The information area of the problem, the factors influencing the problem statement, and the classification of performance indicators of management decisions are described here. Based on a number of theoretical considerations for evaluating the effectiveness of management decisions, conclusions are drawn on the issues of ensuring the implementation of management decisions and increasing their impact on management effectiveness.
This article examines the factors that influence the provision of stable economic growth of a country. The share of regions in the republic's GDP is analyzed and the corresponding conclusions are made. Including, based on the opinion of scientists-economists, author's definitions are given for some economic terms. The article examines national and foreign experience in judicial protection of exclusive rights to intellectual property. The role and specificity of judicial protection, the legal framework regulating this sphere, the effectiveness of national legislation, relevance to the judiciary, judicial statistics in this matter, case law and the experience of foreign countries are analyzed in order to come up with the methods of protection of exclusive rights to intellectual property.
The socio-economic and legal consequences of the settlement of intellectual property disputes are presented as one of the most pressing issues in the work of the courts in the light of the fact that the issue of intellectual property rights is becoming a serious social problem in Uzbekistan and all around the world.
Based on in-depth analysis of the world experience on how the issue of jurisdiction of intellectual property cases is resolved, it is concluded that the establishment of separate courts specializing specifically in intellectual property disputes will result in resolving disputes without delay in a fair and reasonable manner.
The article differentiates between two categories of problems in the consideration of intellectual property issues in court practice. The first type of problems is related to subjective factors, while the second is demonstrated to comprise objective difficulties. Subjective problems comprise of the courts lacking the experience to resolve all disputes involving intellectual property rights. Alternatively, the objective factors are stated to entail the lack of clear legal framework or underdevelopment of single court practice regulating this category of cases.
Therefore, it is concluded that the establishment of specialized courts in Uzbekistan specifically dealing with intellectual property disputes is justified by the development of social relations based on a market economy and the growing importance of intellectual property in the life of the state and society. In this regard, it is argued that the process of formation of a panel of judges in the Supreme Court of the Republic of Uzbekistan should entail a system of retraining and advanced training of judges in the field of intellectual property rights in cooperation with the World Intellectual Property Organisation and the Intellectual Property Agency.
Taking comparative research methods as a basis, it is suggested that the Civil Procedural Code of the Republic of Uzbekistan, the Economic Procedural Code of the Republic of Uzbekistan, the Code of the Republic of Uzbekistan on Administrative offences should include a chapter devoted to reflection of the specifics of litigation of intellectual property rights, claims, lawsuits, deadlines for appeals and other procedural deadlines, norms that cover all aspects of such disputes differentiating them from other types of cases, as well as, the issue of developing the norms regulating the administrative liability for offences in the field of intellectual property rights and the criminal liability for illegal use of intellectual property rights is also justified
Torsion and necrosis of the omentum strand is a casuistic disease and occurs in 0.06% – 0.14% of all urgent surgical pathologies in the abdominal organs. Taking into account the rare occurrence and the absence of a characteristic symptoms complex in the torsion of the omentum strand the preoperative diagnosis is correctly established in single cases. The etiology of the development of this pathology remains amystery in modern medicine and attracts more interest in itself due to the difficulty in diagnosis namely in the preoperative period. There are predisposing factors (adhesions in the abdominal cavity, ventral hernia, obesity, chronic inflammation of the abdominal organs) and producing factors (physical activity, eating a large amount of food, a sharp increase in intra-abdominal pressure or sudden contraction of the muscles of the anterior abdominal wall). Most often, the clinic of torsion of the omentum strand simulates such abdominal pathologies as acute appendicitis, acute intestinal obstruction of adhesive etiology, acute cholecystitis. The methods of dealing with cybercrime and factors for achieving a positive result are considered in the article, in order to analyse the current state of cybercrime. The author, pointing out the problems, faced by investigators in the investigation of cybercrimes, comes to the conclusion that it is necessary to improve this law enforcement activity. Particular attention is paid to a comprehensive study of problems relating to criminal-legal qualification, criminal-procedure procedures for conducting investigations, forensic techniques and tactics, intelligence-gathering and international cooperation. All this is aimed at optimizing the mechanism for conducting investigative, procedural and investigative actions to detect, record and verify digital evidence electronically. This work highlights and describes the salient features of the study of scientific, theoretical and practical problems relating to the law enforcement activities of officials of State investigative bodies, criminal investigation agencies, experts and specialists, those responsible for detecting and investigating cybercrime. The article clarifies the characteristics of the target of the attack, as expressed in the information stored on the technical media of information systems and transmitted through the communication channels of the global Internet. The author generalizes the material on the subject under study and introduces the term «investigation technology», which most fully reflects the complex mechanism, the intersectoral approach (criminal law, criminal procedure, forensics, investigative activities, forensic expertise, international criminal law, legal psychology, etc.) in the procedure of pre-trial criminal proceedings in criminal cases involving offences committed in cyberspace. The views of domestic and foreign scientists on the criminal, criminological, forensic, intelligence and international legal characteristics of cybercrime are presented. Considerable attention is paid to the subjective and objective factors contributing to the commission of the criminal acts in question, and examples are given of the most common types. The conclusion contains a list of the causes that contribute to the commission of these crimes and author’s proposals to improve the algorithm of law enforcement in the detection and investigation of cybercrime
At the moment, the Middle East remains one of the most explosive regions in the world. Today, Syria has become a kind of center for the global political crisis. This article explores the political prerequisites for the emergence and development of a regional problem, reveals its features, and analyzes the external factors that have had and are affecting the evolution of the Middle East problem. The preconditions for the growth of conflict potential and the intensification of the struggle for influence in the Middle East are studied. The role of Syria in the framework of the rivalry of leading Arab countries and Iran for regional leadership is examined and conclusions are drawn about the goals pursued by them in the Middle East. The issues of the formation of Syria's foreign policy are investigated, the influence of the Palestinian factor on its regional policy is analyzed, the position of Syria on the Lebanese problem is revealed. A number of factors are analyzed that influence the evolution of Syria's foreign policy in the new geopolitical situation in the region.

The article analyzes the main factors and conditions that influenced the formation of relations between Turkey and Syria in the 1990s, and discusses the reasons for the competition that these countries have created in protecting their interests in the region. The development and implementation of Syria's foreign policy towards Turkey and the attitude of Damascus to large hydropower projects planned by the Turkish government in the region are disclosed. The article shows the negotiations of Syrian officials with the Kurdish Workers' Party and the sharp refusal of the Ankara administration to do so. At the same time, Syria's policy towards strengthening Turkish-Israeli relations and the influence of the Turkish-Israeli military alliance on the intensification of its foreign policy towards the Arab countries were analyzed. Preventive measures to counter the military cooperation agreement signed between Turkey and Israel proved to be an important element of Syria's Middle East foreign policy in the 1990s. The reasons for the political confrontation between Turkey and Syria are discussed in the dynamics of its change in the 1990s, thereby assessing the evolution of the policy of the two countries in the region.
