The article discusses the reforms of the education system, the essence of human capital as an inseparable part
of the national wealth and its development. Coverage of youth in the process of education and training, the formation of qualified labor resources, scientific, scientific and pedagogical personnel in scientific areas in the context of regions is analyzed. Also, economic growth is justified by increasing integration, creating an innovative environment in society, the development of human capital in the continuous national educational system, the rise of innovative thinking to new frontiers by the formation of
the national innovation system (NIS).
