Modernism can be regarded as a movement of thought that has emerged in Europe since the midseventeenth century and influenced the entire world. Modernism, which is based on the idea of enlightenment, has become the opposite of the traditional in every field with the Industrial revolution. Modernism, which affects all areas of society, also causes changes in the field of art and literature. Ottoman society, art and literature were not unfamiliar to this trend, which developed especially under the leadership of European thought and art. After the French Revolution, thoughts affecting the whole world raise Europe as a center. All the world's attention and face turns there. The interest of Ottoman society develops in the same direction. But in the first place, the attention of the Ottoman is for military area. Lost wars and lands, the future of the army, which has lost its former glory and power, is in the West. So the first transformation moves begin on the army. After that, change will begin in other social areas. However, it has been discussed for a long time how these developments and changes will be; in which direction they will affect society and art. The modernization of the Ottoman Empire has taken the road with the dream of capturing the west, reaching that level and living like the west. With the publication of the Tanzimat Fermanı (1839), modernization appears to have exceeded an important threshold. The expression of equality of all citizens in the edict has in some sense been the most modernist breakthrough. Therefore, despite the existence of various changes before it, the proclamation of the Tanzimat edict is considered the beginning of modernism.
The following issues are analyzed in this scientific article: the significance and historical role of establishing diplomatic relations between the Republic of Uzbekistan and Japan. The huge role of ratification of the strategic partnership agreement between two countries is also shown. The peculiar specifics of the political system of Japan, including the nature, structure and basic functions of the parliament and the procedure for holding parliamentary elections, the place and role of the emperor’s institution in the political system, as well as the cabinet of ministers, are examined. The article considers the basis of the principle of forming the Cabinet of ministers, its role in the process of reforming the political system of society, the features of the political system, in particular the formation of a multi-party system, the reasons for success as a dominant party - the Liberal Democratic Party of the country, the role of the LDP in the process of modernization of the Japanese political system, the role of the Cabinet of ministersin the political system of society, the activities of the Japanese government led by Sh.Abe in the process of updating political system, the government’s program for the development of the country's economy, as well as the specifics of the practical implementation of this program, the activities of the parliament and the cabinet to amend the Constitution of the country, in particular, on articles 1, 4, 7, 9, 41 of the Constitution. Particular attention is paid to the processes of amending Article 9 of the Constitution, which deals with the issue of legal updating of the status of the Japanese armed forces, and on the basis of these changes will complete the "idea of creating" a normal Japanese army. The cabinet’s aspirations to expand the powers of the government by improving the legal norms of the Constitution, in particular by adding a special chapter 9 to the main law, are also considered. The article also shows the prospects for the development of the political system of Japan, where in particular the main attention is paid to the role and importance of accelerated economic development in the process of improving the political system. In addition, the influence of national values and traditions of Japanese society on the positive development of the political system is examined. At the end of the scientific article, conclusions are drawn about the political and legal conditions that are created by the desire of the Japanese government for the development of the political system.

The most important legal result of the Victory was the Charter of the United Nations (hereinafter - the UN) – a universal international treaty initiated by the USSR, Great Britain and the United States (later also by the People’s Republic of China and France), aimed at saving future generations from the disasters of a new world war by creating UN mechanisms for maintaining
international peace and universal security. To implement this task, a permanent body was created - the UN Security Council, which was entrusted with the main responsibility for maintaining international peace and security. However, during the entire period of its activity, the UN Security Council was often paralyzed and could not significantly influence the world situation. This was caused by the “cold war” and the inter-bloc confrontation between the USSR and the United States, the practice of unilateral actions of states or groups of states on a range of issues assigned by the UN Charter to the exclusive competence of the Security Council.

Инфекция стремительно распространилась по всей территории Китая, и уже через месяц Всемирная организация здравоохранения (ВОЗ; World Health Organisation, WHO) признала вспышку инфекции, а 11 марта 2020 г. была объявлена пандемия.С начала января эпидемическая ситуация по COVID-19 меняется ежедневно, и, по данным ВОЗ, к концу апреля 2020 г. коронавирусная инфекция была зарегистрирована более чем в 212 странах мира, число инфицированных вирусом насчитывало около 3 272 202 человек, а смертельных исходов – 230104.
