This article analyses theoretical bases of the migration process on the basis of national and foreigner scientists` contemplative thoughts, moreover, author`s proposals and recommendations on the improvement of theoretical sides of migration are expounded. In particular, the article analyzes the statistics of regulation of migration processes and the views of scientists on such concepts as migration, illegal migration, migration process, internal and external migration. The author emphasizes that the concept of migration is interconnected with the concepts of “illegal migration”, “migration management”, “mechanisms of migration regulation” and “activities related to migration processes” based on scientific, theoretical and legal norms.
The article also discusses the views of scientists on migration in order to improve the scientific and theoretical basis for regulating migration processes. The final part of the article gives the author's definition of the concepts of “migration”, “illegal migration”, “migration process” and "migration control”, which serve to strengthen the theoretical and legal foundations of migration.

It is worth noting that today's intellektual migration has become an integral part of the World Economic Relations. The more serious impact international labour migration has on the level of development and the indicators of statistical data around the world, intellektual migration has made its social and economic appearance completely unique. While labor migration has affected ethnic and religious factors, ual migration has linked professional activity to talent and ability. As the process of migration is studied by the state migration centers, the regulation of the migration policy is used by various bureaucratic bodies to slow down its possibilities, but this can stop the ongoing processes only for a certain period of time, which can not be the main task of getting out of the problem, since bureaucratic measures adversely affect.
The article reveals the current participation of the Republic of Uzbekistan in global migration on the basis of official documents and statistics. The role of Russia in the labor migration of Uzbeks, cooperation between the two countries, new measures have been identified. The pros and cons of labor migration are justified. In the article, the author expresses his attitude to the process of feminization in migration. It is analyzed that Uzbekistan, as an integral part of the world community, is actively involved in labor migration.
At the same time, it was noted that a system of employment has been created in the country, and the decisions taken in this regard are given.

The article deals with one of the important issues of modern language policy in Germany where the language and cultural integration of children from families of migrants and refugees are developed. Cultural integration will also be affected. Knowledge of German and possibilities of integration are in direct connection. In view of the migration crisis of 2015–2016, when about 1,139 million refugees arrived in Germany, this issue has become particularly relevant. A large number of refugees are also able to distort the real native German language. So the observations can be noted, that the indigenous Germans began to imitate their "brothers" from the Middle East. Young people in Germany, particularly Germans, tend to copy the accent of refugees, and the same refugees with great effort to copy the accent of the Germans. In addition to linguistic differences, there are differences in culture and religion. The specificity of cultures makes itself felt. The German government faces new problems affecting new spheres of life. The large influx of refugees undermines the country's economic, cultural and political stability. The main dissatisfaction is that the Germans increased the rate of income tax to provide refugees with all the necessary attributes for a comfortable stay in their country. At the same time, another problematic issue of the well-being of the Germans is the spread of the Islamic religion. Today in the information "ocean" there are many examples of how Islam is exposed under the wrong angle. This has a rather negative impact on the successful integration of refugees in new country. Language integration of adults and children who arrived in the country with their parents for permanent residence becomes a task of national scale. The concentration of attention in solving such disputes is explained by the fact that in a multinational country like Germany it is difficult to get along with several people at once. The article discusses the degree of effectiveness of solving the problem of language policy by the government of Germany in the post-crisis period.

Information space and new technology opportunities create a new system of legal relations that provide the basis for remote fulfillment of tasks from anywhere in the world by the labor migrant without leaving their home country. Naturally, this places new legal regulation-related tasks on the state and non-governmental organizations. In the light of such a rapid development of globalization, it is impossible to avoid the reality. In these relations, which is organized on the basis of the Internet technology, the database (information) becomes the main mechanism of the virtual labor market. Any person whose work results are displayed as information can apply the right to work virtually. Digitization, international norms regulating the field of virtual labor migration and the experience of foreign countries shows that currently, the international legal norms in the field of virtual labor migration is lagging behind. The analysis of the ILO documents shows that the they are limited to the protection of the rights of labor migrants who are engaged in works organized in the traditional way. They do not take into account the possibility of improving the labor of the migrants, which is organized on a virtual basis. This is an urgent issue and should be resolved by international organizations in the near future.
