Abstract:

In this article, conclusions and recommendations were given based on higher education, quality of education,
higher education organizations, the role and importance of modern approaches, the experience of developed
countries in improving the quality of education and the results of the conducted research.

INTRODUCTION

In the concept of development of the higher
education system of the Republic of Uzbekistan until
2030, approved in accordance with the requirements
of the Decree of the President of the Republic of
Uzbekistan No. PF-5847 of October 8, 2019, the goal
is to increase the investment attractiveness of the
higher education system, to ensure international
recognition and competitiveness. To include at least 10
higher education institutions in the republic in the list
of higher education institutions in the first 1000 places
of the ranking of internationally recognized
organizations

implementation of systematic work on, in which the
tasks of introducing modern mechanisms of state
support of these higher education institutions are
defined.

In addition, as a logical continuation of this
Concept, in accordance with the requirements of the
current regulatory document, in order to increase the
prestige of the national rating of higher education
organizations: higher education that has been
consistently occupying one of the first 3 places in the
national rating for the past 3 years granting academic
and financial independence to organizations for the
training of highly educated personnel, acceptance of
independence criteria in accordance with the standards
of the Association of European Universities; it is
established that the higher education organization that
occupies one of the first 10 places in the national
ranking will be given the authority to independently
award scientific titles in existing specialties.

Also, until February 1, 2021, until 2030, 2 higher
international ratings will be issued to the ministries
and agencies that have higher education organizations
in the system of the State Inspection of Education
Quality Control, the Ministry of Higher and Secondary
Special Education. The task of organizing the "2+500"
and "8+1000" projects was assigned to include the

educational organization in the first 500 places, and 8
higher education organizations in the list of the first
thousand places of higher education organizations.

In addition, according to the Decree of the President of
the Republic of Uzbekistan No. PD-6108, in order to
create a healthy competitive environment in the field
of higher education, to increase the level of inclusion
in higher education, the Council of Ministers of the
Republic of Karakalpakstan and regional hokims of
higher and secondary together with the Ministry of
Special Education, by September 1, 2021, each region
is tasked with establishing at least one higher
education organization on the basis of non-
governmental, including public-private partnership.

Today, new Uzbekistan is gaining its place in the
world community. Every sector in the country is being
developed in a timely and appropriate manner, and
every sector is breathing a breath of renewal. On the
basis of the public-private partnership system, the
activities of non-governmental higher education
institutions have been launched, great work is being
done to acquire modern knowledge and skills of young
people at the level of world standards, and to reveal
their abilities and talents.

Speaking about this, it is worth noting that new
higher educational institutions and branches of the
world's leading universities have been established, and
the number of higher education institutions has
reached 177. The Law of the Republic of Uzbekistan
"On Education" will undoubtedly open new horizons
in the development of this field. Because, in
accordance with it, distance, inclusive forms of
education were introduced, educational organizations
were allowed to establish joint faculties and
educational

centers

with

foreign

institutions,

introducing author's programs and teaching methods
to teachers, the right to freely choose modern
pedagogical forms, teaching and upbringing methods
was given.

Subject-related

problems

of

higher

education

institutions and their systematic elimination, rational

organization of the level of coverage with higher
education in institutions, increasing the quality and
efficiency of education, increasing the rating, image,
position, attractiveness and competitiveness of
professors, scientific and pedagogical issues of
potential and employment of graduates are reflected in
the documents of the President and the decisions of the
Cabinet of Ministers. The tasks specified in these
normative documents are included in the thesis and
researched accordingly.

According to the information of Ye.V. Yekimova,
since 2003, the development of the global ranking
system of universities has been started. ARWU -
Academic Ranking of World Universities has
analyzed 300 universities since 2003 by Shanghai
University,

organization in 2004 in "The Times Higher Education"
magazine, Webometrics - Ranking, which analyzes
16,000-20,000 universities this year, the Web of
World Universities ranking system is in Spain, the
Performance Ranking of Scientific Papers for World
Universities system, which analyzes the 500 strongest
universities, has been operating in the Republic of
Taiwan since 2007, and The World University
Ranking system, which analyzes 3,000-6,000
universities, has been operating in Britain since 2010.

Scientists say that the first international ranking
system of universities began in 1997 with the
development of the ranking of the largest universities
in the Asia-Pacific region by "Asia Week" magazine.

Also, "There are enough large HEI ratings in the
world. Since 1980, national rankings of HEIs have
been published in the USA. In this regard, D.A. In
Shtykhno's "World University Rankings", the
evaluation of the best universities in the world is
carried out based on six criteria:

1. Academic reputation (40%). This indicator is based
on surveys of professors and teachers engaged in
scientific activity, as well as heads of universities
about which educational institutions of the world are
conducting high-level scientific research in their
fields.

2. Reputation among employers (10%)

3. The ratio of teaching staff according to the number
of students (20%)

4. Citation index (20%)

5. Contribution of foreign students (5%)

6. Contribution of foreign teachers (5%) [15].

When

the

traditionally

received

offers

are

systematized, mainly, to include National University
of Uzbekistan and Samarkand State University in the
ranks of the 1000 strongest HEIs in the world, to
increase the monthly salaries of professors and
teachers working in HEIs, to make the work of the
admissions commission at a high level of transparency
organization, increasing admission rates based on state

grants for undergraduate and master's majors,
providing the authority to grant scientific degrees and
academic titles to applicants to the Higher Education
Institution,

giving

academic

and

financial

independence to the Higher Education Institution,
initiating the transformation of the Higher Education
Institution with foreign Higher Education Institutions
on the basis of the results of the contests held with the
participation of foreign professors and professors on
business trips to HEIs in the first top-300 list of
developed countries, while maintaining their monthly
salaries and jobs. It was acknowledged that the offer
to send students (masters) from Uzbekistan to study
was put forward.

In world practice, the economic activity of higher
education

institutions

has

traditionally

been

considered in a certain external framework with
certain rules of the economic situation. At the same
time, micro and macro level analysis of economic
effects has been created. Economic diagnostics related
to the analytical preparation of management decisions
and their quality improvement is a new direction of
management analysis. In general, economic diagnosis
arose as a result of the need to sharply improve the
quality of management and is directly related to the
implementation of an innovative development
strategy.

Research of scientific and practical aspects of
performing economic diagnostics, such as calculating
liquidity indicators, liability coverage ratios, solvency
ratios, profitability indicators and comparing them
with average indicators in the industry in the analysis
of the organization's financial situation in foreign
countries have been done.

Management of higher education institutions in
Uzbekistan as an economic system stems from the
complexity of this system. In particular, the use of
non-economic methods of management decision-
making by higher education institutions prevents them
from finding ways to adapt to new institutional
conditions. At present, there are not enough simple,
convenient and flexible methods of evaluating the
effectiveness of various levels of higher education
institution management.

In such conditions, the mechanism of economic
diagnostics solves the problems of adapting higher
education institutions to new market conditions.
Because management based on the principles of
economic diagnostics operates in the mode of
preventing wrong decisions. Economic diagnosis
identifies problems at different levels, performs a
complex analysis and provides a rational decision, and
is distinguished by its breadth of possibilities and
perspective. The comprehensive assessment of the
effectiveness of the higher education institution's
management process arouses interest in market
subjects and acquires topical importance.

Also, researches rich in practical advice have been
conducted for managers of higher education

institutions, such as working with students, improving
the teaching and evaluation system, quality processes,
analysis of results and conclusions. It is emphasized
that quality management and quality assurance in
higher education are interrelated processes. Economic
diagnosis is based on comparison, uses primary
information, as in analysis, and is aimed at improving
economic activity.

Foreign experience in modeling labor and higher
education services markets in Uzbekistan, evaluation
issues in the management of human capital of higher
educational institutions, approaches and methods for
evaluating the effectiveness of the management of
educational institutions, ways to improve innovative
activities in the higher education system based on
information technologies and other higher education
management issues are being conducted.

Analysis and results

Most of these scientific works are devoted to the
study of marketing and management of higher
education. Also, the unique features of the higher
education system in Uzbekistan, its integration into the
world education system and its inextricable
connection with the labor market were studied.

At the moment, problems such as analytical
support of management decisions and defining the
tasks of economic diagnostics in this process,
development of economic-diagnostic models for
management decisions of higher education institutions
and their effectiveness are gaining urgent importance.

It is known that the management is aimed at
ensuring the stability of the higher education
institution as a system and moving to the
predetermined state. The activity of a higher
educational institution (HEI) also includes economic
processes, and pedagogical and scientific processes
happen without separation from economic relations.

There is also a specific reproduction in HEI,
which is expressed in certain indicators and the
dynamics of indicators. In the economic diagnosis of
HEI, the reasons and nature of changes in other
processes are clarified by focusing on changes in
economic activity.

The economic diagnosis of HEIs is based on
information processing. In this case, the methods used
for information processing should not negate the
various quality features of the processes expressed by
the economic indicators in the object, and on the
contrary, it should identify the problems related to
these aspects.

It should be noted that the qualitative aspects of
the economic processes taking place in HEIs also serve
as a description of the extent to which the goal of
educational processes is being achieved. Summarized,
the purpose of economic diagnostics is to provide and
justify business decisions (management, financial,
organizational) with information, as a result of which

it is aimed at achieving the necessary quality of
education.

The representatives of the highly qualified staff
of Uzbekistan - the respondents are interested in the
high prestige of the higher education institution where
they work, and are also not indifferent to the inclusion
of the National University of Uzbekistan and Karshi
State University, which are currently considered the
strongest higher education institutions, among the 500
strongest higher education institutions in the world.

Conclusion

However, the professors, teachers and scientific
staff working in HEIs with such prestige, recognition,
and rating indicators are responsible for increasing the
indicators of the development index of Uzbekistan in
other areas and directions, strengthening the country's
economy, population contributes to the improvement
of the well-being and the future of our youth.

After all, in accordance with the requirements of the
current Regulation, indicators for determining the
rating of HEIs are defined, and although the HEI
ratings are calculated and announced once a year based
on them, it is appropriate to make some changes to this
rating system. In addition, one of the tasks of the
research work is to propose a group of factors that
determine the level of competitiveness of HEIs.
