Annotatsiya. O‘zbekistonda ta’lim tizimini rivojlantirish sharoitida uzluksiz ta’lim tizimini

masalalariga keyingi yillarda olib borilayotgan islohotlar yoritilgan.

MANAGEMENT APPROACHES

Abstract. In the context of the development of the education system in Uzbekistan, the issues

СОВЕРШЕНСТВОВАНИЕ УПРАВЛЕНИЯ СИСТЕМОЙ НАРОДНОГО

ОБРАЗОВАНИЯ НА ОСНОВЕ СОВРЕМЕННЫХ ПОДХОДОВ К УПРАВЛЕНИЮ

Аннотация. В контексте развития системы образования в Узбекистане освещены

проводимые в последующие годы реформы по вопросам создания системы непрерывного
образования, кардинального обновления ее содержания и повышения качества
образовательного процесса.

Ключевые слова: образование, управление, бюджет, стандарты, личность.

Hozirgi kunda jahon ilmiy hamjamiyati tomonidan ta’lim tizimlari boshqaruvini amalga

oshirishda bir nechta nazariy modellar ishlab chiqilgan (1-rasm).

Rasmiy modellarning asosiy tamoyili – tashkilotlar o‘zining tashkiliy jihati va shakli

bo‘yicha ierarxik tizimga asoslangan bo‘lib, unda boshqaruvchilar ratsional yo‘lni tanlaydi, ya’ni
kelishilgan maqsad sari faoliyat olib borishadi.

Rahbarlar tashkilot doirasida maqomi va egallab turgan lavozimidan kelib chiqqan holda

rasmiy belgilangan vakolatlari doirasida faoliyat yuritadi.

Ta’lim sohasi, uni rivojlantirish bugungi kunda davlat siyosatiga ko‘tarilgan masalalardan

biri bo‘lib kelmoqda.

Ta’lim tizimini isloh qilish ma’naviyatli, yetuk kadrlarni tayyorlash asosiy vazifalardan

biriga aylangan.

Respublikamizda joriy qilingan ta’lim tizimini yanada rivojlantirish, uning samaradorligini

oshirish, xalq ta’limi tizimida ta’lim sifatini baholash sohasidagi xalqaro tadqiqotlarni tashkil
etish, xalqaro aloqalarni o‘rnatish, o‘quvchi-yoshlarning ilmiy-tadqiqot va innovatsiya faoliyatini,
eng avvalo, yosh avlodning ijodiy g‘oyalari va ijodkorligini har tomonlama qo‘llab-quvvatlash
hamda rag‘batlantirish maqsadida yurtimizda turli qonun va qarorlar qabul qilingan.

Ma’lumotlarga ko‘ra, Xalq ta’limi tizimiga davlat byudjetidan 2019 yilda 7,04 trillionga,

2020 yilda 8,46 trillionga, 2021 yilda 9,67 tirillionga va 2022 yilda 11,60 trillionga yaqin
mablag‘ sarflandi.

Yoki byudjet

mablag‘larining ajratmalari 2022 yilda 2019 yilga nisbatan 4 552,9

mlrd.so‘mga yoki 64,7 foizga ortgan. Bu esa xalq ta’limi tizimining boshqaruv hamda moliyaviy
iqtisodiy holatiga ijobiy ta’sir ko‘rsatgan.

“Yangi O‘zbekiston – maktab ostonasidan boshlanadi”, degan g‘oya asosida umummilliy

ta’lim-tarbiya tizimini tubdan isloh qilishga kirishilgani, Davlatimiz rahbarining “O‘zbekistonning
yangi taraqqiyot davrida ta’lim-tarbiya va ilm-fan sohalarini rivojlantirish chora-tadbirlari
to‘g‘risida”gi farmoni, “Ta’lim-tarbiya tizimini yanada takomillashtirishga oid qo‘shimcha chora-
tadbirlar to‘g‘risida”gi qarori asosida izchil islohotlarning amalga oshirilayotgani kecha va bugun
orasidagi tafovutni yanada yorqinroq aks ettirish maqsadida quyidagilarni asosiy yo‘nalishlari etib
belgilanmoqda:

-o‘qituvchi kasbi nufuzini oshirish, ularga munosib mehnat shart-sharoitlar yaratish;
-davlat ta’lim standartlari va talablari, o‘quv rejalari hamda darsliklarni takomillashtirib

borish;

-o‘quvchilarni zamonaviy kasblarga yo‘naltirish tizimini yaratish, kasbiy ko‘nikmalarni

shakllantirib borish;

-xalq ta’limi sohasida boshqaruv tizimini raqamlashtirish, o‘quv jarayonlariga axborot-

kommunikatsiya texnologiyalarini keng joriy qilish, elektron ta’lim resurslarini yaratish;

-xalq ta’limi muassasalarining moddiy-texnika bazasi va infratuzilmasini mustahkamlash,

yangi o‘quvchi o‘rinlarini yaratish, nodavlat ta’lim muassasalarini tarmog‘ini kengaytirish.

2025 yilga qadar o‘quvchilarni milliy baholash (National Learning Assessment System-

NLAS) tizimini joriy etish rejalashtirilmoqda. Shuningdek, ta’lim sifatini baholash bo‘yicha
xalqaro tadqiqotlar (PIRLS, TIMMS, PISA) natijalari hamda milliy baholash tizimi joriy etish
asosida ta’lim jarayonlarini doimiy takomillashtirib boriladi.
