’s defined associative switching fabric application in switching systems have more higher performance in comparison with traditional switching systems.
    Degree of embed and economic cffcctivity: results have been implemented to JSC “Uzbektelecom” and into educational program of Tashkent university of information technologies TU1T.

  • Subjects of the research: The diagnostics of data transmission systems’ (DTS) elements under operation terms, methods of the control of DTA (data transmission apparatus) and diagnostics of digital devises on the base of signature analysis.
    Purpose of work: Investigation and development of effective control methods and diagnostic of data transmission systems’ elements.
    .Method of research: On solving of given problems analytical and program methods of investigation have been used, including elaborated models and methodic with following processing and analyses of the received results. Analytical methods were based on probability theory, flow - chart theory, reliability theory, algebra logic theory, machine modeling theory.
    The results obtained and their novelty: The cascade model of error source of discreet channel and the strategy of diagnostics and restoring the efficiency of DTS elements. The mathematic model of embedded control over DTS elements with and without self control and evaluation of volumes value and efficiency. Evaluation methodic of sample signatures reliability and calculation. The algorithms of despairs detection at signature analysis application, minimizing the time of search. An imitation model for evaluating the methods of compact testing and sample signatures shaping.
    Practical value: The elaborated methodic, algorithms and programs are recommended for practical use at designing of control - diagnostic provision at the stage of operation of data transmission systems.
    Degree of embed and economic cffcctivitv: The results of dissertation work have been adopted in AK «Uzbektelecom». The theoretical and practical results have been used at TU1T on «Telecommunications» specialty and 5A522205 - «Communication networks and control systems» specialty.
    Field of application: The proposed methodic, algorithms and programs could be widely used at operation of data transmission systems, development of control - diagnostic supply of digital systems and devices of telecommunication equipment.

  • Subjects of research: low-frequency digital signals, and architecture of digital signal processors.
    Purpose of work: To develop high-speed signal processing techniques to be submitted in the form of an algebraic polynomial on the basis of the signal spectrum, and their software implementation on modern signal processors.
    Methods of research: a theory of functional analysis, spectral analysis in the Fourier bases, methods of calculating polynomials and elementary functions, theory of numbers and matrices.
    The results obtained and their novelty: A method for transforming the signal in the area of polynomial representation, and finding the polynomial coefficients using the spectral approach, the algorithms and software for polynomial signal processing using digital signal processors; the qualitative characteristics of the developed algorithms was examined, A polynomial approach for calculating the biosignal parameters and to solve the problems of compression and audio signals smoothing.
    Practical value: The algorithm for calculating the coefficients of algebraic polynomials, a set of digital signal processing was established applications, developed applications are protected by the Patent Office evidence of the Republic of Uzbekistan.
    Degree of embed and economic cffectivity: the basic theoretical and practical results of the thesis inculcated in the Institute of Physiology and Biophysics, Academy of Sciences of Uzbekistan and Institute of Microelectronics, as well as embedded in the learning process at the Department of «Computer Systems» Tashkent University of Information Technology. The total economic effect is 10 million sum in a year.
    Field of application: the thesis methods, algorithms and software designed in dissertation work can be used in medicine, biology, geophysics, ecology, seismology, speech processing and audio signals.

  •  Increased interest in the problems of mechanics of coupled fields, primarily to electromagnetoelasticity, caused by the needs of today's technological advances in various industries and the development of innovation technologies. The issues of motion of a continuum with electromagnetic effects fill a highly important place in the mechanics of coupled fields.
    One of the main directions of development of modern solid mechanics is a development of the theory of conjugate fields and, in particular, the theory of the electromagnetic interaction with deformable medium.
    The mechanism of interaction of an elastic medium with the electromagnetic field is diverse and depends on the geometrical characteristics and physical properties of the body under consideration.
    In particular, this mechanism gets some specifics when considering the problems of thin plates and shells having anisotropic conductivity.
    In creating optimal structures in modern engineering, widespread use is made of thin-walled shells and plates as structural elements in which effects of nonlinear electromagnetic interaction with magnetic fields are significant.
    Effects of the coupling of mechanical displacements of conductive bodies with the electromagnetic field are conditioned by the Lorentz ponderomotive forces. The Lorentz forces depend on the speed of the conductive elements of a continuous medium and the external magnetic field, the magnitude and orientation of the conduction current in reference to external magnetic field. Significant effects of ponderomotive interactions occur for high-frequency oscillations at large amplitudes of displacements, pulsed magnetic fields and current-carrying elements. It is for these conditions are first necessary to develop mathematical foundations of magnetoelasticity and applied methods for solving certain classes of problems. Among these classes of problems, first of all, we note the problem for currentcarrying thin anisotropic plates and shells placed in a strong external magnetic field, as well as the problem of nonlinear magnetoelastic vibrations of thin-walled elements in a magnetic field.
    On the basis that specific magnetoelastic effects found in the study of nonlinear coupled problems, it seems urgent development of numerical approaches to solving problems related to the magneto-anisotropic flexible current-carrying plates and shells having anisotropic conductivity under the influence of non-stationary electromagnetic and mechanical stresses. In studies of nonlinear magnetoelasticity problems of special interest is determination of the stress-strain state of current-carrying plates and shells on exposure to variable electromagnetic and mechanical fields with regard to anisotropic electroconductivity, magnetic and dielectric permittivity.
    Demand of these problems and interest in ones is conditioned by wide application in modern engineering as constructive elements of thin shells and plates, which are exposed to strong magnetic fields. These problems occur in modern technology, where such structures are used as protecting or bearing elements for shielding external fields of strong magnetic equipment. This interest is conditioned by the need to solve problems of electromagnetic compatibility with the development of modern measuring systems, computer devices, measurements of weak pulsed fields on the background of large fields, the development of the protection of personnel from electromagnetic effects, etc.
    Topicality and demand of the subject of dissertation in the formulation and solution of problems in accordanse with the Law of the Republic of Uzbekistan “On providing an electromagnetic compatibility” (1999, № 1, art. 16, 2003, № 5, art. 67, 2013, № 18, art. 233).
    The electromagnetoelasticity coupled problems of anisotropic plates and shells having anisotropic conductivity are of scientific interest in terms of both theory and applications. The matter is that in the case of thin anisotropic bodies having anisotropic conductivity it is possible to solve optimal problems of magnetoelasticity by the variation of all physical-mechanical material parameters ofbody.
    In particular, when mechanical and geometric parameters of the problem are constant, using variation of anisotropic electrodynamic parameters it is possible to obtain constructive elements with qualitatively new mechanical behavior. It should be noted, that recently the materials with new electromagnetic properties were created. These materials can be use in different areas of new appliances at creation of new technologies.
    Purpose of research is the development of the theory of nonlinear magnetoelasticity current-carrying anisotropic bodies having anisotropic electroconductivity, mathematical modeling and the decisions of the new class of magnetoelasticity, which will explore the stress-strain state and analyze the electromagnetic effects in orthotropic shells of revolution with the ultimate orthotropic conductivity, magnetic and dielectric permittivities.
    Scientific novelty of disscrtational research consists in the following: there was first formulated the geometric nonlinear statement of the conjugate dynamic problem of magnetoelasticity to the current-carrying shells taking into account the anisotropic electrical conductivity, magnetic and dielectric permittivity;
    the nonlinear two-dimensional magnetoelastic model for the current-carrying orthotropic shells with finite orthotropic conductivity, magnetic and dielectric permittivity was first obtained;
    resolving system of equations which describes nonsymmetrical deformation of flexible conductive shells of rotation, which have orthotropic electroconductivity variable in two coordinate directions of hardness impacted by the nonstationary electromagnetic as well as mechanical forces was obtained;
    coupled resolving nonlinear differential equations system of magnetoelasticity of flexible current-carrying orthotropic shells of rotation of arbitrary meridian due to orthotropic electroconductivity, magnetic and dielectric permeability, under the nonstationar impact was obtained;
    the methods and algorithms for solution of coupled dynamic problems for magnetoelsticity of orthotropic shells of rotation subject to finite orthotropic conductivity, magnetic permeability and dielectric permittivity in nonlinear statement are for the first time developed;
    new effects caused by connection of mechanical deformation fields with electromagnetic fields due to final orthotropic electroconductivity, magnetic and electrical permeability were discovered;
    the stress-strain state of a current-carrying orthotropic shell with orthotropic conductivity was optimized for the selected direction and magnitude of a foreign current density.
    Conclusion
    1. The mathematical formulation of the problem of the nonlinear coupled dynamic magnetoelasticity of current-carrying shells taking into account the anisotropic electrical conductivity, magnetic and dielectric permittivity was made.
    2. A nonlinear two-dimensional model of current-carrying magnetoelasticity orthotropic shells with respect to orthotropic conductivity and magnetic permittivity in the geometrically nonlinear formulation was made. It was assumed that the main directions of orthotropic material properties of the shell coincide with the directions of the corresponding coordinate axes, as well as orthotropic body is linear relatively to the magnetic and electrical properties.
    3. On the basis of the quadratic version of geometrically nonlinear theory of shells and plates, coupled allowing system of nonlinear differential equations of magnetoelasticity was built. This system describes the stress-strain state of flexible current-carrying orthotropic shells of rotation of arbitrary meridian under the influence of time-dependent mechanical and electromagnetic stresses due to orthotropic electrical conductivity, magnetic and dielectric permittivity.
    4. The development of the technique and algorithm for numerical solution of new class of coupled dynamic problems of magnetoelasticity which allows us to investigate the stress-strain state of the current-carrying orthotropic shells of rotation with regard to orthotropic electrical conductivity and magnetic permittivity in geometrically nonlinear formulation. On the basis of the developed method the stress-strain state of isotropic current-carrying circle plate and a conical shell under the influence of mechanical force, an external electric current and an external magnetic field was performed. As follows from the results of comparisons with the increase of duration of forces action and a decrease of the time step the difference between the values of deflections and stresses in various steps increases slightly. The numerical data obtained for the fourth and fifth approximations practically coincide indicating a satisfactory convergence of the iterative process. Results of the comparisons in the isotropic setting with the data of other authors show the possibility of using the proposed approach for the study of stress-strain state of flexible current-carrying orthotropic shells of rotation having orthotropic conductivity.
    5. The influence of taper on the nonlinear behavior of orthotropic shell was considered. It was revealed that the interaction of magnetic induction and shear force causes extreme values of deflection and stresses, electric field and magnetic induction intensity. Note that the magnetic induction and the shear force are given on the left contour of the shell (boundary conditions) and at the same time shear force and the normal component of the magnetic induction are in opposite directions. It was found that a decrease in the cone angle leads to absolute values of deflection and stresses, electric field and magnetic flux density increase. This fact illustrates the interconnection of electromagnetic and mechanical fields. It was revealed that the cone angle equal to six degrees proved to be critical for the considered geometrically nonlinear shell at the selected loadings. Further reduction of the angle leads to buckling of the shell.
    6. The stress-strain state of flexible shells in nonlinear formulation based on comparison of the solutions obtained for the current-carrying orthotropic cone of beryllium and current-carrying isotropic cone of aluminum, as well as for the isotropic cone of aluminum in the absence of a magnetic field and the external current was investigated. In all three cases the distribution of the non-linear deflection and its maximum values occur in the left contour of the shell. At the same time in the case of beryllium orthotropic cone and the isotropic cone of aluminum, considering the magnetic field maximum values of deflection differ by about two times. It was revealed that in the case of the isotropic cone without influence of the magnetic and electric fields, the deflection increases significantly. This is because in the absence of an electric field acting on the shell, the tensile strength of the tangential component of the magnetic induction, and the tangential component of the Lorentz force equals to zero. The results of decisions received in linear and nonlinear statements are compared. It was found that the difference between the results of solutions of linear and nonlinear formulations increase with decreasing of angle of the cone. Analyzing the results obtained it is possible to consider the influence of the geometric nonlinearity on the stress- strain state of orthotropic shells in comparison with the linear theory.
    7. Numerical results for orthotropic beryllium cone of variable thickness for different values of “a”, parameter characterizing variability of thickness in the meridional direction were obtained. It was found that increasing the value of “a” increases the deflection, peripheral stresses of the shell, Maxwell stresses, etc. As can be seen from the results variability of thickness has a significant effect on the stress-strain state of the shell, which should be taken into account in practical calculations. The stress-strain state of a current-carrying flexible orthotropic beryllium cone of variable thickness for different types of the contours fixing of the shell was investigated. From these results it is clear that the boundary conditions of the shell contours fixing significantly affect the value and distribution of deflections, shear forces and bending moments, Lorentz forces, the magnetic induction and electric field intensity.
    It was revealed that the maximum deflections and bending moments, Lorentz forces, the magnetic induction and electric field intensity arise at "hingesliding" boundary conditions. It was found that in the presence of magnetic induction on the left contour of the shell the values of deflections, bending moments , Lorentz forces, the magnetic induction and the electric field intensity is much higher compared to the presence of an electric field. Due to these results we can consider the influence of boundary conditions on the interconnectedness of mechanical and electromagnetic fields.
    8. It was found that with increasing of magnetic induction the deflection and stress of the shell also increases. It was established that an increase in external magnetic field induction also increases induction of the internal magnetic field. This corresponds to a real physical processes occurring in the shell and in turn confirms the accuracy of the results.
    It was shown that by choosing the value of the density and orientation of the external current due to orthotropic conductivity it is possible to optimize the stress state of the shell which is under the influence of non-stationary electromagnetic and mechanical fields. It was revealed that the increase in the value of an external electric current leads to an increase in the values of deflections and stresses of the shell, tangential and normal components of the Lorentz forces. Thus choosing the direction and magnitude of the electric current density one can achieve minimum deflection and stresses in the shell.
    9. In the considered problems the dependences of values for characteristic functions of the stress-strain state of the electromagnetic parameters, in particular from the orthotropic electrical conductivity and of orthotropic of material properties which allows one to evaluate the impact of the interconnection of fields were made. Using the resulting system of coupled equations of magnetoelasticity of orthotropic shells of rotation, developed techniques for solving problems in the theory of non-stationary current-carrying shells considering orthotropic electrical conductivity in geometrically nonlinear formulation allows one to solve a new class of problems. At the same time the influence of orthotropic electrical conductivity, magnetic and dielectric permittivity of the material and the actual working conditions of structural elements are taken into account more fully that allows one to make a choice of rational geometrical, mechanical and electromagnetic parameters to improve the reliability of the construction.

    Purpose of work: development of algorithms and software tools to detect and prevent malicious software at the core of OSOS.
    Methods of research: methods for detection of threats to information security, theory and methods of inventive problem solving, methods of production of expert systems, theory of algorithms, object-oriented programming.
    The results obtained aud their novelty: a modified method and algorithm for blocking malicious programs based on the proposed concept of protection OSOS; built with production of knowledge about anti-nuclear OSOS from malicious programs designed an algorithm that simulates malware insulation level applications built structure of expert system to block and isolate malicious programs, within which the technique of making real-time by choice of remedy developed programs to block and isolate malicious behavior for protection systems OSOS.
    Practical value: developed models, algorithms, software tools allow to build expert systems for decision-making to assess the threat and the choice of remedies in real time.
    Degr ee of embed and economic effectivity: The results are used in the learning process in the departments "E-commerce" and "Information Security" Tashkent University of Information Technology, as well as implemented and used in the Internet Service Provider Ltd ISP «DosTlink».
    Field of application: developed software tools can be used to protect operating systems, open source software against malicious programs in organizations using servers based on Linux.

  • Subject of research: information and communication technologies sector of the People’s Republic of China.
    Purpose of research: develop scientifically grounded proposals and recommendations directed to ensure the steady growth of the ICT sector in the Republic of Uzbekistan on the basis of research and generalization of the China’s experience in the given sector.
    Methods of research: analytical, historical, systematic, correlation-regression methods, scientific abstraction, comparative and SWOT analysis.
    The results obtained and their novelty: author’s classification of ICT sector components was proposed; factors influencing ICT sector development were identified and systematized; complex approach was applied to the analysis of tendencies in ICT sector development of the world economy; author’s approach was introduced to the analysis of main stages of the PRC’s innovation policy in the context of ICT development; production and export potentials of China’s ICT sector were evaluated; dependence of China’s GDP growth on the expenditures on ICT was justified; possibilities of implementation of positive experience of China’s ICT sector development were detected in order to increase the potential of the same sector in Uzbekistan; proposals aimed at strengthening of cooperation in ICT sphere between the Republic of Uzbekistan and the People’s Republic of China were composed.
    Practical value: research findings can be used empirically in different ministries and agencies of Uzbekistan such as the Coordination Council for Development of Computerization and ICT, the Communication and Information Agency, the Ministry of Economy, the Ministry for Foreign Economic Relations, Investments and Trade, the Association of Information Technology Companies and Organizations and other governmental and nongovernmental bodies involved in policy elaboration and implementation in the spheres of ICT development.
    Degree of embed and economic efficiency: major research findings are accepted for practical use in the activities of the General Representation of Commerce of the Republic of Uzbekistan in China, the representative offices of the ICT-specialized Chinese transnational corporations in Uzbekistan: Huawei, ZTE, and being used in the teaching process at Tashkent State Institute of Oriental Studies.
    Field of application: research results can be used by government bodies in strategy determination and elaboration of ICT sphere development, in making organization-based managerial decisions, in scientific research activity and teaching process.

On the basis of comparative analysis of the facts of different sources here the author studied the historical role of Shokhruh Mirzo. who prevented the state of the Temurids tram collapse of one of the great states of that time formed by Amir Temur and ruled by him for a long time.
    In addition to this, in scientific usage here came into light certain unknown facts concerning military-political and diplomatic relations of the state of the Temurids. the epoch of Shokhruh Mirzo and its links with Dashti Kipchak. Mogholistan. India. China. Egypt and the Osmanids.
    Practical value: the results of the research may be well used in the new scientific researches on the history of the epoch of the Temurids. the formation of famous publications, for the study of internal socio-political, foreign political relations of the epoch of the Temurids during the preparation of educational materials and guides for educational centres and institutes related to the theme.

  • Subjects of research: Ion-beam treatment and electronic spectroscopy of a surface of solid.
    Purpose of work: Research of legitimacy and finding-out of physical mechanisms of formation one- and multicomponent nanofilms, nanocrystals and superlattices on the basis of semiconductor and dielectric films at low-energy ion-bombardment in a combination with annealing.
    Methods of research: Auger-electron spectroscopy (for research of composition), high energy electron diffraction, raster electron microscopy (for research of crystal structure and topography), ultraviolet photoelectron spectroscopy, spectroscopy elastic reflected electrons, spectroscopy characteristics loss energy electrons (for research of electron structure).
    The results achieved and their novelty: For the first time the technique of obtained nanocrystals and nanofilms is developed on the basis of semiconductors and dielectric films with use of low-energy ion-implantation (Eo = 0.5-5 keV) in a combination with annealing (temperature + laser). The basic mechanisms of their formation are revealed. For the first time parameters of energetic zones and a crystal lattice of silicide nanofilms different thickness are appreciated. It is revealed, that at 9 < 5 - 6 nm with decreases of thickness of a film the width of the forbidden zone and value of a constant lattice "a" increases. The technique of an estimation of the critical sizes nanocrystals is developed at which there is a tunneling electron. The model of surface Si with nanocrystals silicide is developed.
    Practical value: Results can be used for creation new nanomaterials and multilayered nanosizes geterostructure, necessary for devices micro-, opto- and nanoelectronics.
    Degree of embed and economic effectivity: Practical recommendations for future use of the obtained results in electronic industry are developed. Results have been used at performance of grants (Patent RUz № IAP 04080. Method of obtained nanocrystals of silicide metal; Patent RUz № IAP 04081. Method of obtained three-componential nanostructure on the basis of arsenide gallium). The part of results is used in educational process (There is an act of introduction in educational process TSTU).
    Field of application: physical electronics and physics of surface, micro-, opto-and nanoelectronics, ionic-beam and laser technology, production of semiconductor devices.

  • Object of the research: subjects of small business in the Republic of Uzbekistan and some regions.
    The aim of the research is to elaborate tendencies forming and development of small business in the republic, work out of scientific and practical proposals on development of theoretical and methodological bases for small business modelling and forecasting.
    Methods of research: different scientific methods of learning of economic phenomena and processes have been revealed: dialectic approach to study of economic systems, analysis and synthesis, complex approach, comparative and cluster analyses, method of expert evaluation, optimization methods, statistic groupping, econometric methods of modelling and forecasting.
    The results achieved and their novelty: the tendencies of development of small business in the republic have been developed and they have been represented with help of the law of large numbers and functions of probabilities’ distribution. The genesis and laws of small business development with bankruptcy causes, common combination and its synergy aspects with large one, market management mechanism have been deeply researched and practical proposals by considering the problems of monopoly restrictions have been worked out. While analyzing and synthesing the small business development processes the methodology of elaboration and evaluation of private integral indicators have been applied. Based on analysis of management stages for the first time, the indexes of efficient management, the break even point with view of economic branches and regions have been investigated. The methodology of modelling of cooperation links between small and large-scale businesses on basis of in-home activity has been investigated. The algorithm, the methodology of optimal groupping of regions of the republic on development of small business have been worked out and introduced. The periodical tendencies of development of small business has been grounded and estimated with the line of expert and partnership systems, differences of interpretation of concepts of accounting and economic profits of owners as well as importance of opportunity costs in conducting business have been examined. The development of small business in the regions with the help of the method of scenario and expert-partnership system in the regions of the Republic has been estimated and predicted.
    Practical value: scientific and theoretical recommendations and practical suggestions on estimation, modelling and forecasting the tendencies of development of small business allow improving the activity of state, regional, local bodies during the regulation and coordination of the given sector in elaboration of longterm programs for small business development.

  • Topicality and demand of the subject of dissertation. It is hardly to find collection where you may see some models from leather- unique natural material which has peculiar beautiful appearance and has high indicators of stability and exploitation features. In spite of high popularity of leather clothes, the share of native production, presented in the market is in law level.
    The quality of leather raw material depends on different factors: origin (types, breed, sex, age of the animal, heritage), climate, conditions of eiving, feeding of the animal, season in which animal was killed, as well as technologies of preparation and dressing the leather, methods of tinning and keeping pelts. Such kind of factors make actual the problem of preparation and choice of leather materials for the clothes in the industrial manufacture. Unlike of raw material, prepared in the northern regions of Asia, European and American continents, where preeding has different directions: meat- diary, fur, leather, for getting fibers from the wool, the feature of preparation leather raw material in the republics of Central Asia meat direction is the main in stock breeding. Therefore, the leather produced in the republic, because of its low durability face layers and tne number of defects raw and manufacture origin, caused by climate conditions in insignificant quantity are used for producing sewing goods. It means that scientific researches directed to developing local leather for clothing are not partically carried out.
    The president of Republic Uzbekistan LA.Karimov in the report has noted: “Creating new processing enterprises, especially small and middle enterprises gives opportunity in the widescale to develop this branch of industry- spinning, weaving and finishing industry as well as knitting, sewing and leather footwear industry, to enlarge assortment of ready goods. We should learn to trade not only raw material, cheap semi- finished products but also modern, requirable ready goods” '.
    Leather industry in Uzbekistan is a range of enterprises of middle and small business of economy, mainly united in association “Uzbekcharmpoyafzal”. So in 2012 in Uzbekistan enterprises of “Uzbekcharmpoyafzal” were made the leather for 2012 mln square dm. of chromium leather, as well as 650000 of cattle, 1824 of small cattle. For creating native high quality goods from leather it is necessary to work out and inculcate new technologies of conversion of local raw material and projecting and producing.
    Solving above- mentioned tasks requires to work out new scientific approaches to the technologies of industrial manufacturing high quality goods from natural leather
    Purpose of research is to improve the quality of local raw material with the help of filling polymer materials and work out effective ways of pational placing clothing details, enlarging its assortment in account of technological features and maximal usage of the leather area.
    Scientific novelty of disscrtational research consists in the following:
    within the overall strategy of creating leather products technology developed principles of industrial design range of garments in the "Leather material -environment - Clothing" based on the theory of morphogenesis, decomposition, network simulation and ranking priority requirements for leather goods;
    first proposed method of a water-soluble polymer composition provides a comprehensive enhancement of quality leathers from local raw materials and stability of uniforms (1AP 03747);
    electron- microscope researches and spectroscope is installed the mechanism of correlation of polymer composition with collagen of natural leather and identified its rational content;
    theoretical and experimental researches of physic- mechanical features, is offered the coefficient of flexibility, form stability and mobility of structural elements of modificated leathers it is proved the opportunity of regulating technological features of package materials and expoiting indicators of clothing;
    it is offered new method and algorithms og multi-critical optimization of industrial assortment of clothes from leather with the help of typological model, which allowed to forecast its structure in account with requirements of different segments of the market (DGU 00444. DGU 00445);
    it is worked out new method of choice preferable models and creating electron sketch in depend on artistical- constructive features of appearance of clothes (DGU 01400, DGU 01078);
    it is worked out means of modeling and optimization of indicators leather using by combining the details of clothes in apportion (DGU 01017, DGU 00808);
    it is offered the integrated informational system created the support of different stages of automated designing of clothes from leather (marketing, design, constructing and technological preparation), it is identified the strategy of its realization by methods of artificial intellect (DGU01399, BGU00233, DGU02510, DGU 02617).
    Conclusion
    In this thesis, based on theoretical and experimental research in the field of technology development the range of garments from the local leather, new methods and technological developments that are essential to improve the efficiency of production processes and the quality of ready products. The main results of the work are:
    1. By the way of experimental studies propose a new water-soluble resin composition on the basis of polyquaternary salts N,N- dimethylaminoethyl methacrylate with allyl bromide in combination with glycerin and technology for processing them garment leather from local materials.
    2. Studing of the mechanism of interaction of the polymer composition with natural leather collagen by 1R, UV, NMR spectroscopy, electron- microscopic studies of the physicochemical properties of aqueous solutions of the polymer composition is determined by its rational composition (wt%): polyquaternium salt- 2.0; glycerol - 10 water - 88, corresponding to the requirements of the compositions used in the finishing process of natural leather apparel destination (1AP 03747).
    3. Usage in the process of finishing water-soluble polymer composition improved structural and mechanical properties of modified leather by lighting its microstructure. As compared to the control that has increased tensile strength by 15-20%; sop - 8% water vapor transmission rate- 9-11%. The increase in the fraction including resiliently - elastic component of deformation in the longitudinal and transverse directions of up to 20-25%. These factors contributed to decrease in hack degree leather material 17- 20%.
    4. Proposed coefficient Кф form-stability of leather material allows to control the shape of articles by controlling the properties of the package of products in accordance with the requirements. Established theoretically and experimentally confirmed by the dependence of the shape stability of the voltage value of the total deformation, the equilibrium modulus of elasticity and mobility ratio of structural elements garment leather treated with the proposed polymer composition.
    5. By strain studies of the mechanism of loss of clothing given shape and intensity of exposure to the material deformation loads during operation products installed zone varying degrees of responsibility in detail. On this basis of development the method of placing the combined parts of clothing on the leather in an automated mode, proposed and implemented algorithm for optimal placement, taking into account the heterogeneity of cutting properties leather material and constructive- technological solution models of products (DGU 01017, DG 00808).
    6. Based on the study of consumer preferences for artistic design features developed technology of electronic sketches of clothes made of leather, including development of database of graphic elements and the appearance of a sketch algorithm products (DGU 01400, DGU 01570).
    7. Practical significance is confirmed by results of industrial testing elements of information, software and methodological support of the integrated system in terms of a foreign enterprise (foreign enterprise) FE "ANCA», «V1VATEK.S», JV «PAN A TECH», LLC «CHARM-ATTOR», LLC «TR1STAR technologies». The cost effectiveness of using the results of the dissertation is composed by saving labor and material resources, diversification, and improving product quality, productivity, reduce design time and reduce labor costs and makes more than 30 million sum per year.

    Purpose of work: systematic study of acylation reactions in the series of benzazoline-2-ones, quinazolin-2,4-diones and revealing the optimal conditions of reactions. Revealing of the factors influencing to course and direction of acylation reactions.
    Development of convenient, effective methods of the synthesis of benzazoline-2-one, quinazolin-2,4-dione derivatives and search among them of biologically active compounds.
    Methods of research: fine organic syntheses, methods of 1R, NMR ‘Н spectroscopy, mass-spectrometry, TLC, X-ray.
    The results obtained and their novelty: for the first time, by investigation of benzazoline-2-one, quinazolin-2,4-dione reactions with acid chlorides using of catalytic quantity of Lewis acid in without of solvent and in nitrobenzene, the synthesis of corresponding acylderivatives have been carried out.
    Were shown, that acylation reactions give 3-, 5- and 6-acylderivatives depend on nature of substrate and acylating agents. The relative activity of 4-substituted benzoyl chloride series and catalysts in catalytic acylation reactions of 3-benzyl-benzoxazoline-2-ones have been established.
    Practical value: in the results of conducted investigations were developed the way of syntheses of the 6-acylbenzazoline-2-ones, 3-benzyl-6-acylbenzoxazoline-2-ones, 6-acylquinazolin-2,4-diones. It was found, that the possibility of carrying out reaction of benzoxazoline-2-ones and 3-benzylbenzoxazoline-2-ones with acid chlorides, wich impossible in using of nitrobenzene.
    Among synthesized compounds are revealed the biologically active substances.
    Degree of embed and economical cffcctivity: among of the synthesized compounds are revealed substances, possessing plant defoliating and fungicidal activities. In future they can find their usage as pesticides.

  • Subject of the inquiry: An old irrigated typical sierozem soil, an irrigated meadow alluvial soil, cotton crop, labeled and non-labeled nitrogen fertilizer, manure, furrow irrigation, drip irrigation, polyethylene film, mulch.
    Aim of the inquiry: Regulation of transformation processes of soil and fertilizer nitrogen in accordance with requirements of cotton plant in the belt of irrigated sierozem soils.
    Method of inquiry: Field, lyzimeter and pot experiments with cotton were conducted in accordance with “Methods of field experimentation with irrigated cotton” (Uzbekistan Cotton Growing Research Institute, 1973, 1981). Chemical analyses of soil and plant samples were performed according to "Methods of agrochemical analyses of soil and plants" (Uzbekistan Cotton Growing Research Institute, 1963, 1977). Relative growth rate of cotton stem and dry mass accumulation were determined as suggested by D. 13. South (1991). Relative growth rate of nitrogen productivity was calculated according to P. Poorter (1989). Data were subjected to analysis of variance using PROC GLM procedures in SAS (SAS Institute, 2003).
    The results achieved and their novelty: The qualitative data on soil nitrate content as well as the N-total concentrations in cotton leaves allowed for the differentiation and thus improvement of the nitrogen fertilizer application norms and timing for cotton growth.
    Fertilizer nitrogen recovery in cotton was determined by l?N methods both for cotton grown with a mulch of polyethylene film and combined with various timings of nitrogen application, different nitrogen quantities and under different irrigation modes including drip and furrow irrigation.
    The impact of nitrogen quantities applied during planting on the germination of cotton seeds and stand establishment was researched. The content and dynamic of all soil mineral nitrogen forms were investigated. In addition, estimated was the quantitative ratio of available soil NPK throughout the cotton vegetation period, the relative growth rate of nitrogen productivity, cotton growth and development, and cotton yield depending of the nitrogen application timing while cotton was grown w ith the use of polyethylene film.
    Mineralization and immobilization processes of nitrogen in the soil and the fertilizer nitrogen l5N balance was investigated under various ratios of manure carbon and with different brands of fertilizer nitrogen. Results showed that the optimal C:N ratio was obtained with the combination of cow-dung carbon + nitrogen of mineral fertilizer + manure applied, which was reflected in an improved availability of plants nutrients content in the soil, which in turn increased cotton yield and the quality of the cotton lint.
    The transformation of mineral forms of soil nitrogen, NPK uptake and dry mass accumulation by plants, as well as cotton yield quantities and quality were investigated subject to various nitrogen rates and application timing combined with different irrigation technologies, irrigation methods and modes.
    Practical value: Based on the results following implications options could be elaborated:
    - A method for a refined use of nitrogen fertilizers application both in terms of quantities and timing on cotton which is based on the nitrate content in the soil (for automorphyc soils only) and on the nitrogen concentration in plant leaves which is applicable for all soil types;
    - nitrogen fertilizer application methods for various irrigation technologies used in cotton production (alternate irrigation during whole vegetation);
    - efficient method of a combined application of nitrogen fertilizer and manure on cotton, which lowered the use of nitrogen fertilizer rate by 30% and concurrently increased the scope of usage for organic fertilizer;
    - nitrogen fertilizer application timing on cotton when cotton is grown with the use of polyethylene film.
    Degree of embed and economic efficiency: The results of the investigations formed the scientific basis for the development of “Practical recommendations in agriculture: soil, water, fertilizer” (in Russian, MAWR, Tashkent, 1996. - 108 p.), “Recommendations on production of high and qualitative cotton yield in Tashkent Province” (in Uzbek, UzSPCA, Tashkent, 1996. - 16 p.), Recommendations on the use of mineral and organic fertilizer in cotton growing” (in Uzbek, UzSPCA, Tashkent, 2003. - 24 p.). Practical recommendations as presented in this thesis were included in various provinces of the country but on a total area of 80,000 hectares. Hence this would lead to a net profit varying from 48,826 to 215,981 sums ha'1 caused by the recommendations

Время, прошедшее после провозглашения государственной независимости Узбекистана, подтвердило правильность избранного республикой курса продвижения по пути прогресса на основе пяти принципов переходного периода, разработанных Президентом Республики Узбекистан И.А.Каримовым. В стране происходит системное преобразование всех сфер экономики, реализация выработанных приоритетов, разгосударствление и приватизация собственности, акционирование предприятий, создастся необходимая правовая база для становления рыночных отношений. Реальностью стала многоукладная экономика функционируют рынки товаров, капитала и ценных бумаг. Осуществляется адресная поддержка малообеспеченных слоев населения.
    Существенные сдвиги произошли в структуре общественного производства в результате приоритетного развития базовых отраслей: топливно-энергетического, горнодобывающего, металлургического, химико-лесного, машиностроительного, АПК и др. Несмотря на разрыв прежних хозяйственных связей, Узбекистан добился ускорения темпов роста общественного производства. Модель развития, получившая название ’'узбекской", приобретает все большую известность в мировом сообществе. "Сегодня она признается авторитетными международными экономическими организациями, многими странами мира, а главное - подтверждается самой жизнью.'"
    Как подчеркивает Президент Республики Узбекистан И.А.Каримов, "в осуществлении структурной политики важен и ее территориальный аспект, ибо только путем развития в экономически слаборазвитых регионах производственной и социальной инфраструктуры, оптимального размещения производительных сил можно привлечь в эти регионы' дополнительные вложения, преодолеть сложившиеся территориальные диспропорции в уровне, жизни людей, обеспечить комплексное и эффективное использование ресурсного и производственного потенциала".'
    С учетом этого в республике неослабное внимание уделяется социально-экономическому развитию регионов, решению актуальных вопросов рационального использования природно-экономических ресурсов.
    В этих целях осуществлена перестройка системы деятельности рабочих аппаратов областных хокимиятов - от отраслевой системы к функциональной, на них возложены разработка комплексных программ развития территории, деятельность по углублению реформ в отраслях народного хозяйства и обеспечению повышения благосостояния народа.3 Это особенно важно для регионов, в которых обострились экономические, демографические, социальные и экологические проблемы, К числу таких регионов относится и Хорезмская область.
    Социально - экономическое положение области значительно осложнилось в результате однобокого в прошлом развития производительных сил, преобладанием отраслей с ярко выраженной сырьевой направленностью производства. Несовершенство структуры агропромышленного комплекса Хорезмского региона, низкая доля предприятий с законченным циклом производства и выпуском готовой продукции усугубилось резкой неравномерностью размещения производства, значительным сосредоточением промышленного производства в городах и его крайней неразвитостью В сельских районах. Состояние производственной и социальной инфраструктуры селе оставался неразвитым на фоне ухудшения природно-климатических условий, земельно водной и воздушной среды, здоровья населения, обусловленных экологическим бедствием в Приаралье.
    Необходимость комплексного развития региона в целях повышение эффективно!с использования ресурсов, обеспечения устойчивости экономического роста и улучшения жизненного уровня населения определили направленность диссертационной работы И актуальность избранной темы.
    Цель н задачи исследования. Целью исследования является разработка научно методологических основ и важнейших направлений комплексного развития региона и условиях углубления экономических реформ.
    В-соответствии с поставленной целью решены следующие задачи: • изучены экономическая сущность и выявлены объективные предпосылки комплексною развития региона в условиях переходного периода к рынку.
    • разработаны научная концепция комплексного развития региона на программно-целевой основе и методология выбора и обоснования приоритетов региональной политики развития производительных сил;
    • разработана методология подготовки и реализации региональных, целевых комплексных программ;
    • проведен анализ социально-экономического развития Хорезма в условиях изменяющейся демографической и экологической ситуации, а также выявлены резервы и факторы комплексного развития региона;
    • обоснованы основные направления совершенствования территориальной организации производительных сил региона,
    • разработан многоварнантный прогноз развития производительных сил Хорезмской области на перспективу.
    Начиная новизна рсзч'лыатов исследования заключаекя в следующем:
    • изучены объективные предпосылки комплексного развития региона, выражающиеся в иознании их характера, форм преобразований под воздействием рыночных отношений, обусловливающие обеспечение тесного взаимодействия отраслей, перестройку их структуры, связен в целях удовлетворения растущих потребностей регионального рынка на основе стабилизации и дальнейшего роста экономики;
    - • уточнено понятие ’’комплексное развитие региона’’, рассматриваемое как процесс последовательного преобразования и совершенствования территориально-отраслевых пропорций на основе углубления территориального разделения груда и экономической
    интеграции региона в системе производительных сил республики для наиболее полного удовлетворения растущих потребностей регионального и общереспубликанского рынка в необходимых видах продукции и услуг;
    • разработана авторская концепция комплексного развития региона, включающая основные его цели и важнейшие направления их достижения в условиях усиления социальной и экспортной ориентации региональной экономики,
    • обоснованы важнейшие приоритеты региональной внешнеэкономической политики на основе принципов рыночной теории внешней торговли, выражающихся в:
    • углублении специализации производства с ориентацией на выпуск готовых видов продукции из собственного сырья,
    • создании специализированных производств по выпуску экспортной продукции;
    • организации импортозамещающих производств;
    • всемерном развитии производств и услуг, имеющих богатые потенциальные возможности и уникальный характер;
    • развитии и размещении трудоемких производств, основанных на современной высокоэффективной технологии;
    • выявлены закономерности, влияющие на усиление социальной ориентации региональной экономики, рассматриваемых как существенные и повторяющиеся связи процессов:
    • отраслевой и территориальной занятости трудоспособною населения;
    • отраслевой и территориальной структуры инвестиционно-строительного комплекса;
    • структуры и методов территориального и местного управления;
    • инфраструктуры Хорезмского рынка, его экономического механизма в соответствии со структурой общественных потребностей региона;
    • определены приоритеты отраслевой структурной политику! в промышленности региона, оцениваемые но критериальным показателям:
    • социальным - достигнутому уровню занятости трудоспособного населения и др.;
    • экономическим - производству промышленной продукции и платных услуг на душу населения и др.
    • обоснованы и выбраны приоритеты территориальной структуры, размещения производительных сил, определяемые путем их оценки через совокупность показателей: доли незанятого населения, объем промышленного производства и услуг, производственных фондов и др.
    • обоснован выбор приоритетных видов производства продукции для осуществления эффективных внешнеэкономических связей региона, заключающийся в оценке каждого изделия по показателям их приоритетности с определением его категории (1-мировой рынок, 2-национальный рынок, 3-региональный рынок, 4-нрекрашение производства);
    • усовершенствована методика разработки и реализации upoi раммы комплексного развития производительных сил региона путем определения функциональной, отраслевой и территориальной структуры программы, учитывающей экономические и социальные аспекты развития и размещения производительных сил с учетом их приоритетности;
    • разрботана методика прогнозирования развития и размещения производительных сил с учетом длительности экономического цикла и его отдельных фаз, возможною изменения условий и обстоятельств их функционирования (сценарий), а также углубления рыночных отношений, отражающих особенности воспроизводственного процесса и роста потребностей рынка.
    Основные выводы и предложения,
    1. В условиях перехода на рыночные отношения значительная часть работы но реформированию экономики переносится на уровень регионов и предприятий. Применительно к регионам изучение проблемы их комплексного развития обусловлено всем ходом происходящих в областях и республике социально-экономических преобразований в условиях углубления экономических реформ. Сущность комплексного развития регионов заключается в последовательном изменении территориально-отраслевых пропорций народного хозяйства на основе углубления территориального разделения труда и экономической интеграции региона в систему народнохозяйственного комплекса республики для наиболее полного удовлетворения растущих потребностей регионального и общереспубликанского рынков в необходимых видах продукции и услугах.
    2. Комплексное развитие региона обусловливает достижение следующих его социально-экономических приоритетов:
    • повышения материального уровня жизни и благосостояния населения; •обеспечения надежных социальных гарантий населению;
    •обеспечение макроэкономической стабильности и сбалансированною развития
    секторов экономики;
    • повышение научно-технического уровня производства и совершенствование отраслевой и территориальной структуры народного хозяйства;
    •углубление экономических реформ и перестройку организационной структуры отраслевою и территориального управления хозяйством региона;
    • формирование регионального рынка и рыночных отношений в системе воспроизводственных процессов.
    3. Для достижения разработанных автором приоритетов региона необходимо осуществить следующие направления его комплексного развития:
    • разработка рыночных механизмов обеспечения рациональной занятости трудовых ресурсов и социальной зашиты населения;
    • выбор и обоснования стратегий развития приоритетных базовых отраслей промышленности, сельского хозяйства и непроизводственной сферы,
    • формирование новых и ускоренное развитие сложившихся отраслей и производств, основанных на использовании местного сельскохозяйственного и минерального сырья;
    • создание новых предметно - замкнутых производств с малоотходной и безотходной технологией но выпуску готовой продукции;
    • формирование эффективной рыночной инфраструктуры,
    • обеспечение комплексности развития отраслей материального производства и непроизводственной сферы.
    4. Усиление экономической самостоятельности регионов обусловливает необходимость экспортной переориентации их развития с внутреннего на внешней рынок. При этом в основу внешнеэкономических связей региона должны быть положены принципы: преобладание экспорта над импортом; учета абсолютных преимуществ нрпродно - климатических, географических, демографических и других условий внешней торговли; ©относительности различных факторов производств, обусловливающих развитие в регионе наиболее трудоемких обрабативающих отраслей промышленности, учитывая высокую долю трудовых ресурсов и обеспечение их занятости, относительного преимущества, требующей замены эффективного производства более эффективним на основе прогрессивных технологий Экспортная ориентация региональной экономики обусловливает выбор ириориетных видов потребительских и промышленных товаров, которых целесообразно производит в регионе.
    Оценку приоритетности предлагается проводить но всей производимой в области продукции но четырем категориям: 1-предназначена для отбора продукции, направляемой на мировой рынок, П-категория на национальный (республиканский рынок);Ш-набор товаров для регионального рынка; lV-нрисваивается тем, которые не должны быть производимы или производство которых необходимо приостановить.
    5. Структура региональной программы должна содержать’ оценку социально-экономической, экологической ситуации и потенциала территорий, обоснование важнейших направлений комплексного развития производительных сил в условиях углубления экономических реформ; социальные, экономические и экологические цели программы и конкретных мероприятий но обеспечению комплексного развития региона.
    6 Важным фактором комплексного развития региона выступает
    соцнальноориентированая рыночная экономика,требующая формирования
    регионального рынка как органической части республиканского (национального) рынка Узбекистана на основе объективно обусловленных этанов: формирование интегрированного типа рынка (монополистической и чистой конкуренции), создания соответствующей инфраструктуры рынка: финансово-кредитной, банковской, налоговой систем, формирование бирж, инвестиционных фондов, рынка ценных бумаг и др.
    7. Прогнозирование макроэкономических показателей комплексного развития производительных сил региона целесообразно осуществлять методом сценария, предусматривающего выработку двух вариантов прогноза: оптимистического и пессимистического При этом следует учитывать: социальную ориентацию рыночной экономики, обеспечение рациональной занятости трудовых ресурсов; ноышение эффективности внешнеэкономических связей региона, развитие экспортных производств на основе прямых иностранных инвестиций, создание совместных предприятий, свободных экономических зон, ускоренное развитие малого и среднего бизнеса; рациональное использование земельно-водных ресурсов и улучшение экологической обстановки.
    8 В повышении комплексности развития региона должна быть усилена роль малой экономики, пока еще не ставшей активной и решающей силой региональной экономики. В первую очередь, необходимо обеспечить развития малых и средних предприятий перерабатывающих отраслей промышленности в сельской местности, населенных пунктах для вовлечения в хозяйственный оборот неиспользуемых ресурсов сельскохозяйственного и минерального сырья, на этой основе создания новых рабочих мест и привлечения незанятого населения, особенно молодежи. Этим мерам способствует исторически сложившиеся традиции, навыки и опыт предпринимательства.
    9. Важнейшим резервом комплексного развития Хорезмского региона является всемерное использование исторических памятников древней культуры, архитектуры, шедевров восточного зодчества на основе формирования и развития крупного туристического комплекса с мошной индустрией туризма, выделением специальных ее видов -религиозного, молодеясного и др
    10. Определяющим фактором развития производительных сил региона выступает рациональное использование земельно-водных ресурсов и улучшения экологической обстановки на основе осуществления следующих мер:
    • перехода к интенсивным методам хозяйствования и научно-обоснованной системе ведения водного и сельского хозяйства;
    • разработке и внедрения комплекса водосберегающих технологий полива и производства сельскохозяйственных культур, прежде всего риса, пшеницы, хлопчатника и др;
    • рацпоналного использования водных ресурсов, внедрения новых прогрессивных технологий в орошении и природопользовании;
    • совершенствование организации и управления природопользованием на основе повышения эффективности ирригации и мелиорации, полного прекращения сброса коллекторно-дренажных и сточных вод в реки и водоемы, перехода на широкое использование экономических методов и механизмов рационального использования земельноводных и других ресурсов.
    11. Опираясь на важнейшие факторы комплексного развития производительных сил Хорезмского региона разработан оптимистический вариант развития производительных сил на период до 2005 г., предусматривающий радикальные структурные сдвиги в народном хозяйстве, достижение фазы оживления региональной экономики в 199S году с последущнм ее ростом доходов населения. Этот вариант является более предпочтительным по сравнению с пессимистическим и характеризуется более высокими темпами роста валового внутреннего продукта, роизводительности труда, фондоотдачи и прибыли Другая его особенность в полноте учета рыночных законов воспроизводства, и в первую очередь, прогнозной модели экономического роста.
    12 Для успешною осуществления целей и важнейших направлений комплексного развития региона необходимо реформирование регионального и местного управления на основе перестройки структуры и методов управления хокимиятов на основе разработки и реализации региональной программы социально-экономического развития на среднесрочную перспективу.
    При этом особую роль должны получить экономические механизмы управления реализации программ, включающие: создание организационно-правовой базы по разграничению функций, ответственности республиканских и местных органов управления по регулированию развития производительных сил, усиление роли местных бюджетов и внебюджетных фондов, использование свободных денежных средств, кредитов предприятий и населения за счет развития рынка ценных бумаг, иностранного капитала в финансировании региональных программ.
    Учитывая экологическую напряженность, сложных природно-климатических условий, уровень социально-экономического развития необходимо создать региону благоприятных экономических условий для вовлечения государственных, частных, иностранных инвестиций, предоставлять налоговых, кредитных льгот и других стимулов.

    The results achieved and their novelty: for the first time indicators of forming, manifestation and dynamics of intellectual and volutional characteristics were studied and justified in youth who are members (on the exemple of first and thirds year students of pedagogical college); psychological mechanisms and age peculiarities of forming of intellectual and volutional character’s traits; ways of effective test-raiting’s using in evaluation of intellectual and volutional character’s traits; practical recommendation are given.

    Aim of the inquiry: To deduce the scattering data of spectral problem connected with nonlinear evolution equations with self-consistent source.
    Method of the inquiry: used research methods include the methods of mathematical physics, theory differential equations, the theory of functions of complex variables, spectral theory of differential and difference operators.
    I hc results achieved and their novelty: The main results of this work are new and consist of the following:
    1) the law of changing on t of spectral data of Stunn-Liouville operator with potential which is the solution of general Korteweg - de Vries equation with source in the class of ‘rapidly decreasing’ functions is deduced;
    2) the evolutions of scattering data of Sturm-Liouville operator with potential which is the solution of general Korteweg - de Vries equation in the class of “steplike” functions is defined;
    3) the integration of general Korteweg - de Vries equation with source from “steplike” initial data is studied;
    4) the inverse scattering method is used to solve various nonlinear evolution equations with self -consistent source in the case the simple eigenvalues of corresponding spectral problems;
    5) it is shown that the inverse scattering method may be used for integration of sin-Gordon equation with self-consistent source in the case the multiple eigenvalues of Dirac’s operator;
    6) the solution of Toda lattice with self-consistent source is expressed in terms of the inverse scattering method for the discrete Sturm-Liouville operator.
    Practical value: the work has a theoretical character.
    Degree of embed and economic cffcctivity: a special course will be read for post-graduate students on the basis of the received results.
    Sphere of usage: the obtained results may be used in mathematical physics for integration of nonlinear evolution equations.

  • Subject of the research: plant Indigo, degraded meadow alluvial soil of the Khorezm region, manure and nitrogen fertilizer.
    Purpose of the research: to study efficacy of soil tillage practices, organic and nitrogen fertilizer application on growth and development, biomass accumulation and yield of Indigo plant cultivated either as a main crop or a summer crop after winter wheat in conditions of degraded meadow alluvial soils of the Khorezm region.
    Research methods: field experiments were carried out according to the methodology by B.A. Dospexov (1985) and the Uzbek Cotton Research Institute (2007), biometric measurements were conducted and soil agrophysical and agrochemical properties were determined in accordance with the manuals “State variety testing of agricultural crops”, «Methods of agrophysica, agrochemical and microbiological analyses of soil and plants» (1963). Data were subjected to analysis of variance in SAS 9.2 (SAS Institute 2008).
    Achieved results and their novelty: Agrotechnological elements of the tropical plant Indigoferra cultivation in conditions of the degraded meadow alluvial soils of the Khorezm region and extracting the natural pigment from the crop green biomass were studied for the first time. The influence of Indigoferra planted on flat field or ridge sowing with and without manure use and application of different nitrogen rates on plant growth and development, biomass accumulation and yield as well as selected properties of soil fertility were studied. Based on the experiments results achieved the practical recommendations for farmers and others related were developed.
    Practical value: In the conditions of the Khorezm region for achieving high yield of above ground biomass it is recommended to plant Indigoferra as a main crop using ridge sowing with application of 10 t ha'1 manure or as a summer crop after winter wheat using N120P100K30 kg ha'1.
    Degree of implementation and economic efficiency: The research results were implemented on 0.7 ha area at the experimental station of Urgench State University when grown as a main crop, and on 0.9 ha area in the “Yangi Er” farmer unit, Bagar district, Khorezm Province. Net benefit would lead respectively to 4.0-4.5 mln sum ha'1 when cropped as a main crop and 2.0-2.5 mln. sum ha'1 when grown as a summer crop after winter wheat.
    Field of application: Agriculture, textile and pharmacy industries, handicraft.
