Abstract:

Today, the widespread introduction of computer technologies serves the de-

velopment of the state and society, the development of the social sphere, and the sharp
improvement of people’s lives.

Uzbekistan in the new and digital era: changes, priorities, achievements, and plans.
Describes new tasks to be performed in the future.

What is the status of staffing?

As in any new field, the transition to the digital economy is characterized by a

lack of qualified personnel. Admittedly, this problem has always been relevant. It
is said that we are facing obstacles in the matter of personnel. Because there is
no reserve that can operate in a new field, in a new direction.

Let’s give an example here. Now, the positions of deputy heads in the direc-

tion of digitization are being introduced in ministries and agencies. Our Min-
istry is responsible for recommending and, if necessary, securing experienced
specialists for these positions. At a time when the Ministry is responsible for
digitization in all areas of the country, and in some cases, it needs a profession-
al expert, why should this gap be filled? What should be done about this? A
solution to this was also found, and a solid foundation was laid for it. After all,
the greatest wealth of Uzbekistan is the youth, who make up more than half of
the population. Therefore, increasing the influence of the younger generation
in society is important in state policy, and great attention is being paid to their
acquisition of new specialties and professions. As everyone knows, with the
idea of the President, today, the attention to youth throughout the republic

should be further strengthened, they should be widely involved in culture, art,
physical education, and sports, the formation of skills in the use of information
technologies in young people, reading “5 important initiatives” are being im-
plemented in order to promote and increase the employment of women. As a
part of the third initiative – to organize effective use of computer technologies
and the Internet among the population and young people, 30 digital technolo-
gy training centers were established in the regions. To date, more than 7,200
students have completed training courses.

In its turn, within the framework of the “One Million Programmers” project,

which is aimed at teaching young people, students at general education schools,
students of higher educational institutions, academic lyceums, and vocational
colleges, the basics of programming, more than 69,000 students are learning.
5.8 thousand of them successfully completed the courses. Everyone knows that
the most effective way to train highly qualified personnel is to teach them from
childhood. For this purpose, in accordance with the decision of the President of
the Republic of Uzbekistan on September 14, 2017, a school specialized in in-
depth teaching of sciences related to information and communication technolo-
gies named after Muhammad al-Khorazmi was established.

In December 2019, the modern building of this educational institution was

commissioned. Now, 680 boys and girls who successfully passed exams in math-
ematics and foreign languages are studying in grades 5-11 of the school.

Great positive changes have als o taken place in the field of education at

Tashkent University of Informat i on Technologies named after Muhammad
al-Khorazmi. Starting from the 2 018/2019 academic year, the university was
transferred to the credit modul e system of modern education, and currently,
9,609 students are studying in this system. A joint Uzbek-Belarusian faculty was
also established in the structure of the university. In addition, a modern educa-
tional media center was opened at the University thanks to a technical grant of
1.6 million dollars from the Japan International Cooperation Organization (JICA).
The media center has all facilities for filming and producing video content.

In accordance with the President’s decision on January 7, 2019, Amity Univer-

sity in Tashkent opened the academic year in September 2019.

Admission was made to Amity University in Tashkent for the bachelor’s degree

in Information Technologies, Engineering and Computer Technologies, Econom-
ics, Tourism Management, and Business Management, and at the same time for
the master’s degree.

During this period, INHA University in Tashkent also carried out effective

work in the development of international relations. In the future, in addition to
educational centers, special courses on teaching digital technologies to young
people will be organized in “Ishga Merhamat” monocenter and Technopark
branches.

We think that all young people who studied in these centers or became partic-

ipants in the project will help to solve the problem of personnel if a certain part
of them will follow this path, even if they do not choose the direction of informa-
tion and communication technologies.

New Uzbekistan today has set itself the main goal not only to develop but also

to become one of the strongest countries as a result of comprehensive reforms
implemented in various spheres of society. President Shavkat Mirziyoyev, who
foresaw and felt this in his address to the parliament this year, said that in order to
achieve progress, it is necessary for us to acquire digital knowledge and modern
information technologies, which will give us the opportunity to take the shortest
path to progress. paid special attention to the deep penetration.

Also, the formation of the digital economy requires necessary infrastructure,

a lot of money, and labor resources, but no matter how difficult it is, we need to
start this work today, therefore, we have set an active transition to the digital
economy as one of our top priorities in the next five years. Because digital tech-
nologies increase the quality of products and services, and excess costs are re-
duced. At the same time, they serve as an effective tool in eliminating one of the
worst evils – corruption.

A past short time has shown that the widespread introduction of digital tech-

nologies can dramatically improve people’s lives, in addition to serving the devel-
opment of the state and society, as well as the development of the social sphere.

In this regard, the Ministry of Information Technologies and Communications

Development has carried out comprehensive work in several directions in the last
two years.

New tasks to be done in the future

The most important task ahead of us is a comprehensive positive change of

Uzbekistan’s economy, including all sectors and industries, and increasing com-
petitiveness.

The “Digital Tashkent” concept is directly related to the “Safe City” major proj-

ect. It is planned to introduce this project gradually in all regions of the repub-
lic in 2019-2023. In the first stage, in 2019–2020, work is being carried out to
create a single technological platform for the project in the city of Tashkent. In
turn, within the third of the “5 important initiatives”, an additional 72 digital tech-
nology training centers will be established by the end of the year, where more
than 15,000 young people will be trained in the field of information technolo-
gies. Courses aimed at teaching programming skills to young people within the
framework of the “One Million Programmer” project will be launched in youth cen-
ters in all regions, and those involved in the project will be involved in training
students at secondary schools and higher education institutions a number will
reach 100 thousand. It is also planned to expand the capacity of the data storage
and processing center of JSC “Uzbektelecom” by 5 times (up to 5 Petabytes).
At the same time, by installing broadband connection devices with 600 thou-
sand ports, the total number of ports is 2.8 million, 5.5 thousand km. through
the construction of optical cable lines, the total length of optical communication
lines across the republic will be increased to 50,000 km. In addition, by installing
1,052 mobile communication base stations and increasing their total number to

28,300, the coverage level of republican residential areas with a broadband mo-
bile network will be increased.

Most importantly, 2,700 pre-school education and 1,740 healthcare facilities,

2,160 public education institutions will be fully connected to high-speed Internet.

Digital technologies are also widely introduced in the agricultural sector
Today, in order to improve the efficiency of management of land relations, agri-

cultural, and water resources, the Ministry of Information Technologies and Com-
munications has been given specific tasks regarding the introduction of the sys-
tem of digital and geo-information technologies.

In order to develop geoinformation technologies in our republic, the experience

of foreign companies with mature experience in the field was studied.

At present, proposals for the establishment of a “virtual” reception station

(geo-information center) for receiving and processing space images taken by
remote sensing satellites of foreign companies in the territory of our republic are
being studied.
