tarmoqlarning shakllanishi bilan bog‘liq bo‘lgan inson kapitalini rivojlantirish uchun maqbul
shart-sharoitlarni yaratish, mehnat taqsimotining nisbatan yuqori darajasini ta’minlash
bo‘yicha xo‘jalik faoliyatining turli yo‘nalishlarini qamrab oladi.

A METHODICAL APPROACH TO EVALUATING THE EFFICIENCY OF SERVICE

ENTERPRISES

Abstract.

In this article, the socio-economic development of the service sector is based on

its content, the improvement of the well-being and quality of life, the creation of optimal

МЕТОДИЧЕСКИЙ ПОДХОД К ОЦЕНКЕ ЭФФЕКТИВНОСТИ ПРЕДПРИЯТИЙ

СФЕРЫ УСЛУГ

Аннотация.

В данной статье социально-экономическое развитие сферы услуг по

своему содержанию направлено на повышение благосостояния и качества жизни,
создание оптимальных условий для развития человеческого капитала, связанного с
формированием современных производств. , относительное распределение рабочей силы
охватывает различные направления экономической деятельности, обеспечивая высокий
уровень.

Iqtisodiyotning transformatsiyalashuvi sharoitida xizmatlar sohasi iqtisodiy jihatdan sanoat

ishlab chiqarishiga qaraganda ancha samaralidir, chunki xizmatlar sohasida boshlang‘ich
faoliyatni amalga oshirish kamroq mablag‘larni talab qilib, kapitalning aylanish tezligi ancha
yuqori hisoblanadi.

Hozirgi vaqtda xizmat ko‘rsatish korxonalarini doimiy tarzda barqaror rivojlanishi hamda

xizmat ko‘rsatish intensivligini ta’minlashda samaradorlikni oshirishning ijtimoiy-iqtisodiy
mexanizmini takomillashtirish alohida masala hisoblanadi. Shunga ko‘ra, xizmat ko‘rsatish
korxonalari faoliyatining samaradorligini oshirish hamda ular faoliyatining ijtimoiy-iqtisodiy
mexanizmini takomillashtirishda mehnat jarayonlari intensivligi va mehnat unumdorligini

oshirish, resurslardan samarali foydalanish, mehnat salohiyati samaradorligini ta’minlash,
ko‘rsatilayotgan xizmatlar sifati va natijadorligini oshirish, iste’molchilarning talab va
ehtiyojlarini to‘liqroq qondirish bilan bog‘liq masalalar soha rivojlanishining muhim muammolari
hisoblanadi.

Ma’lumki, hozirgi vaqtda barqarorlikni ta’minlashning muhim omili bo‘lib, iqtisodiy

munosabatlarni amalga oshirishning uslubiy bazasini takomillashtirish hisoblanadi.

Rivojlangan bozor iqtisodiyotiga asoslangan mamlakatlar iqtisodiyotida ro‘y berayotgan

tub o‘zgarishlar samaradorlik tushunchasiga ham nazariy ham amaliy jihatdan yangicha
yondashuvni zarurat etmoqda. XX asrning so‘nggi yillaridan boshlab xorijiy adabiyotlarda servis
(xizmat ko‘rsatish) faoliyati samaradorligi ko‘rsatkichlarini ilmiy jihatdan tadqiq qilishga keng
ko‘lamda kirishildi.

Ushbu tadqiqotda shu muammolarning echimiga e’tiborimizni qaratmoqchimiz. Xorijiy

mamlakatlarda chop qilingan ilmiy ishlarda servis faoliyati samaradorligi ko‘rsatkichlari ko‘proq
resurs-sarf yondashuvi asosida tahlil etilgan. Bunda unumdorlik va samaradorlik ko‘rsatkichlari
bir xil iqtisodiy kategoriya sifatida yondashilgan. Shu sababli xorijiy mamlakatlarda servis
faoliyati samaradorligini tavsiflashda mehnat unumdorligi ko‘rsatkichlaridan foydalanilgan.

Servis faoliyati samaradorlik ko‘rsatkichlarini ifodalashda unumdorlik statistikasidan

foydalanish ilmiy jihatdan to‘g‘ri, chunki, birinchidan, samaradorlikni talqin etishda unumdorlik
ko‘rsatkichlaridan foydalanish zarurati salbiy holatlarni keltirib chiqarmaydi. Ikkinchidan, o‘z
navbatida servis iqtisodiyoti sharoitida olingan ma’lumotlar tahliliga ko‘ra, amaliyotda faoliyat
samaradorligini baholashda kengaytirilgan tarzda yondashuvni maqsadga muvofiqligini asoslaydi.

Ma’lumki, iqtisodiy samaradorlik ijtimoiy-iqtisodiy tizim samaradorligining muhim

ko‘rsatkichi bo‘lib, hisoblanadi. Shunday ekan, amaliyotda muayyan darajada iqtisodiy
samaradorlik tamoyili qo‘llab-quvvatlanadi. Chunki hamma vaqt ham natijalar va xarajatlar
kutilgan miqdoriy o‘zgarishlarga olib kelmaydi; xarajatlar va natija o‘rtasida qat’iy korrelyasion
bog‘liqlik mavjud bo‘lmaydi. Shuning uchun maqsadga muvofiq tarzda samaradorlikni
aniqlashning o‘zaro bog‘liq shakllarini birga qo‘shish va maqsadli ehtiyojlar va iqtisodiy vaziyat
bilan tahlilni ishlab chiqish kerak.

Maqsad yoki natijada ehtiyojlarni aks ettirish darajasini ifodalovchi ehtiyojlar

samaradorligi shuni ko‘rsatadiki, agarda personalni baholash tizimining maqsadli
yo‘naltirilganligida baholash ob’ektlari va sub’ektlar ehtiyojlari hisobga olingan bo‘lsa hamda
tizim shakllanishi natijasida uning barcha elementlari ehtiyojlari realizatsiya qilinsa, u holda uni
samarali deb hisoblash mumkin.

Samaradorlikning boshqa shakli personal ehtiyojlarining qondirilish darajasi tahlilini

nazarda tutuvchi ijimoiy samaradorlik hisoblanadi. Baholash tizimi ko‘p elementli tarkibni o‘zida
namoyon etadi, shuning uchun uning samaradorligini tahlil etishda tashkiliy tarkib ehtiyojlari va
manfaatlarini hisobga olish zarur: sub’yektlar (rahbarlar) va ob’yektlar (alohida shaxslar),
personalni boshqarish tizimi, tashkilotlar, tashqi muhit.

Samaradorlikni baholash tizimini aniqlash turli xil tomondan o‘tkazilishi mumkin:

-

tadbirkorlik tuzilmalari ehtiyojlari nuqtai nazaridan olingan natija (samara)ni ishlab

chiqarish xarajatlari bilan solishtirish muhimligi;

-

ishchi-xodimlarni (personalni) boshqarish xizmati nuqtai nazaridan personalni

boshqarishning barcha tizimi shakllanishi va rivojlanishiga ta’sir etuvchi, amalga oshirilgan ishlar
ko‘lamini tavsiflovchi miqdoriy va sifat ko‘rsatkichlari muhimligi;

-

alohida ishchilar va rahbarlar nuqtai nazaridan shaxsan ahamiyatli maqsad, vazifalar va

ehtiyojlarga hamda qo‘l ostidagilarni boshqarish usullari va mehnat natijalarini yaxshilash
samarasiga erishish muhimligi;

-

xizmatlarni bilvosita iste’molchilari nuqtai nazaridan samaradorlik hududiy ijtimoiy va

iqtisodiy vazifalarni realizatsiya qilish bo‘yicha amalga oshiriladi (mehnat bozori bosimining
pasayishi, kasblarga talab va taklifni tartibga solish).

Mazkur holatlarni amalga oshirish darajasi tahlili natijalari bo‘yicha samaradorlikni

baholash tizimi o‘rnatiladi, biroq bu yerda ehtiyojlar ustuvorligini tanlash muammolarini yuzaga
kelishi va ularni optimal birikishi kiritilmagan.

V.Fyuks tomonidan, sanoat, qishloq xujaligi va xizmat ko‘rsatish sohasida ish bilan

bandlik taqsimoti aholi jon boshiga to‘g‘ri keladigan real yalpi ichki mahsulot bilan chambarchas
bog‘liq degan fikri o‘z tasdig‘ini topmoqda. U ta’kidlaydiki, agarda qishloq xo‘jaligi hissasi
daromadlarga talab elastikligi farqi bilan tushuntirilsa, xizmat ko‘rsatish sohasidagi o‘zgarishlar
uchinchi sector (xizmat ko‘rsatish)ni birinchi (qishloq xo‘jaligi) va ikkinchi (sanoat) sektorga
nisbatan past unumdorlik darajasi bilan ifodalanadi. Bu haqda sanoatda yalpi omilli unumdorlik
o‘sishi va xizmat ko‘rsatish sektorini rivojlanishi o‘rtasidagi yuqori korrelyasiya koeffitsiyenti
mavjudligidan dalolat beradi.

Umuman xizmat ko‘rsatish sohasida samaradorlik darajasi sanoat va qishloq xo‘jaligiga

nisbatan past darajada ekanligini ko‘rishimiz mumkin.

Tadqiqotlar shuni ko‘rsatmokdaki, bugungi kunda axborot texnologiyalari moddiy

ne’matlar ishlab chiqaradigan tarmoqlarda samaradorlikni oshishiga olib kelishini hech bir
iqtisodchi inkor qilmaydi, ammo uning iqtisodiyotning boshqa tarmoqlariga ta’siri masalalari
ochiq qolmoqda. Bunga bog‘liq holda, sanoatga nisbatan xizmat ko‘rsatish sohasida ish bilan
bandlikni yuqori ekanligini ko‘pchilik xorij iqtisodchilari xizmat ko‘rsatish sohasida
samaradorlikni__ industrial tarmoqlarga nisbatan pastligi bilan ifodalaydilar.

Bir tomondan xizmatlar yuqori texnologiyali kapital va intensiv bilim talab qiladigan

tarmoqlarni o‘zida mujassamlashtirsa, ikkinchi tomondan, past texnologiyali va ko‘p mehnat talab
qiladigan tarmoqlarni o‘zida mujassamlantiradi.

Shuningdek, xizmat sohasida yuqori malakali va yuqori ish haki oladigan ishchilar ham,

past ish haqi oladigan ishchilar ham mehnat qiladi. Bu xol albatta unumdorlik darajasini pastligiga
ta’sir qiladi.

«Samaradorlik» tushunchasi nihoyatda keng tushunchadir, u olingan samaraning sarflarga

nisbatini aks ettiradi. Samaradorlashtirish – mehnat faoliyatining u yoki bu sohasida yuqoriroq
natijalarga erishish va ushbu natijalarning birligiga sarflarni qisqartirish maqsadlarida eng yaxshi
echimlarni izlashdir.

Xizmat ko‘rsatish sohasini rivojlantirish kompleks dasturi mezonining murakkabligi uning

maqsadlari va resurslarini tavsiflovchi ko‘rsatkichlar zarurligini taqozo etadi. Bizning fikrimizcha,
O‘zbekistonda xizmat ko‘rsatish sohasi iqtisodiyotni zamonaviy tarmoqlari singari rivojlanib
borayotgan sohadir. Shunga ko‘ra, mazkur sohada faoliyat yurituvchi xo‘jalik sub’yektlari
iqtisodiy samaradorligini barcha ijtimoiy, iqtisodiy va boshqa jihatlari quyidagi mezonlarda o‘z

aksini topadi:

-

iste’molchilarning turli qatlamlariga mos xizmatlarga bo‘lgan ehtiyojlarini to‘laroq

qondirish;

xo‘jalik yurituvchi sub’ektlar tomonidan taklif etilayotgan xizmatlarni ommabopligini

ta’minlash;

-

xo‘jalik sub’ektlari faoliyatlarining natijadorligini oshirish;

-

sarflarning nisbiy darajasini pasaytirish;

-

sohada yuqori unumdorlikni ta’minlashga erishish.
Mazkur mezonlar xizmat ko‘rsatish korxonalari faoliyati samaradorligini ifodalovchi

ko‘rsatkichlar yordamida aniqlanadi. Iqtisodiy adabiyotlarda samaradorlik ko‘rsatkichlarini
turlicha: baholash miqyosi bo‘yicha, resurslardan foydalanish darajasi bo‘yicha,
ko‘rsatkichlarning ahamiyati bo‘yicha, ularning qarorlar qabul qilishdagi roli bo‘yicha,
umumlashtirish darajasi va hokazolar bo‘yicha tasniflari uchraydi.

Iqtisodiy samaradorlik ko‘rsatkichlari ikki guruhga: xususiy va umumlashgan

ko‘rsatkichlarga no‘linadi.

Xizmat ko‘rsatish korxonalari faoliyatlarining iqtisodiy samaradorligini tavsiflovchi

xususiy ko‘rsatkichlarga mehnat resurslaridan foydalanish ko‘rsatkichlari, moddiy va moliyaviy
resurslardan samarali foydalanish ko‘rsatkichlari kiradi.

Xizmat ko‘rsatish korxonalarining iqtisodiy samaradorligi ko‘rsatkichlari tizimida mehnat

resurslaridan foydalanish samaradorligi ko‘rsatkichlari alohida o‘rin egallaydi. Bizning
fikrimizcha, xizmat ko‘rsatish korxonalarida mehnat unumdorligi darajasi va dinamikasi (natural
va qiymat ko‘rsatkichlari); o‘rtacha

mehnat haqi; bir xodim hisobiga to‘g‘ri keladigan xizmatlar hajmining o‘sish sur’ati va

mehnatga haq to‘lash sur’atining nisbati; mehnat haqining bir so‘miga olingan natija
ko‘rsatkichlari tizimidan foydalanib, mehnat resurslaridan foydalanish samaradorligini keng
tavsifiga ega bo‘lish mumkin.

Inson har tomonlama va uyg‘un rivojlanish uchun zamin yaratishni maqsad qilib qo‘ygan

jamiyatning pirovard ijtimoiy maqsadga erishuvi ijtimoiy samaradorlikni bosh mezoni
hisoblanadi.

Ijtimoiy samaradorlikning iqtisodiyot tarmoqlari va sohalaridagi ikkinchi mezoni ijtimoiy

ishlab chiqarish samaradorligining o‘sishiga bilvosita ta’sir qiluvchi iste’mol xarajatlarini
kamaytirishdir.

Servis tizimida ijtimoiy samaradorlikni yagona mezon bilan o‘lchab bo‘lmaydi, chunki

soha ijtimoiy samaradorligining mezoni va ko‘rsatkichlari bir xil emas. Agar ijtimoiy
samaradorlikning mezoni uning mazmuni va vazifasini ifodalasa, ko‘rsatkichlari esa
samaradorlikni o‘lchash va baholash quroli bo‘lib xizmat qiladi.

Ijtimoiy samaradorlikni statik ko‘rsatkichlarini quyidagi guruhga bo‘lib o‘rganish

mumkin:

1.

Iste’molchilik talabi qondirilishini tavsiflovchi statistik ko‘rsatkichlar;

2.

Xizmat ko‘rsatish vaqtini qisqarishini tavsiflovchi ko‘rsatkichlar;

3.

Mehnat sharoiti va xarakterini yaxshilanishini tavsiflovchi statistik ko‘rsatkichlar.

Iste’molchilar talabini qondirishni tavsiflovchi ko‘rsatkichlarga, fikrimizcha quyidagilar

Mehnat sharoiti va mehnat xarakterini tavsiflovchi ko‘rsatkichlarga:

mehnat jarayonlarini avtomatlashtirish (yangi texnika va texnologiyalarni qo‘llash

darajasi);

-

xizmat ko‘rsatish korxonalari bino va inshootlarini zamon talablari darajasiga javob

berishi;

-

xizmat ko‘rsatishda ilg‘or mehnatni tashkil qilish usullaridan foydalanish darajasi;

-

korxonada foydalaniladigan texnologiya, asbob-uskuna va mexanizmlarni ilg‘orlik

darajasi;

-

servis xizmatida band bo‘lgan ishchilarning malakasi, ma’lumoti, mutaxassisligining

yuqoriligi darajasi;

-

soha uchun zarur bo‘lgan xodimlarni tayyorlash, qayta tayyorlash, ularni malakasini

oshirishni tashkil qilish darajasi.

Mazkur ko‘rsatkichlardan alohida bittasi qo‘llanilsa, umumiy natijadorlikni
ifodalamaydi. Chunki har bir ko‘rsatkich, ijtimoiy samaraning kichik bir yo’nalishinigina

xarakterlaydi. Bu ko‘rsatkichlar birgalikda qo‘llanilsa, xizmat ko‘rsatish korxonalarining ijtimoiy
samaradorligiga to‘liq baho berish mumkin.

Ko‘rsatilgan mezon va ko‘rsatkichlar orqali xizmat ko‘rsatish korxonalari faoliyatlarini

baholash, majmuaviy tahlil va strategik rejalashtirishning metodologik asoslarini yaratishda va
ularni tatbiq etishda foydalanish mumkin.
