This article reveals the scientific and philosophical aspects of the stability of society in the positive aspects of the spiritual and moral factors of the National idea to social development. Spiritual and moral factors are based on the fact that at a new stage of the development of our society, a person is the skills necessary for a new life, accompanied by a change in the spiritual worldview. The awareness of the national identity in society, the formation of national feelings-a substantive feature of the National idea: the fact that it is from the conditions of stability is scientifically based.

The main purpose of the research is to highlight the theoritical background of the specific features of budget rules in ensuring macroeconomic stability.
The article highlights the benefits of Japan's development model among the global community. The standard of living of the population has grown significantly. Building, Japan is currently a leader in the automotive industry, new manufacturing technologies, scientific and technical research and computer, electrical equipment, not only in the region, but throughout the world. Today, Japan had the opportunity to pursue a relatively free policy in US foreign policy outside the influence of the United States. In the 1980s, a period of revival of Japanese foreign policy began. The main reason for the new aspirations was the growth of economic ties with the PRC, the end of the Cold War and the desire of the Japanese leadership to coordinate the political path with economic power. Japan began to participate in UN-led peacekeeping operations, and in October 1992, for the first time in a UN peacekeeping operation, launched its country's engineering battalion in Cambodia and launched several political initiatives to resolve the Cambodian conflict. Three pillars of Japanese foreign policy: a) promoting stability and world peace; b) developing countries; (c) the welfare of every citizen of the world community. Taking advantage of the economic power of Japan and its active participation in the United Nations, it can raise the issue of its membership in the UN Security Council. Another reason Japan aspires to become a member of the UN Security Council is that, if it had the opportunity, to positively consider the issue of its militaristic past.
The article considers religious tolerance as the basis for ensuring internal stability and integration of the society, keeping them from upheavals, suppressing the split of nations and states. According to Article 31 of the Constitution of the Republic of Uzbekistan, “Freedom of conscience is guaranteed for all. Everyone has the right to profess any religion or not to profess anyone. Forced imposition of religious beliefs is unacceptable”. As noted in Article 61 of the Constitution, “religious organizations and associations are separated from the state and are equal before the law. The state does not interfere in the activities of religious associations”. The article considers that religion embraces various interaction processes: communication, socialization, transference of religious experience, development of ties between individual believers, between believers and the religious community, the clergy, between religious organizations of different religions. The article discusses freedom of conscience – the guaranteed constitutional right of citizens to profess any religion or not to profess anyone. As noted in Article 3 of the Law of the Republic of Uzbekistan “On Freedom of Conscience and Religious Organizations”, any compulsion is not allowed when a citizen determines his attitude to religion, to profess or not to profess religion, to participate or not to participate in religious services, religious rites and ceremonies, in receiving religious education. The involvement of minors in religious organizations, as well as the training of their religion against their will, the will of their parents or persons replacing them, is not allowed. The exercise of freedom to practice religion or other convictions is subject only to those restrictions that are necessary to ensure national security and public order, life, health, morality, rights and freedoms of other citizens. Foreign citizens and stateless persons enjoy the right to freedom of conscience and freedom of religion on an equal basis with citizens of the Republic of Uzbekistan and bear the responsibility established by law for violation of legislation on freedom of conscience and religious organizations.
This article is devoted to some features of the foreign policy of the People’s Republic of China on ensuring the stability of social and political processes in the states of Central Asia and promoting economic prosperity of the region. In particular, the essence of the Belt and Road Initiative, aimed at the consistent development of constructive, good-neighborly relations between China and the Central Asian states, as well as raising them to a new level by increasing the region’s potential, is revealed.
The article deals with one of the important issues of modern language policy in Germany where the language and cultural integration of children from families of migrants and refugees are developed. Cultural integration will also be affected. Knowledge of German and possibilities of integration are in direct connection. In view of the migration crisis of 2015–2016, when about 1,139 million refugees arrived in Germany, this issue has become particularly relevant. A large number of refugees are also able to distort the real native German language. So the observations can be noted, that the indigenous Germans began to imitate their "brothers" from the Middle East. Young people in Germany, particularly Germans, tend to copy the accent of refugees, and the same refugees with great effort to copy the accent of the Germans. In addition to linguistic differences, there are differences in culture and religion. The specificity of cultures makes itself felt. The German government faces new problems affecting new spheres of life. The large influx of refugees undermines the country's economic, cultural and political stability. The main dissatisfaction is that the Germans increased the rate of income tax to provide refugees with all the necessary attributes for a comfortable stay in their country. At the same time, another problematic issue of the well-being of the Germans is the spread of the Islamic religion. Today in the information "ocean" there are many examples of how Islam is exposed under the wrong angle. This has a rather negative impact on the successful integration of refugees in new country. Language integration of adults and children who arrived in the country with their parents for permanent residence becomes a task of national scale. The concentration of attention in solving such disputes is explained by the fact that in a multinational country like Germany it is difficult to get along with several people at once. The article discusses the degree of effectiveness of solving the problem of language policy by the government of Germany in the post-crisis period.
The article discusses the essence and main new trends of the regional foreign policy of Uzbekistan in modern conditions. New trends in regional cooperation in the foreign policy of Uzbekistan revealed from the second half of 2016. Based on the analysis of the works of Uzbek political scientists, researchers, as well as specialists, the continuity of forms, methods, and mechanisms for ensuring stability in the Central Asian region is analyzed. It is obvious that all countries equally face the threats of terrorism, religious extremism, transnational crime and drug trafficking, the main emphasis relies on the fact that today the prospects for development stability are inextricably linked with the peace in Afghanistan. It can be seen that Uzbekistan has been resolving regional tensions on all issues, which over the years have accumulated with neighboring countries and there is a real opportunity to discuss problems, develop joint projects identified on the agenda for the region as a whole. The analysis made it possible to establish that in modern conditions, the main trend in the formation and development of regional development institutions is the course towards the integration of functions, structural ties, areas of activity, etc., both at the regional and interregional levels. The article analyzes that regional security is provided by various structures, with diverging and overlapping areas of responsibility, however, in the current conditions, specialized structures, for example, military-political blocs, are beginning to gradually transform into universal structures. Accordingly, the international legal base of regional systems is becoming more complicated, a multilevel set of norms appears. The article shows that regional institutions in Central Asia are being formed to solve regional problems. These processes testify to the degree of development of regional consciousness that such characteristics as mutual accounting and respect for interests, mutual openness and political trust have become inherent in the interstate relations of Central Asian countries. The above processes are only at the initial stage and require constant study.
