Abstract

Annotatsiya.

ushbu maqolada Xizmat sifati va raqobatbardoshligini oshirishning milliy

iqtisodiyotning muhim tarkibiy qismi hisoblanadi. U mamlakat ijtimoiy-iqtisodiy taraqqiyotida,
xususan, ehtiyojlarini qondirishda, aholi bandligini ta’minlash, turmush darajasi va sifatini
oshirishda, davlat budjetini shakllantirishda munosib o’rin tutadi.

Shu bilan bir qatorda, xizmat ko’rsatish sohasi ko’p tarmoqli va turli yo’nalishlarda

faoliyat olib boruvchi sohadir. Xizmatlar sohasi mamlakat iqtisodiy o‘sishi, arzon ish o‘rinlari
yaratish, bandlikni ta’minlash va kambag‘allikni qisqartirishda muhim ahamiyatga ega.

Abstract.

in this article, improving service quality and competitiveness is an important

component of the national economy. It plays a significant role in the socio-economic development
of the country, in particular, in meeting its needs, providing employment, raising the standard and

НАПРАВЛЕНИЯ СОВЕРШЕНСТВОВАНИЯ ОРГАНИЗАЦИОННО-

ЭКОНОМИЧЕСКИХ МЕХАНИЗМОВ ПОВЫШЕНИЯ КАЧЕСТВА И

КОНКУРЕНТОСПОСОБНОСТИ УСЛУГ.

Аннотация.

В данной статье повышение качества услуг и конкурентоспособности

является важной составляющей национальной экономики. Он играет значительную роль в
социально-экономическом развитии страны, в частности, в удовлетворении ее
потребностей, обеспечении занятости, повышении уровня и качества жизни,
формировании государственного бюджета.

Кроме того, сфера услуг многопрофильна и действует в различных направлениях.

Сектор услуг важен для экономического роста страны, создавая дешевые рабочие места,
обеспечивая занятость и сокращая бедность.

Xizmatlar iste’molchiga xizmatning bajaruvchisi va iste’molchisi o‘rtasida tuziladigan

pudrat shartnomasi (moddiy xizmatlar uchun) va xizmat ko‘rsatish shartnomasi (ijtimoiy va
moddiy xizmatlar uchun) asosida taqdim qilinadi. Xizmatlar sifatiga shartnomalarga rioya qilish
(bajarilgan ishlar nomenklaturasi, muddatlari, ishlar sifatiga talablar) orqali baho berish mumkin.

Xizmat sifati – bu iste’molchining belgilangan va ko‘zda tutilayotgan ehtiyojlarini

qondirilishini ta’minlaydigan jarayon va xizmat ko‘rsatish shartnomalarining tavsiflari
yig‘indisidir.

Barcha taqdim etilayotgan xizmatlar huquqiy-texnik hujjatlar talablarga mos kelishi lozim.
Xizmatlar bajaruvchisi davlat standartlari, texnologik reglamentlar, sanitar, yong‘inga

qarshi qoidalar va boshqa normativ hujjatlarda belgilangan xizmatlar sifati ularning insonlar
sog‘lig‘i, atrof-muhit va mulkka xatarsizligi bo‘yicha majburiy talablarga rioya qilishi shart.

Xizmatlar sifati ularning iste’mol xususiyatlari orqali aniqlanadi, iste’molchi nafaqat

xizmat natijasini ko‘radi, balki qator holatlarda uni ko‘rsatish ishtirokchisi bo‘lib ham hisoblanadi,
chunki xizmatlar iste’molchining shaxsiy holatini inobatga olgan holda, yakka tartibda
ko‘rsatiladi.

Xizmatlar sifatini qabul qilish, iste’molchilarning psixologik xususiyatlariga bog‘liq

bo‘ladi. Iste’molchilarning shunday guruhlari mavjudki, ular zaruriy axborotni qabul qilishga,
xizmat ko‘rsatadigan xodimlar yo‘riqnomalariga amal qilishga qodir emaslar. Ular ko‘pchilik
holatlarda o‘zlarini agressiv holda tutadilar.

Xizmat korxonasi xodimlari xizmat ko‘rsatish jarayenida iste’molchilarning psixologik

xususiyatlarini tahlil qilishlari va har bir iste’molchining harakterini inobatga olgan holda xizmat
ko‘rsatishga o‘zgartirishlar kiritishga to‘g‘ri keladi.

Xizmat ko‘rsatish xodimlarining o‘zi va harakatlari xizmat ko‘rsatish sifatining elementlari

hisoblanadi.

Xizmat ko‘rsatish xodimlarining gapi mazmunli, aniq, tushunarli, bilimli bo‘lishi lozim.

Servis bo‘yicha mutaxassisning iste’molchi bilan muloqati shoshilmasdan amalga oshirilishi
lozim. Iste’molchilarga xizmat ko‘rsatish ish etiketi qoidalariga qattiq rioya qilgan holda amalga
oshirilishi lozim.

Xizmat ko‘rsatish xodimlarining muomala uslubi korxonaning xizmat ko‘rsatish turiga

mos kelishi lozim. Xizmat ko‘rsatish bo‘yicha mutaxassis yaxshi xotiraga ega bo‘lishi, konkret
iste’molchilarga xizmat ko‘rsatish uchun zarur bo‘lgan o‘z vaqtidagi va kerakli ma’lumotni to‘g‘ri
yetkaza oladagan bo‘lishi lozim. U o‘z - o‘zini nazorat qila oladigan faoliyat uslublari va
natijalarini, ishdagi kamchiliklar va sifatning kamayishi sabablarini operativ ravishda tahlil qila
olishi lozim.

Xizmat ko‘rsatish xodimi iste’molchilar bilan muomala jarayonida ularni diqqat bilan

eshtishi, assortiment va xizmat xususiyatlari to‘g‘risida ma’lumot taqdim eta bilishi lozim.

Ma’lumot har qanday iste’molchi uchun sodda, texnik jumlalar tushunarli bo‘lishi lozim.
Ehtiyojni qondirish uchun mutaxassis iste’molchiga ma’qul bo‘ladigan xizmatlarni taqdim

etishi va unga mustaqil to‘g‘ri tanlash imkoniyatini beradigan axborotni (sifat, xususiyatlari, baho,
xizmatga haq to‘lash shartlari) taqdim etilishi lozim.

Xizmat ko‘rsatish korxonasi xizmatni shartnoma shartlariga taaluqli ravishda bajarishi

kerak. Xizmatlar sifati meyoriy hujjatlar talablariga mos kelishi zarur.

O‘zbekiston Respublikasi qonuni yoki normativ huquqiy hujjatlarida xizmat sifatiga

majburiy talablar ko‘zda tutilgan bo‘lsa, unda taqdim qilinayotgan xizmatlar ushbu talablarga mos
kelishi lozim.

Hozirgi vaqtda xizmatlar sifatini oshirish muhim muammo hisoblanadi.
Xizmatlar sifatini oshirishga bir qator omillar ta’sir qiladi: xizmat bilan band bo‘lgan

xodim mehnatining sifati; ularning yetarli malaka va ko‘nikmalarga egalig darajasi; xizmat
korxonasini joylashgan o‘rni, ularning ish grafigi, zamonaviy texnika va texnologiyalarning
mavjudligi, jihozlanganligi va boshqalar.

Xizmat ko‘rsatish korxonalarida mavjud bo‘lgan kamchiliklarni bartaraf qilish, ish sifati

va samaradorligini oshrish maqsadida quyidagilarga e’tibor qaratish lozim: – xizmatlarda tarkibiy
o‘zgarishlarni amalga oshirish; – aholi ehtiyojlarini to‘liqroq hisobga olish; – sohadagi negotiv
holatlarni (xufiyona faoliyatini) oldini olish;

– xizmatni ijtimoiy ahamiyatini oshirish;
– xizmat sohasida tadbirkorlikni rivojlantirish;
– sohada yangi tashkiliy tuzilmalarni shakllanish.
Xizmat sohasida xodimlar faoliyatini tashkiliy jihatdan ta’minlashning mazmunini xizmat

ko‘rsatish sifatini oshirish bilan bog‘liq uning tarkibiy elementlari va yo‘nalishlari bilan
belgilanadi. Korxona faoliyatini tashkiliy jihatdan ta’minlash ikki yo‘nalishda: mehnatning
buyumli elementlarini tashkil etish hamda mehnatning shaxsga oid elementlarini tashkil etish
asosida amalga oshiriladi.

O‘z navbatida xizmat ko‘rsatish xodimlari faoliyatini tashkiliy jihatdan ta’minlash

elementlari quyidagilarda namoyon bo‘ladi: – tuzilmaviy bo‘linma doirasida xizmat turlariga
qarab mehnatni operatsion va funksional taqsimlash; – ish joylarini zamonaviy tartibda tashkil
etish; – xizmat ko‘rsatish me’yorlarini ishlab chiqish; – xizmat ko‘rsatish sharoitlarini yaratish; –
sohaga oid xodimlarni tanlash, tayyorlash va malakasini oshirish; – mehnatni moddiy
rag‘batlantirish; – ijtimoiy mehnat munosabatlarini tashkil etish va takomillashtirish; – xizmat
ko‘rsatishida yuqori kasbiy ko‘nikma va madaniy saviyani ta’minlash; – xizmat ko‘rsatishda
intizomga qat’iy rioya qilish.

Respublikamizda hozirgi paytda xizmat ko‘rsatish sohasining rivojlanib borishi va buning

natijasi ularoq mazkur sohada mehnat taqsimotining chuqurlashib borishi kadrlarning kasbiy
tayyorgarligini oshirish, ularni sifat jihatidan takomillashtirishini zarurat etmoqda. Bozor
iqtisodiyoti rivojlanishi sharoitida esa malakali ishchi-kadrlar tayyorlash, mehnat salohiyatini,
sifat ko‘rsatkichlarini jahon talablariga ko‘tarish tobora muhim ahamiyat kasb etmoqda. Chunki
xizmat ko‘rsatish korxonalarida xizmat ko‘rsatish sifatini oshirishining asosiy omili bo‘lib,
xodimlarning malaka darajasi va kasbiy mahorati hisoblanadi.

Sifat jihatdan talab, mutaxassislik xodimlar malakasi darajasi bo‘yicha talab quyidagilarga

asoslangan holda tahlil qilinadi: – ish jarayonida xizmat ko‘rsatish texnologik hujjatlarda qayd
qilingan ishlarni kasbiy-malakaviy bo‘lishi; – lavozimlar tarkibi, belgilangan korxona yoki uning
bo‘limlari, shtatlar ro‘yxati; – ijrochilar tarkibining kasb-malaka bo‘yicha talablar ajratib
ko‘rsatilgan turli tashkiliy, boshqaruv jarayonlarini aniq belgilaydigan hujjatlarga rioya qilishi.

Xodimlarning sifat tarkibini tahlil qilish kadrlarga bo‘lgan son va sifat ehtiyojlarini

oldindan bilish va mavjud tarkibiy talablarga to‘g‘ri kelishi uchun tadbirlar belgilash (tanlash,

ishga qabul qilish, tayyorlash, moslashish, malakasini oshirish, gorizontal va vertikal joylashtirish,
ishdan bo‘shatish va hokazo), xodimni o‘qitish va malakasini oshirish dasturini ishlab chiqarish
uchun kerak.

Yuqori texnik doiradagi raqobatbardosh xizmat ko‘rsatish uchun xodimlarning malakasi

xizmat ko‘rsatish sifatini oshirish talablariga mos kelishi zarur. Xizmat ko‘rsatish standartlariga
iste’mol talablari doimo oshib bormoqda va xizmatlarning yuqori sifatiga erishish iqtisodiyotni
diversifikatsiyalash jarayonida xizmat ko‘rsatish korxonalarining asosiy vazifasi bo‘lib kelmoqda.

Shuning uchun ham respublikani ijtimoiy-iqtisodiy rivojlantirishni maqsad qilar ekanmiz,

birinchi navbatda xizmatlar eksportining samaradorligini oshirish maqsadga muvofiq. Bu o‘z
navbatida, mintaqaga kirib keladigan xorijiy valyuta oqimini ko‘paytiradi, to‘lov balansini musbat
saldoga erishishini ta‘minlaydi, yalpi ichki va yalpi milliy mahsulot hajmini oshiradi va hokazo.
Bularning barchasi aholining turmush farovonligini yaxshilashga zamin yaratadi.
