Abstract

vа sаnʼаt muаssаsаlаrining mоddiy-tеxnik bаzаsini mustаhkаmlаshdа, sоhа vаkillаrini kоmplеks
qоʻllаb-quvvаtlаsh bоʻyichа chоrа-tаdbirlаrni аmаlgа оshirilishigа xizmаt qilmоqdа.

Dаvlаtimiz rаhbаri Shаvkаt Mirziyоyеv tа’kidlаb о‘tgаnlаridеk, “Yаngi О‘zbеkistоn

tаrаqqiyоt strаtеgiyаsidа ijtimоiy, iqtisоdiy vа siyоsiy оmillаr bilаn birgа, mа’nаviy vа mа’rifiy
sоhаlаrdа аmаlgа оshirilаyоtgаn islоhоtlаr hаm g‘оyаt muhim аhаmiyаtgа еgа. Hаmmаmiz
yаxshi tushunаmiz, аgаr jаmiyаt hаyоtining tаnаsi iqtisоdiyоt bо‘lsа, uning jоni vа ruhi –
mа’nаviyаtdir. Biz yаngi О‘zbеkistоnni bаrpо еtishdа аnа shu ikkitа mustаhkаm ustungа, yа’ni,
bоzоr tаmоyillаrigа аsоslаngаn kuchli iqtisоdiyоtgа hаmdа аjdоdlаrimizning bоy mеrоsi, milliy
vа umuminsоniy g‘оyаlаrni mujаssаm еtаdigаn kuchli mа’nаviyаtgа tаyаnаmiz”.

Ma’naviy­ma’rifiy ishlar – keng ommani ma’naviy va ma’rifiy jihatdan tarbiyalash,

ularning umumiy ma’naviy saviyasini yuksaltirish, ijodiy qobiliyatlarini rivojlantirish, bo‘sh
vaqtlarini samarali o‘tkazishga ko‘mak beruvchi tadbirlar tizimini ifodalovchi tushuncha.

Ma’naviy­-ma’rifiy ishlar mazmuni, maqsad-muddaolari har bir zamon va makonning

ijtimoiy, siyosiy, iqtisodiy, madaniy-ma’rifiy, g‘oyaviy, mafkuraviy xususiyatlariga chambarchas
bog‘liq holda shakllanadi. Ma’naviy-ma’rifiy ishlar tushunchasi keng ma’noda o‘quv
muassasalari ta’lim-tarbiya maskanlari, klublar, axborot-resurs markazlari, madaniyat va istirohat
bog‘lar faoliyatini qamrab oladi. Bunda muzey, kinoteatr, teatr va boshqa madaniy-ma’rifiy
muassasalar, shuningdek, OAV (gazeta, jurnallar, Internet, radio, TV) muhim o‘rin tutadi.Asrlar
o‘tishi bilan ma’naviy­ma’rifiy ishlar muassasalarining keng tarmog‘ining tashkil etilishi,
ularning o‘sishi va takomillashuvi bilan unga rahbarlik qilish jarayoni ham mukammallashib
borgan. Inson dunyoqarashini shakllantirish, ma’naviy-axloqiy tarbiya, g‘oyalar targ‘iboti,
iqtisodiy bilimlarning ilmiy-texnikaviy targ‘ibot-tashviqoti, estetik va jismoniy tarbiya, badiiy
havaskorlik, madaniy dam olishni tashkil etish, yosh iste’dodlarni har tomonlama qo‘llab-
quvvatlash ma’naviy-ma’rifiy ishlarining turli yo‘nalishlaridir. Ezgulik va mehr-oqibat,
ulug‘vorlik va go‘zallik, vijdoniylik va mehr-shafqat, boshqalarga hurmat hamda tabiat bilan
uyg‘unlikni saqlash kabi ma’naviy xislatlar har bir kishiga asta-sekin, tadrijiy ravishda
ma’naviy­ma’rifiy ishlar orqali singdirib boriladi. Ma’naviy­ma’rifiy ishlar jarayonida o‘quv va
klub muassasalarida an’anaviy shakllar (suhbat, muloqot, ma’ruza, spektakl, konsertlar,
she’rxonlik) bilan birga mavzuli kechalar, kitobxonlar konferensiyalari va boshqa tadbirlar
uyushtiriladi. Ma’naviy­ma’rifiy ishlar bo‘yicha mutaxassislar universitetlar, pedagogika va
madaniyat institutlari, madaniyat va san’at kollejlarida tayyorlanadi.

Sobiq ittifoq davrida ma’naviy-ma’rifiy ishlar totalitar-mafkuraviy faoliyatning mustaqil

sohasi sifatida shakllangan bo‘lsada, ma’naviyat-ma’rifat masalalariga noto‘g‘ri munosabat
yuritilgan, unga sarflanadigan mablag‘ doimo boshqa sohalardan kam bo‘lgan.

Insonning to‘laqonli hayoti uchun zarur bo‘lgan maktablar, kutubxonalar, teatr va boshqa

ma’naviyat o‘choqlarini ko‘paytirish, ular sharoitini yaxshilash masalasiga jiddiy e’tibor
berilmagan. Keyingi yillarda milliy g‘oyani shakllantirish, an’analarni qadrlash, urf-odatlar,
milliy qadriyatlarni tiklash borasida ulkan ishlar amalga oshirildi. Ma’naviyat va ma’rifat
sohalarida faoliyat yuritayotgan o‘qituvchilar va shifokorlar, olimlar va ziyolilar, madaniy
oqartuv muassasalari va boshqa sohalardagi mutaxassislarning ijodiy faoliyati uchun keng
imkoniyatlar yaratildi. Hozirgi zamon, hayot talabiga binoan ma’naviy-ma’rifiy ishlarni yangi,
davr talabi va manfaatlariga mos takomillashgan tizimi shakllantirildi. Bunda ta’lim tizimi,
muzeylar, madaniyat uylari va saroylari, axborot resurs markazlari, madaniyat va istirohat
bog‘lari ommaviy muassasalar sifatida millionlab aholiga ma’naviy-ma’rifiy xizmat
ko‘rsatmoqdalar. Yurtimizda ma’naviy-ma’rifiy muhitni yanada yaxshilash, ming yillar
mobaynida uning bag‘rida sayqallanib kelayotgan ibratli an’ana va qadriyatlarni targ‘ib-tashviq
etish borasida ko‘plab tadbirlar tashkil etilmoqda. Shu mavzuda ilmiy-ommabop, publitsistik
asarlar, hujjatli filmlar va teleko‘rsatuvlar yaratilib, turli ko‘rgazmalar tashkil qilinmoqda. Bu
sohadagi ma’naviy­ma’rifiy ishlarning yo‘nalishi har bir kishi ongi va qalbiga milliy g‘oyani
singdirish, barkamol avlodni voyaga yetkazish, ezgulik, bag‘rikenglik, insonparvarlik, mehr-
oqibat, iymon-e’tiqodni tarbiyalashga, ma’naviyatning milliy-etnik asoslari va zamonaviylikni
uyg‘unlashtirishga qaratilgan.Ma’naviy-ma’rifiy tadbirlar samaradorligi joylarda amalga
oshirilayotgan ma’naviy­ma’rifiy tadbirlar samaradorligi va tarbiyaviy ishlardan kutilgan
natijaga erishilganini ifodalaydigan tushuncha. Shu soha xodimlarining faoliyati va tarbiyaviy
salohiyatidan unumli foydalanish darajasining ko‘rsatkichidir. Bu maqsadga erishish uchun
ma’naviy-ma’rifiy tadbirlarni ta’lim jarayoni bilan uyg‘unlashtirish va ulardan samarali
foydalanish muhim ahamiyat kasb etadi. Ta’lim-tarbiya jarayonida ma’naviy-ma’rifiy tadbirlar
samaradorligiga ta’sir o‘tkazuvchi omillarning harakat qilish mexanizmlari va xususiyatlarini
aniqlash, ulardan unumli foydalanish, ma’naviy-ma’rifiy tadbirlar orqali yoshlarni milliy va
umumbashariy qadriyatlarga sadoqat ruhida tarbiyalash g‘oyat muhim vazifalardan biridir.
Ma’naviy­ma’rifiy tadbirlar samaradorligi yuqori bo‘lishi uchun ularni tayyorlash va o‘tkazish
jarayonida yoshlarda tarbiya va o‘zini o‘zi tarbiyalash hissini shakllantirish va rivojlantirish
tashkilotchining diqqat markazida bo‘lishi lozim. Ta’lim tizimidagi ma’ruza, amaliy
mashg‘ulotni ma’naviy-ma’rifiy tadbirlar bilan uyg‘unlashtirish, bir tomondan, ta’lim
samaradorligini oshirsa, ikkinchi tomondan, ta’lim va tarbiyaning uzviyligini ta’minlashga
xizmat qiladi. Ma’naviy-ma’rifiy tadbirlarni tayyorlash hamda o‘tkazishga yoshlarni keng jalb
qilish ularda tuyg‘udoshlik hissini uyg‘otadi va bu holat o‘tkazilgan tadbirning tarbiyaviy
samaradorligini yanada oshiradi. Ma’naviy-ma’rifiy tadbirlardan ma’naviy-axloqiy tarbiyada
samarali foydalanishning muhim sharti shuki, bunda har bir kishining xususiyatlari, muayyan
voqea-hodisaga nisbatan fikri qay darajada shakllanganini hisobga olish lozim.Ta’lim
muassasalarida ma’naviy-ma’rifiy tadbirlarni rejalashtirish, tashkil qilish, tayyorlash va
o‘tkazishga talaba-yoshlarni keng jalb qilish, ayniqsa, mavzu tanlash, reja tuzish, ssenariy
tayyorlash, tadbir o‘tkaziladigan xonalarni jihozlash kabi yumushlarni talabalarning o‘zlariga
topshirish lozim. Ma’naviy­ma’rifiy tadbirlar samaradorligining oshishi o‘quv yurtlarida
o‘tkaziladigan ma’naviy-ma’rifiy tadbirlarning reja va ssenariylari professor-o‘qituvchilar yoki
o‘quv yurti xodimlari tomonidan tuzilgan taqdirda ularni talabalar muhokamasidan o‘tkazish va
muhokama jarayonida bildirilgan fikrlarning inobatga olinishga ham bog‘liq ma’naviy­ma’rifiy
tadbirlar samaradorligini oshirish maqsadida o‘quv yurtlarining ma’naviy-ma’rifiy muassasalar
bilan hamkorligini mustahkamlashning ahamiyati katta.

Bunday hamkorlik, bir tomondan, madaniy-ma’rifiy muassasalarni auditoriya,

tomoshabin bilan ta’minlashga, ikkinchi tomondan, ma’naviy-ma’rifiy tadbirlarning
ta’sirchanligi va samaradorligini oshirishga ko‘maklashadi. Qolaversa, ma’naviy­ma’rifiy
tadbirlar samaradorligi tadbirlarning mazmunan milliy ma’naviy-axloqiy qadriyatlarimiz, milliy
g‘oya va madaniyatimiz, ma’naviy merosimiz bilan uyg‘un holda hamda zamonaviy shakllar va
interaktiv uslublar asosida tashkil etilishiga bog‘liq.
