В данной статье мы постараемся изучить возможность использования разных методов и практик в сфере создания электронного правительства, для их адаптации под особенности Республики Узбекистан.

Background and Challenges Urban development faces numerous challenges, including aging infrastructure, population growth, climate change, and limited land availability. These issues necessitate the exploration of innovative solutions and approaches, such as the use of geoengineering systems, to transform urban landscapes and ensure their adaptability to future needs.

The article is devoted to the quantitative analysis, i.e. learning statistical data using computational techniques of the main dimensions of the cooperation between the Republic of Uzbekistan and Fifth Republic of France. The author chose unusual for social sciences quantitative method to clarify the modern conditions and both progressive and regressive development dynamics, perspectives of Uzbek-French relations to enlighten areas need to be developed, to realize the hidden potential of bilateral cooperation and to answer to one of the main questions – is France the necessary partner for Uzbekistan or the bilateral relations between two countries have a symbolic status due to their regional importance. Analysis of the quantitative indicators will show the real state of Uzbek-French cooperation better than other methods of scientific research. In the article there is given introductory part about state and modern conditions of Uzbek-French relations, clarified the main aim, functions and analysis methods of the research, as well as complex analysis of political, economic and socio-cultural and educational vectors of bilateral partnership. The author identifies two frames for analysis. First one is the examination of the interests of the parts in multilateral dialogue and cooperation. The second frame is the finding the dynamics of multi dimensional bilateral relations, where the qualitative changes in Uzbek-French relations are disclosed by using quantitative-comparative methods. The research results lead to the conclusion, that in the near future terms, socio-economic issues will take the place of socio-humanitarian ones in the cooperation between Uzbekistan and France, and the partnership will continue to develop in bilateral frame rather than multilateral or regional one.

Purpose of work: development of methods, algorithms and program complex for simulation of processes of processing and restoring of signals on a basis a spline - functions.
Methods of research: the theory of the functional analysis, generalized spectral methods, theory of numbers and matrixes, theory a spline of functions and simulation, theory of parallel computing processes and numerical methods of solution of simple equations.
The results obtained and their novelty: the methods and effective algorithms of calculation of signal restitution coefficients on the basis of onedimensional and many-dimensional splines arc offered; the algorithms and program complex for simulation of processes of signal processing by methods a spline - functions with application of digital data processors of signals arc developed; the spline - method of the analysis, estimation and prediction of operation stability of rails is offered.
Practical value: the software of the signals restoring with application of digital signal processors of the set Blackfin are developed; the parallel computing structure is offered on the basis of a cubic basic spline; the program complex for simulation of processes of restoring of signals by methods a spline - functions is developed.
Degree of embed and economic cffectivity: the main theoretical and practical results of dissertation work took root in the state joint-stock railway company «Uzbekistan temir yo'llari». The summarized economic benefit makes 26 mln. sum in a year.
Field of application: the methods, algorithms and software designed in dissertation work can be used in geophysics, ecology, seismology and radiolocation for signal processing, and also for problem solving of prediction of stability of rails in railway systems.
The article gives a comparative analysis of the Charter of terminological organizations in the Persian and Uzbek languages, as well as its principles. It is well known that in accordance with theoretical and scientific views, as well as the recommendations of the world terminology of Vienna, Prague and Russian terminology schools, an international standard has been established, which is an instruction for all languages in general linguistics. Prior to this, a number of standardization associations were created, including in 1926 the ISA (International Association for Standardization) - the "International Association for Standardization", in 1931 in Europe the British Standard Institution - the British Institute of Standardization, and in 1946 the ISO ( International Organization for Standardization). And in Iran at different periods were established three language academy to preserve the purity of the language. The third academy, that is, the last of them, is the “Academy of Persian Language and Literature”, which was founded in 1991 and has its own Instruction. At the same time, "Atamakom" started its activities in the Uzbek language, and completed it in the short term. The article presents an analysis of the International Terminological Organization Standard - ISO 704, which was created at the school of world terminology, as well as the influence of its principles on term formation on the rules of term formation in the Persian and Uzbek languages, different and similar sides of each. In addition, some paragraphs of the Charter of the "Academy of the Persian Language" were compared and analyzed by the relevant paragraphs of the terminology of the Uzbek "Atamakom". The main goal of the article is to analyze the provision of terms for borrowing by terminological organizations that were founded for the formation of terms in the Persian and Uzbek languages, as well as compare and study the Statutes for the formation of new terms, to look at the correspondence of the clauses of the Standard of the International Terminological Organization ISO 704. As a result of comparisons of theories a number of proposals for the creation of terms in the Uzbek language are presented.
Time of planting is a normal part of any agricultural operation. It has a particularly importance in water-challenged areas where soil moisture is an issue. During the winter months in these areas, there is usually sufficient precipitation to maintain adequate water content levels in freshly planted trees. However, during the summer and early autumn, there is very little precipitation. This can adversely affect young trees. In this study, measurements were taken to determine root growth and variations in the upper parts of apple trees that were planted in the winter, compared to those planted in the spring when planting usually takes place. To do so, one-year-old 'Miyabi Fuji', grafted onto Marubakaido (Ma) (Malus prunifolia 'Ringo') and M.9 rootstocks, were examined from January through May. The results showed dramatic changes in root growth from March (average root length less than two cm before March) to May (average root length longer than 10 cm)for both rootstocks. Furthermore, trunk moisture content increased over time (51.8% in January and 56.1% in May on M.9). Although root growth in the young apple trees occurred, it is unknown if root water absorption began before or at the same time of the root growth. Root growth developed favorably because of the soil moisture generated by the winter precipitation. We found satisfactory root growth and tree moisture content changes in the trees used in the study, leading us to recommend winter planting in areas where water resources are limited in the non-winter months.
One of the vital minerals in the human body is calcium. This mineral takes part in more than 300 biologically active reactions. Medicinal products (PM), including calcium salts, have been used in medicine for many decades. In total, the body of an adult contains about 1000-1500 mg of Ca. In the body, calcium is in two forms - it is ionized (free) and associated with Ca proteins (mainly albumin). A decrease in the concentration of ionized calcium causes signs of hypocalcemia. The main way calcium enters the body is the alimentary route. By consuming milk, dairy products, fish, meat, fruits, vegetables, greens, we take the daily intake of calcium. Sources of calcium for children at different stages are different. The intake of calcium to the fetus depends on the saturation of the mother's body with calcium, vitamin D. In the last trimester of pregnancy, the rate of calcium incorporation into the fetal body increases, which means that the state of bone mineralization will also depend on gestational age. After birth, the source of calcium is breast milk, and for formula-fed babies, an adapted milk formula. With breast milk, a child receives up to 300 mg of calcium, and in mixtures, an average of 400 mg of calcium.
This article provides data on the main fungal diseases of dog rose in the conditions of the Tashkent Botanical Garden. The main diseases and their causative agents and signs of such diseases as rust, powdery mildew, gray rot and various spots have been studied.
The results of the study were used to develop measures to combat rosehip fungal diseases. To suppress the spread of rosehip spots, Previkur SL 722 c.c. preparations were used. at two consumption rates and Falcon 46% e. The biological effectiveness of the drugs used was studied. Thus, the maximum value was noted in the variant with Previkur SL 722 v.r.k. at a consumption rate of 1.5 kg / ha, which was 90.9% on day 15, and by 30 - 86.5%. For the fungicide Falcon 46% ae. (0.5 l / ha), biological efficiency was 78.2% on day 15 and 66.8% on day 30. Against powdery mildew, we used fungicides Ridomil Gold 68% w.g. at a consumption rate of 2.5 kg / ha and powder of ground sulfur (20 kg / ha). fungicide Ridomil Gold 68% w.dg, showed biological effectiveness on leaves on day 15 - 74.8%, on stems - 71.3%, however, these indicators on day 30 were 75.2% and 72.2%, respectively , on the 45th day the indicators decreased. In the case of sulfur, 20 kg / ha, the indicators were on the 15th day, on the leaves - 71.5%, on the stems 70.6%, on the 30th day - on the leaves 71.3% and on the stems 70.6%..
The aim of the research work. It consists in studying changes in the morphological and morphometric parameters of the wall of the gastric mucosa under conditions of polypharmacy with anti-inflammatory drugs.
The object of the scientific research is 180 white outbred male rats, 5 months of age.
The scientific novelty of the research work is as follows:
For the first time it was established that polypharmacy with anti-inflammatory drugs in 5 combinations had a different negative effect on the mucous and submucosal base, which is the structural structure of the stomach wall of white male rats;
It has been proven that structural changes in the organs of the digestive system cause profound disturbances in the processes of growth and formation of the gastric mucosa and its glandular tissue, submucosa, which is accompanied by a decrease in the total thickness of the stomach wall;
With the simultaneous use of more than 3 types of anti-inflammatory drugs, the negative effects of polypharmacy are significantly enhanced. We analyzed the rate of formation of structural and functional zones of the stomach wall, the activity of mucosal cells, the change in the shape of lymphocytes located in the submucosa, the decrease in morphological parameters;
Using the methods of modern morphological studies (organometric, histological, histomorphometric, statistical), new information was obtained directly about the morphological and morphometric parameters of the stomach wall. Changes at the tissue, cellular and intercellular levels are characterized by hypotrophic and hypoplastic changes in the structures of the stomach wall of white male rats.
Implementation of the research results. Based on the obtained scientific results on morphometric changes in the gastric mucosa under conditions of polypharmasia:
methodological recommendation was approved on the topic: "Method for determining the morphometric parameters of the gastric mucosa in polypharmasia of anti-inflammatory drugs", which allows to determine the morphometric parameters of the gastric mucosa in the conditions of polypharmacy in the experiment.
The scientific results obtained in the study of morphofunctional features and morphometric changes in the structure of the gastric mucosa under the influence of polypharmacy are used in healthcare practice, including Academician Y.Kh. Turaqulov Conclusion of the Ministry of Health of the Samarkand State Medical University. The introduction of information obtained in scientific research, the development of an algorithm for correct and timely diagnosis, pathogenetic morphometric and morphological indicators, the choice of treatment tactics made it possible to predict the development of pathological changes.
