Abstract

In this article, if moral qualities are highly developed in the organization of the leader's work, the economic and social management of the enterprise will improve rapidly. It is necessary for the leaders to work honestly for the happiness of the society, to take care of increasing the wealth of the society, to strictly observe the laws, legal acts and agreements, state discipline. In this case, the manager must be able to fulfill a high level of civic and patriotic duty. Openness and respect for pluralism must also take into account features such as recognition and observance of legal, financial and moral responsibility.

Annotatsiya.

ushbu maqolada Rahbar mehnatini tashkil etishda ma’naviy fazilatlar

yuksak darajada rivojlangan bo‘lsa, korxonaning iqtisodiy va ijtimoiy jihatdan boshqarish tez
takomillashib boradi. Rahbar shaxslar jamiyat baxt-saodati yo‘lida halol mehnat qilishi, jamiyat
boyligini ko‘paytirish haqida g‘amxo‘rlik qilishi, qonunlarga, huquqiy akt va bitimlarga, davlat
intizomiga qat’iy rioya qilishi zarur. Bunda menejer yuqori darajadagi fuqarolik, vatanparvarlik
burchini bajara olishi kerak. Ko‘p fikrlilikka ochiq ko‘ngil bo‘lish va uni xurmat qilishi
shuningdek, huquqiy, moddiy va ma’naviy javobgarlikni tan olish va rioya qilish kabi
xususiyatlarni hisobga olishi shart.

Abstract.

In this article, if moral qualities are highly developed in the organization of the

leader's work, the economic and social management of the enterprise will improve rapidly. It is

ИСПОЛЬЗОВАНИЕ ЗАРУБЕЖНОГО ОПЫТА ОРГАНИЗАЦИИ

УПРАВЛЕНЧЕСКОЙ РАБОТЫ НА ПРОИЗВОДСТВЕННЫХ ПРЕДПРИЯТИЯХ И

ЕГО СОВЕРШЕНСТВОВАНИЕ.

Аннотация.

B данной статье, если в организации труда руководителя высоко

развиты моральные качества, то экономическое и социальное управление предприятием
будет быстро улучшаться. Руководителям необходимо честно трудиться на благо
общества, заботиться об увеличении благосостояния общества, строго соблюдать
законы, правовые акты и соглашения, государственную дисциплину. При этом
руководитель должен быть способен выполнять высокий уровень гражданского и
патриотического долга. Открытость и уважение плюрализма должны также
учитывать такие особенности, как признание и соблюдение юридической, финансовой и
моральной ответственности.

O‘zbekistonda bozor iqtisodiyoti milliy modelini shakllantirish, mamlakat xalq

xo‘jaligining jahon iqtisodiy tizimiga integratsiyalashish zaruriyati, zamonaviy texnologiyalarni
jadallik bilan o‘zlashtirish va raqobatbardosh mahsulotlar orqali jahon bozoriga chiqish
mamlakatga boshqaruv xodimlari raqobatbardoshligini oshirishni talab qiladi.

Tabiiyki, bozor iqtisodiyoti sharoitida yuqori raqobatbardoshlikka ega bo‘lgan boshqaruv

xodimlariga talab ortadi. Bular bozor infratuzilmasida faoliyat yurituvchi kadrlar – muhandislar,
iqtisodchilar, marketologlar, buxgalterlar, menejerlar va boshqalar bo‘lib, ular yangi zamonaviy
texnika va texnologiyalardan foydalana olishi, sharoitlarga tez moslashishi, har bir sohada ishlay
olishi, harakatchanlik qobiliyatiga ega bo‘lishi kerak, ya’ni boshqaruv kadrlari professional
bo‘lishlari darkor. Buning uchun esa ixtisoslashmagan karera yo‘nalishi bo‘yicha boshqaruv
kadrlarini etishtirish kerak bo‘ladi. Ushbu kareraning ko‘rinishi Yaponiyada keng tarqalgan
bo‘lib, ularning nazarida, rahbar alohida funksiya bo‘yicha emas, balki korxonaning har bir
bo‘limida ishlay oladigan mutaxassis bo‘lishi lozim.

Kadrlar xizmat pog‘onasidan ko‘tarilayotganda, bitta lavozimda 3 yildan ortiq turib

qolmasdan, korxonani har taraflama ko‘rib chiqish imkoniyatiga ega bo‘lishlari kerak, ya’ni
sotish bo‘limi boshlig‘i, ta’minot bo‘limi boshlig‘i bilan o‘zaro xizmat joylarini almashtirishi
oddiy hol hisoblanadi. Bunday siyosat natijasida yapon rahbari ixtisosiga oid maxsus bilimlarning
ma’lum bir oz qismiga ega bo‘ladi (bu bilimlar har qanday holatda 5 yildan so‘ng o‘z qiymatini
yo‘qotadi) va bir vaqtda shaxsiy tajribasiga bog‘liq holda tashkilot to‘g‘risida to‘liq taasurotlarga
ega bo‘ladi

Ma’lumki, har qanday xodim ishga kirayotganda o‘z maqsadini belgilaydi, ya’ni ish

karerasini rejalashtiradi. Ish karerasini rejalashtirish va nazorat qilish shundan iboratki, bunda har
qanday xodim ishga qabul qilinishidan boshlab, toki, taklif etiladigan ishdan chetlatishgacha
lavozimlar yoki ish joylari bo‘yicha gorizontal yoki vertikal harakatni tashkil etishi kerak. Xodim
o‘z istiqbolini nafaqat qisqa va uzoq muddatli, balki xizmat bo‘yicha ko‘tarilishi uchun qanday
ko‘rsatkichlarga ega bo‘lishi kerakligini bilishi lozim. Misol uchun karerani rejalashtirish
shakllaridan biri, bu Yaponiyada keng tarqalgan «Umrbod yollanish» tizimidir. Bu tizimga ko‘ra,
inson ma’lum bir bilimga ega bo‘lgandan so‘ng ishga kiradi va nafaqaga chiqqunga qadar o‘sha
korxonada ishlaydi. Umrbod yollanishning afzallik tomonlari shundaki, har qanday xodim o‘z
istiqbolini korxona bilan bog‘laydi va shaxsiy yuksalishini korxona yuksalishiga bog‘liq deb
hisoblaydi. Bu tizim kelgusi kunga ishonchni shaklantiradi, xodim deyarli ishdan chetlatilishdan
kafolatlangan. SHu bilan birgalikda umrbod yollanishda jiddiy cheklashlar mavjud:

Bu tizim Yaponiyaning yirik korxonalarida 25-35% xodimlarga nisbatan qo‘llaniladi;

moliyaviy inqiroz paytida esa baribir ishdan chetlatish hollari kuzatiladi;

rasmiy hujjatlarda bandlik kafolati bo‘yiicha kelishuvlar qayd etilmaydi.

Yaponiyaning umrbod yollanish tizimi – bu bandlikning kafolatlangan shakllaridan

biridir. Hozirgi paytda dunyoda ishni saqlab qolish bo‘yicha kafolatlarga qiziqish ortib
bormoqda. Bunga yuqoridagilardan tashqari quyidagi sabablarni ham ko‘rsatish mumkin:

susaytiradi;

katta hajmdagi xodimlar, ayniqsa yuqori malakaga ega bo‘lgan xodimlar

qo‘nimsizligi korxonaga qimmatga tushadi;

Ish karerasining nazorat qilish turlaridan biri ixtisoslashmagan karera hisoblanadi.

Kareraning turli xil bosqichlarida xodim turli xil talablarini qondiradi va ular quyidagilardan
iborat. Boshlang‘ich bosqich 25 yoshgacha bo‘lib, o‘z ichiga o‘qishni, turli xil ishlardagi
sinovlarni, o‘z mavqeini aniqlashni boshlanishini, mavjudligining xavfsizligini oladi.

Shakllanish (oyoqqa turish) bosqichi 30 yoshgacha bo‘lib, o‘z ichiga ishni

o‘zlashtirishni, mahoratni oshirishni, malakali mutaxassis yoki rahbarni shakllanishini; o‘z
mavqeini aniqlashni, mustaqillikka erishishni boshlanishini; mavjudlikning xavfsizligini,
sog‘liqni, ish haqining normal darajasini oladi.

Yuksalish bosqichi 45 yoshgacha bo‘lib, o‘z ichiga xizmat pog‘onasi bo‘yicha

ko‘tarilishni, yangi mahorat va tajribalarga ega bo‘lishni, malaka oshishini; o‘z mavqeini
o‘sishini, aksariyat mustaqillikka erishishini, o‘zlikni namoyon etishni boshlanishini, sog‘liqni,
yuqori darajadagi ish haqini oladi.

3.

Saqlanish bosqichi 55 yoshgacha bo‘lib, o‘z ichiga mutaxassis yoki rahbar

malaksining cho‘qqiga erishishini; o‘z malakasini oshishini, yoshlarni o‘qitishini; mustaqillikning
turg‘unligini, o‘zlikni namoyon etishning o‘sishini, hurmatning boshlanishini; ish haqining o‘sish
darajasini; kirimning boshqa manbalariga qiziqishini oladi.

4.

Tugallanish bosqichi 55 yoshdan so‘ng bo‘lib, o‘z ichiga nafaqaga chiqishga

tayyorgarlikni, o‘ziga o‘rinbosar va nafaqaxo‘rlikda yangi faoliyat turini tayyorlashni, o‘zlikni
namoyon etishning turg‘unligini va hurmatning o‘sishini, ish haqi darajasining saqlanishini va
kirimning boshqa manbalariga qiziqishning ortishini o‘z ichiga oladi.

Nafaqaxo‘rlik bosqichi 60 yoshdan so‘ng bo‘lib, o‘z ichiga yangi faoliyat turi bilan

shug‘ullanishni, yangi faoliyat turida o‘zlikni namoyon etishni, hurmatning turg‘unligini; nafaqa
miqdorini, kirimning boshqa manbalarini, sog‘liqni oladi.

Yuqoridagilarni nazarda tutib, sanoat korxonalarida menejerlar zaxirasini tayyorlash

bo‘yicha quyidagi tizimni tavsiya etish mumkin. Bu tizim menejerlar tayyorlashning beshta
asosiy bosqichini nazarda tutadi.

Birinchi bosqich - bazaviy institut yuqori kurslari talabalari yoki boshqa oliy o‘quv

yurtlaridan amaliyotga yuborilgan talabalar bilan ishlashdir. Xodimlarni boshqarish
bo‘linmalarining mutaxassislari talabalar amaliyot o‘taydigan tegishli bo‘linmalarning rahbarlari
bilan birgalikda rahbarlik ishiga moyil eng qobiliyatli talabalarni tanlashlari va ularni
korxonaning bo‘linmalarida muayyan faoliyatga tayyorlashlari kerak.

Tayyorgarlikni va amaliyotni muvaffaqiyatli o‘tagan talabalar mazkur tashkilotning

tegishli bo‘linmasida ishlash uchun yuborilishiga tavsiya berilishi kerak. Mazkur korxonada
amaliyotda bo‘lmagan yosh mutaxassislarni ishga qabul qilish vaqtida ular bilan test sinovlari
o‘tkazilishi va maslaxat yordami ko‘rsatilishi kerak.

Ikkinchi bosqich - korxonaga ishga qabul qilingan yosh mutaxassislar bilan ishlashdir.
Yosh mutaxassislarga sinov muddati (5 yilgacha) belgilanishi hamda ular shu muddat

ichida boshlang‘ich ta’lim kursini (korxona bilan batafsil tanishishni) o‘tishlari kerak. Ta’limdan
tashqarii yosh mutaxassislar uchun bir yil davomida korxona bo‘linmalarida stajirovka o‘tishi

ham nazarda tutiladi.

Yosh mutaxassislarning bir yil ichida bajargan ishlari va ularning o‘tkazilgan tadbirlarda

ishtirokini tahlil qilish, stajirovka rahbari tomonidan berilgan tavsifnoma asosida stajirovkaga
yakun yasalishi va rahbarlik lavozimlariga ko‘tarish rezerviga kiritish uchun mutaxassislarning
birinchi tanlovi o‘tkazilishi kerak. Xizmat

-

kasb jihatdan ko‘tarilish tizimida mutaxassisning

ishtirok etishi to‘g‘risidagi butun axborot uning shaxsiy delosida qayd qilinishi hamda
korxonaning kadrlar to‘g‘risidagi ma’lumotlarning axborot bazasiga kiritilishi kerak.

Uchinchi bosqich - boshqarishning quyi bo‘g‘ini menejerlari bilan ishlashdir. Ana shu

bosqichda tanlab olingan quyi bo‘g‘in menejerlariga sirtqi oliy o‘quv yurtlarini tamomlagan, o‘z
jamoalarida muvaffaqiyatli ishlab kelayotgan va test sinovlarini muvaffaqiyatli o‘tgan
xodimlarning bir qismi ham qo‘shiladi. Mazkur guruh bilan butun davr mobaynida (4 5 yil) aniq
maqsadga qaratilgan muayyan ishlar olib borilishi kerak. Bu xodimlar vaqtincha yo‘q bo‘lib
turgan rahbarning vazifasini bajarib turishlari, malaka oshirishlari kerak. Tayyorgarlik bosqichi
tamom bo‘lgandan so‘ng har bir menejerning ishlab chiqarish faoliyatini tahlil qilishi asosida
ikkilamchi tanlab olish va test o‘tkazilishi kerak. Ikkilamchi tanlashdan muvaffaqiyatli o‘tgan
menejerlar sex boshliqlari va o‘rinbosarlarining bo‘shab qolgan o‘rinlarini egallashga taklif
etilishi, lekin bundan oldin ana shu lavozimlarda stajirovka o‘tishlari yoki rezervga kiritilishi va
bo‘ o‘rinlar paydo bo‘lishi bilan lavozimga tayinlanishlari kerak. Tayyorgarlik o‘tkazilgandan
so‘ng boshqa xodimlar o‘z vazifalarida ishlashni davom ettirishlari kerak.

SHuningdek, ularning gorizontal o‘rin almashishlari ham yuz berishi mumkin.
To‘rtinchi bosqich. Boshqaruvning o‘rta bo‘g‘ini menejerlari bilan ishlashdir. Mazkur

bosqichda yosh menejerlarning qaror topgan guruhida ishlab turgan istiqbolli sex boshliqlari va
ularning o‘rinbosarlari ham qo‘shiladi. Mazkur guruh bilan butun davr mobaynida (4-5 yil) aniq
maqsadga qaratilgan muayyan ishlar olib borish kerak. Bu ishlar yakka tartibdagi rejalar
asosida tashkil etilishi kerak. O‘rta bo‘g‘inning tayinlangan har bir menejeriga u bilan yakka
tartibda ish olib borishi uchun yuqori bo‘g‘in rahbari murabbiy qilib tayinlashi kerak.

Murabbiy menejer xodimlarini boshqarish bo‘linmalarining mutaxassislari bilan

birgalikda da’vogarning shaxsiy sifatlari va kasb sohasidagi bilimlari, malakalarini tahlil qilish
asosida uning uchun yakka tartibda tayyorgarlik rejasini tuzib chiqishlari kerak.

Odatda, bular tijorat faoliyati asoslari bo‘yicha ta’lim dasturlari, tadbirkorlikka doir o‘zaro

munosabatlar asoslari, boshqaruv mehnatining ilg‘or usullariga, iqtisodiyot va huquqshunoslikka
doir dasturlar bo‘ladi. Tayyorgarlikning ana shu bosqichida ilg‘or korxonalarda boshqaruvning
o‘rta bo‘g‘ini menejerlarining stajirovkasini o‘tkazish nazarda tutiladi, bunda korxona
(bo‘linma)ning faoliyatini yaxshilashga doir tadbirlar dasturlarini ham tayyorlash kerak bo‘ladi.

Har yili o‘rta bo‘g‘in menejerini test sinovidan o‘tkazsh kerak, bu orqali uning o‘z kasbiga

doir ko‘nikmalari, jamoaga rahbarlik qilish mahorati aniqlanishi, murakkab ishlab chiqarish
vazifalarini mohirlik bilan ado etish tajribasi tekshirib ko‘rilishi kerak. Muayyan menejerning test
natijalarini tahlil qilish asosida uni xizmat sohasida yanada ko‘tarish to‘g‘risida taklif kiritish
kerak.

Beshinchi bosqich. Boshqaruvning oliy bo‘g‘ini menejerlari bilan ishlashdir. Yuqori

lavozimlarga rahbarlarni tayinlash bu murakkab jarayondir. Asosiy qiyinchiliklardan biri
ko‘pgina talablarga javob beradigan nomzodni tanlashdir. Boshqaruvdagi oliy bo‘g‘in rahbari

tarmoqni, shuningdek, korxonani yaxshi bilishi kerak. U ishlab chiqarish, moliyaviy kadrlar
masalalarida amal qilish uchun asosiy funksional kichik tizimlarda ishlash tajribasiga ega
bo‘lishi, favqulotda ijtimoiy- iqtisodiy va siyosiy vaziyatlarda malakali harakat qilaolishi kerak.

Ushbu davr (4 5 yil) ichida yuqori bo‘g‘in menejerlari xorijdagi ilg‘or korxonalarda

malaka oshirishi va stajirovkani o‘tashi kerak. Korxonaning bir bo‘linmasidan boshqasiga o‘tish
ancha oldin, ya’ni rahbar boshqarishning quyi va o‘rta bo‘g‘inlarida bo‘lgan vaqtlarida
boshlanishi kerak. Oliy bo‘g‘indagi bo‘sh vazifalarni egallashga odam tanlash va qo‘yish raqobat
asosida amalga oshirilishi kerak.

Uni yuqori bo‘g‘in rahbarlaridan iborat maxsus komissiya boshqaruvning tegishli

bo‘linmalari mutaxassislari ishtirokida va zarurat tug‘ilganda mustaqil ekspertlarni jalb qilgan
holda amalga oshirishlari kerak.

Xulosa qilib aytganda xodim 42-45 yoshga etganda, ya’ni 17-20 yil ichida rahbar

lavozimiga ko‘tarilishi kerak. Ushbu yillar mobaynida rahbar korxonaga yaxshi tanilib qoladi va
korxona faoliyatini davom ettirib, uni rivojlantirishi mumkin.
