This article describes the formation of relations between Uzbekistan and UNESCO, the division of cooperation into three periods and the organizational and legal aspects of relations in these processes. The purpose of the article is to study the formation of Uzbekistan-UNESCO relations, priorities and organizational and legal aspects of the relationship, as well as to analyze the issues of accelerating cooperation in the
implementation of tasks in Uzbekistan. Historical, systematic and logical analysis, event, as well as content analysis methods were used in writing the scientific article. The formation and development of cooperation between Uzbekistan and UNESCO is unique in each period and is based on the need to develop new programs and projects in the relationship.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev in his Address to the Oliy Majlis on December 29, 2020, noted that in the face of today's complex geopolitical processes, the coronavirus pandemic and the global economic crisis, Uzbekistan is actively pursuing an open and pragmatic foreign policy. He noted that as a result of our efforts, the prestige of the country is growing, and priorities for the implementation of foreign policy for 2021 have been outlined. Among the tasks that need to be given special attention in the implementation of the country's foreign policy in 2021, listed by the leader of Uzbekistan, are proposals and initiatives for the development of public diplomacy and cultural diplomacy, which are important areas of foreign policy and diplomacy of Uzbekistan. The idea of creating a Compatriots Fund was formulated by the United Nations General Assembly Resolution on the celebration of July 30 as International Day of Friendship in order to inspire efforts to strengthen friendship and peace between nations, cultures and peoples, and to build bridges between societies respecting cultural diversity July 30 - International Day of Friendship and the holding of the international conference "Central Asia at the crossroads of world civilizations" in cooperation with UNESCO in Khiva in 2021 formed a goal: to increase the prestige and image of Uzbekistan in the world (this historical initiative of the President of the Republic of Uzbekistan Mirziyoyev Sh.M. nominated at the 75th session of the UN General Assembly).
The relations between Islamic tourism and security issues do not possess the unique attitude from the perspectives of theory and practice of international studies. This research offers an engaging assessment of the linkages and interconnections between Islamic tourism and international security. How does the Islamic tourism impact on maintaining peace and security in the world or vice versa neglecting it? The role of international institutions, Islamic tourism development and case of Uzbekistan for progressing this direction of tourism are analyzed by the author. The research focuses on settling these issues by developing conclusions and proposals regarding the promotion of Islamic tourism and peace in the world.

The article notes that it is necessary to study Islam and its jurisprudence, which is its main part, islamic jurisprudence in accordance with the requirements of the time, as well as master it and apply it in practice. In the article author focused on the historical significance of Islam in Central Asia, emphasizing the emergence of Islamic jurisprudence and its sources from a historical and chronological point of view. The importance of jurisprudence among Islamic sciences is emphasized by the author in the legal verses of the Koran, which is the sacred source of Islam. In particular, sacred verses about human rights and duties are legally compared.
Muslim philosophical thought occupies a special place in the history of philosophy. The activity of scholars such as Kindi, Farabi and Ibn Sina in spreading Greek thought in Europe during the Middle Ages is clear evidence of this. They not only commented on Greek philosophy, but also gave it a new color, embellishing it with Islamic teachings. In this regard, it is appropriate to emphasize the scientific legacy of Ibn Sina. The philosophical heritage of Ibn Sina occupies a special place in the focus of attention of researchers to this day.
The article substantiates the assessment methods, social factors, the taxation procedure and the conditions for the organization and features of the transfer of land as property to individuals and legal entities, and also the mechanisms for reforming the land use system based on sublease of land in farms, temporary use of a land plot or part of a dekhkan farm and the owner of the household land. Proposals have been developed to improve the economic and legal state of agricultural land use by introducing amendments and additions to the laws, substantiating the procedure for transferring the right of life-long inherited ownership of a land plot of a dekhkan farm and the owner of a household land as collateral for obtaining a bank loan.
SUMMARY
Today the world land fund is 13.4 billion ha, and only 1.5 billion ha, i.e. 11% of the land is economically favorable for agricultural production. Their quantity and quality is decreasing from year to year. The volume of cultivated land per capita is being reduced noticeably, the smallest amount of land is in China (0.09 ha) and Egypt (0.05 ha), in Uzbekistan over the past 25 years the area of irrigated crops per capita has decreased from 0.22 ha to 0.11 ha. Therefore, the main problem of the world land fund is reforming the land use system. In this regard, the implementation of Uzbekistan into the documents of such international organizations as the UN, UNESCO, FAO and the effective use of their capabilities is of current importance.
Deficiencies in land use management, incomplete formation of the economic mechanism, to a certain extent has led to unsystematic agricultural land use, serious degradation of land resources. The economic content of the right to land lease is unclear, there is no market value of land, the single land tax does not play a stimulating role in land use. Today in the agriculture of the republic there are 0.02% of the worst lands, 17.9% of the lands below the average, 53.0% of the average, 27.0% of the good and only 2.0% of the very good lands. About 9% of the land fund of Uzbekistan is sown areas, and irrigated lands - 7.5%. Today, there are an average of 7.1 people per hectare of irrigated land, this is the result of rapid population growth rates relative to the area of irrigated land, one person employed in the country's agriculture provides 12 people with food. This indicator in developed countries is 6-8 times higher.
In our opinion, issues related to the quality and cost assessment of land, their accounting and protection in dekhkan and household farms; cluster land use of farms, household and dekhkan farms; the introduction of a sublease form of land use by farms and the transfer of land for temporary use of household and dekhkan farms , while maintaining the inherited right of lifetime ownership of these lands; the introduction of a mechanism for providing by household and dekhkan farms the right of lifetime ownership of land for obtaining a bank loan; the creation of methodological and practical foundations for the privatization of land, investment, mortgage lending of this process; the development and implementation models of regulation of the land market by the state, “The National Concept for Reforming the Land Use System”, the draft Land Code of the Republic of Uzbekistan in the new edition, draft laws “On land management”, “On the use of land for agricultural purposes”, “On the acquisition of state land property”, “On soil fertility”, “On land assessment” should find their solution as one of the priority tasks of reforming the land use system in the future.
In the modern world, various states pay special attention to their cultural diplomacy and the formation of their image. The purpose of cultural diplomacy is to strengthen international relations with foreign countries and influence on the system of international relations. It also plays an important role in shaping the image and improving status in the world community. The cultural factor, as a “soft power” in international politics, seriously affects the socio-economic processes in the world and international relations. The term "soft power" refers to cultural diplomacy conducted by a particular state. Japan, which is one of the developed countries of the world, pays special attention to the soft power factor in foreign policy. It is known that Japan managed to preserve the values of its national culture, despite the fact that it used the achievements of Western civilization for many decades. And therefore, modern Japanese culture is characterized by the fact that it harmoniously combines tradition and modernity. Thanks to the successful combination of national characteristics and the achievements of computer digital technologies, Japan has become a world leader among information societies. Cultural diplomacy not only serves Japan to resolve many issues of a political and economic nature, but also integrates it deeper into the international community and enhances its image in the international arena. Thus, Japan, effectively using the processes of globalization, has achieved world recognition of its culture through the development of cultural diplomacy. In this regard, it is of interest to us to study the best practices of Japan in this area.
Relations between Uzbekistan and the UN and its specialized agencies, mutual exchange historical and cultural dialogue, mutual agreements and treaties were covered and analyzed on the basis of sources. On the basis of mutual agreements, progress has been made in the fields of socio-political and cultural science and education, further prospective plans have been identified.

This article describes the role of the Islamic Development Bank in today’s international community and the basic aims of this organization. The article also discusses the problems of cooperation between Uzbekistan and the IDB, and also proposes legal solutions for a wider use of the investment opportunities of this financial institution. This is evidenced by a number of laws adopted in Kazakhstan on Islamic finance among the CIS countries. The article examines the research of theorists and practitioners on the benefits of using IDB financial resources. The practical results of the initiatives of the President of Uzbekistan Sh. Mirziyoyev in the framework of cooperation between Uzbekistan and the IDB are presented. In the conclusion part of the article, the author offers proposals for cooperation in the field of science and technology in the framework of IDB programs.
